Staff in attendance were Public Works Director Frank A. Currie, Senior Engineer Dennis Selle, Utilities Engineer Rod Linja, and Water Quality Compliance Officer Chris Thorn. ISSUES A. ORDINANCE NO. 4616 - AMENDING AUBURN CITY CODE CHAPTER 10.36 BY ADDING A NEW SUB-SECTION TO COMMERCIAL LOADING ZONES WITHIN THE CITY (To install a single space loading zone for the adjacent commercial property owner to serve his handicapped and/or weak patients. This business rents medical equipment for home use and customers need special access to his business. See reference map) Public Works Director Frank A. Currie described the Amendment to Ordinance No. 4616, and the Committee recommended approval to the Council at their March 15, 1993 meeting. B, ORDINANCE NO. 4617 - AMENDING AUBURN CITY CODE CHAPTER 10.36 BY ADDING A NEW SUB-SECTION TO PASSENGER LOADING ZONES WITHIN THE CITY (To install a single space loading zone for the adjacent commercial property owner to serve those visitors who may be handicapped and/or especially weak. This business provides physical rehabilitation services to those needing this special service. See reference map.) Public Works Director Frank A. Currie explained the Amendment to Ordinance No. 4617, correction noted on page one, Section 1, 'L' Street to 'H' street. The Committee recommended approval to the Council at their March 15, 1993 meeting. C. GREEN RIVER TRAIL/REGIONAL STORMWATER DETENTION IMPROVEMENTS - AUTHORIZING THE AUBURN PARKS AND RECREATION AND PUBLIC WORKS DEPARTMENTS TO ADVERTISE FOR A CONSULTANT TO DEVELOP A MASTER SITE PLAN (This is to be a master plan incorporating both the trail and the storm water ponds needed along the Green River. A graphic display will be provided to show the intended stormwater detention site.) Utilities Engineer Rod Linja and Water Quality Compliance Officer Chris Thorn described the need for a PUBLIC WORKS COMMITTEE MINUTES MARCH 15, 1993 Page 2 consultant to develop a master plan for the Green River Trail. The Committee recommended approval to the Council at their March 15, 1993 meeting. D. CHANGE ORDER AGREEMENT NO. 1 - TO VIRGINIA L. SEITZ CONSTRUCTION COMPANY FOR THE 1992 UTILITY IMPROVEMENT PROJECT, PROJECT 506, CONTRACT 92-04, WATER IMP. 192, SEWER IMP. 86 AND STREET IMP. 307 IN THE AMOUNT OF EIGHT THOUSAND SEVEN HUNDRED THIRTY-EIGHT DOLLARS AND EIGHTEEN CENTS ($8,738.18) (For various minor adjustments and changes that have been necessary to the continued project construction. See reference map). Public Works Director Frank A. Currie presented Change Order Agreement No. 1 to the Committee, and they recommended approval to the Council at their March 15, 1993 meeting. DISCUSSION Senior Engineer Dennis Selle presented a restructured version of the 1993 Sidewalk LID Program. 1. Design and acquired right-of-way for the Auburn Way corridor to be eligible for the proposed 1993 Federal program for construction. Utilizing grant monies, the construction of sidewalk along the corridor is proposed to be completed this year. 2. Perform design work and acquired right-of-way for the sidewalk program located in the northeast portion of the City this year. Proposed to form a Local Improvement District for this area in early 1994 with construction in the same year. Senior Engineer and Public Works Director Frank A. Currie discussed the 37th Street LID in regard to the low income tenants. There being no further business to come before the Council, the meeting was adjourned at 6:30 p.m. LS/bd REF.
