HomeMy WebLinkAbout12-21-1992PUBLIC WORKS COMMITTEE MINUTES ~ .... r DECEMBER 21, 1992 The meeting was called to order at 5:30 p.m. Those in attendance were Committee Chairman Rich Wagner, Councilmember Don Kurle, Councilmember Pat Burns, Public Works Director Frank A. Currie, Finance Director Pat Dugan, Traffic Engineer Steve Mullen and Building and Land Use Codes Enforcement Manager Tony Baca. ISSUES A. RESOLUTION NO. 2361, AUTHORIZING EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE MUNICIPALITY OF METROPOLITAN SEATTLE AND THE CITY OF AUBURN FOR THE PURPOSE OF CARRYING OUT CERTAIN PROVISIONS OF THE COMMUTE TRIP REDUCTION ACT OF 1991 Steve Mullen indicated that this Interlocal Agreement will allow Metro to implement the provisions of the act for the City for a period of two years. Metro will identify and notify those employers required to comply with our Ordinance which is scheduled to be presented to Committee and Council in the latter part of January. There was discussion on what Metro would do, and how they would be accepted by the community affected. It was indicated that most jurisdictions in South King County would be utilizing Metro, with the exception of the City of Kent. With most jurisdictions' utilization of Metro there will be more conformity among the jurisdictions and make it more acceptable. There will be some aspects that will be specific to Auburn, but they should be minor. The Committee recommended approval to the Council. CONSENT A. UTILITY BILL ADJUSTMENT TO ACCOUNT NO. 2.31.1650 IN THE AMOUNT OF ONE HUNDRED SEVENTY DOLLARS AND SIXTY-FOUR CENTS ($170.64). The Committee approved the utility adjustment, and recommended approval to the Council. DISCUSSION A. INTRODUCTION OF COMMUTE TRIP REDUCTION LAW AND ITS APPLICATION TO MAJOR EMPLOYERS IN AUBURN Steve Mullen began the meeting with a presentation of some of the requirements enacted through the Commute Trip Reduction Act of 1991, and distributed a preliminary draft of the proposed Ordinance. This new PUBLIC WORKS COMMITTEE MINUTES DECEMBER 21, 1992 Page 2 law will affect approximately 30 employers in the Auburn area with over 100 employees. One of the main points of discussion was that the law provides penalties for those employers who fail to implement a CTR plan, not for failing to meet the goals of the plan. Since the CTR Act has a cutoff date in 1999, official findings as to its effectiveness should be available by October of 2000. Results of these findings will determine if the regulations will be re-enacted or shelved. B. "DRAFT" GOAL OBJECTIVES, POLICIES FOR COMPREHENSIVE TRANSPORTATION PLAN (GOAL 23 IN CITY COMPREHENSIVE PLAN). Committee Chairman Wagner presented the Committee and staff with a "discussion draft" of elements that he feels should be addressed in the goals to establish a prioritizing of transportation facilities. He indicated that the concerns of the City should be emphasized over regional issues. Councilmember Burns stressed that safety concerns should be equally balanced with capacity issues when designing facilities, and designed along the same fashion as the Harvey Road project was handled. Discussion also centered around maximizing those outside funding sources available for various projects and prioritizing those projects that qualify, minimizing the impact on local funding.
