City of Auburn Arts Commission

Meeting Minutes
Present: Kristen Brock, Nancy Colson Linda Elliott, Amanda Flanery, Pat Gallagher,
Patricia Judd, Leslie Moore, Tanya Rottle, Laurel Siegmund, Councilmember Rich Wagner,
Cultural Arts Mgr Laurie Rose
Absent:, Lela Brugger (excused)
Call to order: President Linda Elliott called the meeting to order at 4:32 p.m.
Approval of Minutes and Introductions
Commissioner Linda Elliott called for approval of the June minutes. Commissioner
Kristen Brock moved the June minutes be approved as submitted. Commissioner
Leslie Moore seconded the motion. Motion approved.
Ms. Elliott welcomed guests Debby Deal, Cary Davidson, Donna Smart and
Communications Manager Dana Hinman.
II. Committee/Panel Reports
Chair Report
Ms. Elliott reminded commissioners of the goal to have the vacancies on the
commission filled this summer. Cultural Arts Manager Laurie Rose reviewed the
application process for the guests and distributed membership information packets.
Ms. Elliott asked Ms. Rose to give a report on behalf of City Attorney Dan Heid
regarding Arts Commission Membership policies, as requested at the June meeting.
Mr. Heid's memo stated that, because the commission is founded by ordinance, all
changes must go through same legislative process in order to properly update/change
a standing ordinance. Mr. Heid stated that changing terms of a quorum is permissible,
but he does not recommend setting a quorum of less than a majority (i.e., a majority of
only those in attendance). In addition, if the Council permitted a redefinition of quorum
for one commission, they ought to allow the same for all City commissions and boards.
Discussion followed regarding proxy votes. Ms. Rose said she would follow up with Mr.
Heid.
25th Anniversary Report
Ms. Elliott asked Communications Manager Dana Hinman to update the commission
regarding the 2009 Community Calendar. Ms. Hinman stated she has received an "OK"
to focus the theme of the 2009 calendar on arts in Auburn. She stated she and Ms.
Rose have briefly reviewed how to represent the theme with various images. Ms. Elliott
and the commission reviewed target event months in 2009: January/February will focus
on the performing arts; Spring will focus on the commission (the month of March is its
July 1, 2008, City of Auburn Arts Commission Meeting Minutes Page 1 of 2
official anniversary month); Summer will focus on visual arts; Fall will focus on public
art program.
Public Art Committee
Commissioner Pat Gallagher reported the committee began work on specifically
outlining the definition of "what is public art in Auburn" at their recent meeting and
asked to set a 2-hour session for July meeting in order to complete the task. Next
meeting is scheduled for July 15, 4pm at the Parks offices. Ms. Rose reported the final
phase of the W. Main "Tobu Bo" project will be completed the week of July 7. The Golf
Course project is in its engineering phase, but has not yet received an update from the
artist. The Community Center project is in a design phase and an update is not
expected until end of August at the earliest.
Visual Art Committee
Commissioner Laurel Siegmund reported the visual arts committee met to review
volunteer responsibilities in loading in, hanging and adjudicating the Good OI' Days art
show the week of Aug. 4th and routed a sign-up sheet for those who wish to volunteer
that week. The committee brainstormed various ideas for 25th Anniversary visual arts
event. The committee suggests an outdoor event in July 2009 at the Transit Center
plaza and 1St floor of the garage. The event will be a 2-day, one-time special event,
featuring arts & crafts for sale by artists and craftsmen, as well as demonstrations and
art-related activities for children. Ms. Rose said she will research reserving the Transit
Center property.
III. Staff Report
Ms. Rose passed out the line-up for upcoming BRAVO series. Tickets go on sale in
August. Commissioner Nancy Colson gave a report that the Auburn Symphony
Orchestra will no longer be a featured part of BRAVO, but will instead offer its own
Classic Music Series, featuring 3 main concerts, several chamber concerts and a
Messiah concert in December. Ms. Rose announced the Visual/Public Art Coordinator
position (formerly the Cultural Arts Specialist Megan Myers) has been filled. The new
staff person will start August 1St
IV. Other/New Business
Ms. Rose requested assistance with the three separate events on July 16. Ms. Rose
asked the commission's permission to review upcoming grant applications during the
regular August meeting, as only a small group of applications were submitted.
Commission generally agreed to the request. As there is not a bylaw directing this
program, official action is not required.
There being no other business, Ms. Elliott adjourned the meeting at 6:25pm.
