CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street in Auburn. Committee members present were: Chair Backus, Vice Chair Roger Thordarson and Member Gene Cerino. Also present during the meeting were Mayor Peter B. Lewis, Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Chief of Police Daniel B. Heid, Emergency Preparedness Manager Sarah Miller, Acting Planning Director David Osaki, Facilities Manager Mark Ellingson, and City Clerk Danielle Daskam. II. APPROVAL OF MINUTES A. Minutes of the April 16, 2007 Finance Committee meeting. Member Cerino moved and Vice Chair Thordarson seconded to approve the April 16, 2007 minutes. MOTION CARRIED. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 361759 through 362262 in the amount of $2,712,849.91 and a wire transfer in the amount of $8,820.44 and dated May 7, 2007. 2. Payroll F4.9.2 Payroll check numbers 519299 to 519414 in the amount of $273,512.43 and electronic deposit transmissions in the Page 1 Finance Committee Minutes May 7, 2007 amount of $938,731.43 for a grand total of $1,212,243.86 for the pay period covering April 12, 2007 to May 2, 2007. Committee members reviewed the consent items and briefly reviewed claims vouchers 361839, 361858, 361921, 362006, and 362046. Member Cerino moved and Vice Chair Thordarson seconded to approve the consent items. MOTION CARRIED. 3-0. IV. ORDINANCES AND RESOLUTIONS There were no ordinances or resolutions for Committee consideration. V. DISCUSSION ITEMS A. Project No. CP0640 04.4.1 CP0640 City Council approve Final Pay Estimate No. 3 to Contract 06-22 in the amount of $9,366.97, and accept construction of Project CP0640, Emergency Boiler Replacement. Facilities Manager Ellingson reported that the project to replace the three aging boilers at City Hall is now complete. Two new higher capacity boilers replaced the three existing boilers. The project includes a change order for additional work to install a ventilation fan on the boiler exhaust flue. B. Project No. CP0727 04.4.17, A3.17 City Council approve Final Pay Estimate No. 1 to Contract 03-07 in the amount of $29,327.66, and accept construction of Project No. CP0727, Theater Asbestos Abatement. Interim Planning Director Osaki reported that the project to remove building materials containing asbestos from the Auburn Avenue Theater is now complete. Staff recommends approval of the final pay estimate and acceptance of the project. C. Ordinance No. 6096 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 2.24.020 of the Auburn City Code Page 2 Finance Committee Minutes May 7, 2007 relating to identification of officers and positions in the Auburn Police Department Committee members briefly reviewed Ordinance No. 6096. There was no discussion. D. Resolution No. 4180 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Agreement with Thompson Smitch Consulting Group, Inc. to assist the City to secure water rights from the Washington State Department of Ecology for the purposes of meeting the City's water needs Committee members briefly reviewed Resolution No. 4180. E. Quarterly Investment Portfolio Committee members briefly reviewed the investments for the period ending March 31, 2007. F. Resolution No. 4184 02.0 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract with the cities of Black Diamond, Algona, and Pacific, Washington, for WSP Access, WASIS, WACIC and NCIC agency services Chief Kelly reported that the Washington State Patrol has changed the requirements for ACCESS, the system by which law enforcement agencies conduct driver's checks and warrants. The State Patrol now requires verification of warrants by a human being rather than through the computer system. Black Diamond, Algona and Pacific do not staff their records office twenty-four hours a day as Auburn does. The interlocal agreement provides that Auburn will provide the human verification of warrants for Black Diamond, Algona and Pacific for an annual fee. G. Ordinance No. 6089 A3.4.1.1, F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 19.04.020 and 19.04.070 of the Auburn City Code related to transportation impact fees Page 3 Finance Committee Minutes May 7, 2007 Finance Director Coleman explained that Ordinance No. 6089 extends the transportation impact fee for the portion of the downtown area described in the ordinance. H. Ordinance No. 6088 01.8.5 An Ordinance to modify and update the City's Emergency Services code provisions and to clearly designate the functionaries Emergency Preparedness Manager Miller explained that Ordinance No. 6088 modifies the existing code to more accurately reflect current operations and responsibilities. VI.
