Member Stacey Brothers was in attendance at 6:30 PM. Thera being no
quorum, the call to order was delayed. At 6:43 PM, Chair Jeanne Barber
called the meeting to order. Chair Barber and Member Stacey Brothers
were present. Councilmember Sue Singer arrived at 6:48 PM and
attended in the absence of Vice Chair Pete Lewis, who was excused from
the meeting. Others present included: Mayor Charles A. Booth, Finance
Director Diane L. Supler, City Engineer Dennis Dowdy, Personnel Director
Brenda Heineman, Deputy City Clerk Cathy Richardson, and City Clerk
Danielle Daskam.
APPROVAL Of MINUTES
Minutes of the April 3, 2000 Finance Committee meeting.
Motion by Member Brothers, second by Chair Barber to approve
the April 3, 2000 Finance Committee minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 2-0.

recommend City Council approve the consent items.

Ordinance No. 5357
O2.1
An Ordinance of the City Council of the City of Auburn,
Washington, authorizing the Mayor and City Clerk to execute an
amended Valley Communications Center Interlocal Agreement to
approve entry of Federal Way as a fully participating member, to
approve each member city paying twenty percent of the cost of a
new dispatch facility and to clarify certain sections.
The text of Ordinance No. 5357 was 'transmitted as an agenda modification.
Finance Director Diane Supler explained that Ordinance No. 5357
amends the Valley Cum Interlocal Agreement to add the City of
Federal Way as a full member of Valley Cum and makes other
minor language changes to the Agreement. The Ordinance was
presented to the Municipal Services Committee this evening for
review, and the Committee recommended approval by the Council.
Motion by Member Brothers, second by Councilmember Singer to
recommend City Council adopt Ordinance No. 5357.
MOTION CARRIED UNANIMOUSLY. 3-0.

Ordinance No. 5358

An Ordinance of the City Council of the City of Auburn,
Washington, approving the formation of the Valley Communications
Center Development Authority.
The text of Ordinance No. 5358 and its exhibits was transmitted as an agenda
modification.
Finance Director Supler presented Ordinance No. 5358 which
approves the formation of the Valley Communications Public

Development Authority for the purpose of constructing and funding
a new communications center. Section 1 of the Ordinance limits
the amount of the principal construction costs for the
communications center to $12,758,000.
Motion by Councilmember Singer, second by Member Brothers to
recommend City Council adopt Ordinance No. 5358.
MOTION CARRIED UNANIMOUSLY. 3-0.
Ordinance No. 5374

An Ordinance of the City Council of the City of Auburn,
Washington, amending Ordinance 5119 by authorizing the Mayor
to sign a Highways and Local Programs State Funding Agreement
between the City and the Washington State Department of
Transportation, approving additional federal TEA-21 grant funds to
prepare and implement the South 277th Street Reconstruction
Project, Phase I (PR 562).
City Engineer Dennis Dowdy presented Ordinance No. 5374 as an
agenda modification. Ordinance No. 5374 amends Ordinance No.
5119 to approve $5 Million in additional federal TEA-21 grant funds
for the South 272nd/277th Street Project and authorizes the Mayor
to execute the Supplemental Agreement with Washington State
Department of Transportation. The $5 Million in additional funds
requires a local match of $814,000 which will come from
Transportation Improvement Board grant funds.
Motion by Member Brothers, second by Councilmember Singer to
recommend the City Council adopt Ordinance No. 5374.
MOTION CARRIED UNANIMOUSLY. 3-0.
Ordinance No. 5376

An Ordinance of the City Council of the City of Auburn,
Washington, amending Ordinance No. 5297 by authorizing the
Mayor to sign a Local Agency Supplemental Agreement between
the City and the Washington State Department of Transportation,
approving federal TEA-21 funds to prepare and implement the SR

Separation Project, PR 529.
City Engineer Dowdy presented Ordinance No. 5376 as an agenda
modification. Ordinance No. 5376 modifies Ordinance No. 5297
which accepted $10 Million in state funding from the Freight
Mobility Strategic Investment Board for the 3rd Street Project.
'Ordinance'No?5376 (~hanges~the source Of the fUnding as Federal
TEA-21 funds. The Ordinance also authorizes the Mayor to
execute a Supplemental Agreement with the State Department of
Transportation.
Motion by Councilmember Singer, second by Member Brothers to
recommend the City Council adopt Ordinance No. 5376.
MOTION CARRIED UNANIMOUSLY. 3-0.
DISCUSSION ITEMS
Hotel/Motel Tax Presentation
Discussion on the hotel/motel tax was postponed until the next
Finance Committee meeting.
