I. CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Don Kurle, and excused
was Council/Committee member Pat Burns. Staff in attendance were Public Works
Director Frank A. Currie, City Engineer Dennis Dowdy, Senior Engineer Dennis Selle and
, Utility Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, Water
Quality Compliance Officer Chris Thorn, Project Manager Jack Locke, Finance Director
Victor Thompson. Guest in attendance were Fred Poe, Mark Utting of Pacific
Groundwater Group (PGG), Attorney at Law Tom Mortimer, and John Raeder of the
Chamber of Commerce.
INFORMATION OR DISCUSSION
C. WATER RESOURCES PRESENTATION
Mark Utting, Consultant for PGG, presented an overview of PGG's role
supporting the City's analysis of the aquifer, water fights and water resource
protection.
IL ISSUES
A. RESOLUTION NO. 2658 - CALL FOR PUBLIC HEARING FOR A STREET
VACATION (V-01o95) OF ALLEY SOUTH OF 8TH STREET SE AND EAST
OF "D" STREET SE
City Engineer Dennis Dowdy presented Resolution No. 2658, calling for a public
hearing on a street vacation. Being satisfied, the Public Works Committee
recommended approval to the Council at their July 17, 1995 meeting.
B. ORDINANCE NO. 4754 AMENDS AUBURN CITY CODE CHAPTER 10.36
BY ADDING TWO NEW SUB-SECTIONS TO PROHIBITED PARKING
AREAS WITH THE CITY
City Engineer Dennis Dowdy presented Ordinance No. 4754. The Public Works
Committee requested staff investigate other alternatives and return to the
Committee with our recommendations; one of the suggestions was to utilize the
Junior High parking lot and issue proper signage.

C. ORDINANCE NO. 4759 ADDS NEW SECTIONS TO THE AUBURN CITY
CODE CHAPTER 13.40 UTILITY EXTENSIONS
Water Quality Compliance Officer Chris Thorn presented Ordinance No. 4759
through 4762 with the sub-section changes.
A general discussion was held. The Public Works Committee requested staff
return to the Public Works Committee after the Committee members reviewed the
Ordinances and draf[ Payback Agreement.
D. ORDINANCE NO. 4760 AMENDS AUBURN CITY CODE CHAPTER 13.08
WATER MAIN EXTENSIONS

E. ORDINANCE NO. 4761 AMENDS AUBURN CITY CODE CHAPTER 13.20

G ORDINANCE NO. 4767 AMENDS AUBURN CITY CODE CHAPTER 12.60
RIGHT-OF-WAY PERMITS
City Engineer Dennis Dowdy explained the changes in Ordinance No. 4767
pertaining to Right-of-way permits. The Public Works Committee requested staff
add to Section 12.60.010 Issuance-Authority Requirement Purpose, clarifying the
authority to terminate, by adding the words "competing public interest".
The Public Works Committee approved the Ordinance on the condition that the
additional language to be added to the ordinance.

IH. CONSENT
A. AWARD BID FOR PR 5 13, CONTRACT 95-15, 1994-95 SIDEWALK
PROGRAM, LID 346
City Engineer Dennis Dowdy recommended that staff reject the bids and
readvertise. Two bids were received, both above the Engineer's estimate.
B. UTILITY BILL ADJUSTMENTS TO ACCOUNT #361.3420 IN THE
AMOUNT OF TWO THOUSAND FOUR HUNDRED EIGHTY-FIVE
DOLLARS AND FORTY CENTS ($2,485.40) TO SKIPPERS, TO ACCOUNT
#212.2370 IN THE AMOUNT OF NINE HUNDRED TEN DOLLARS AND
THIRTY-FIVE CENTS ($910.35) TO FAITH BAPTIST CHURCH, AND TO
ACCOUNT #419.0250 IN THE AMOUNT OF TWO THOUSAND SEVEN
HUNDRED SEVENTY-SIX DOLLARS AND THIRTEEN CENTS ($2,776.13)
TO ROBERT M. EICHLER
The Public Works Committee recommended approval.
IV. INFORMATION OR DISCUSSION
A. PR 548 - "B" STREET NW', 30TH -37TH STREET, LID 347
Project Engineer Jack Locke briefed the Public Works Committee on the status of
the proposed LID. Additional data to be secured and presented to the property
owners; construction scheduled to begin in the Spring of 1996.
B. KING COUNTY BUDGET PROVISO
City Engineer Dennis Dowdy discussed the proposed Interlocal Agreement for the
City's annexation area.

D. DRAFT PAYBACK AGREEMENT

E. REVIEW RACETRACK PROJECTS
Senior Engineer Dennis Selle discussed a four million dollar legislative
appropriation (Grant) to the City of'AUburn for the purpose of constructing
various transportation facilities associated with the proposed Emerald Downs
Racing facility.
F. BRIEF ON ISTEA FUNDING RESULTS
City Engineer Dennis Dowdy discussed the available funds for "C" Street SW/SR
18 ramp realignment, South 277th, and street preservation funds.
G. REVIEW HALF-STREET ORDINANCE MODELS
Senior Engineer Dennis Selle notified the Committee that staff will be returning
with proposed revisions to the Ordinance.
V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the meeting was
adjourned at 7:12 p.m.
