L CALL TO ORDER
The meeting was called to order at 5:30 p.m. Those in attendance were Mayor Booth,
Committee Chairman Rich Wagner, Council/Committee member Trish Borden was
excused, Council/Committee member Gene Cerino, Council/Committee member Fred Poe,
and City Attorney Michael Reynolds. Staff in attendance ~were Public Works Director
Frank A. Curde, City Engineer Dennis Dowdy, Sen~or Engineer Dennis Selle, Utility
Planning Engineer Nass Diallo, Utilities Engineer Dwight Holobaugh, staff member Don
Wright, Finance Director Diane Supler, and Public Works Secretary Laurie Scheder.
Guests in attendance were Attorney at Law Tom Mortimer, Chamber of Commerce
member John Raeder, and Cathy Cart of C.C.I.

H. ISSUES
A. ORDINANCE NO. 4841, APPROVES AN ISTEA GRANT FUND
AGREEMENT FOR A SIGNAL AT 17TH STREET SE AND "A" STREET SE,
PK 577
City Engineer Dennis Dowdy presented Ordinance No. 4841; a general discussion
was held.
Being satisfied, the Public Works Committee recommended approval to the
Council at their March 18, 1996 meeting.
B. RESOLUTION NO. 272 1, INTERLOCAL AGREEMENT 2 BETWEEN
COVINGTON WATER DISTRICT, KING COUNTY WATER DISTRICT 111
AND THE CITY OF AUBURN -
The Committee asked staff to investiSate these threes items, prior to approval of
Resolution No. 2721, then to be returned to Public Works Committee at a later
date.
1. Whether the other parties have already sold bonds securing their share of
the investment.
2. How the other parties intend to secure the full construction contract funds
prior to award of contract by City.
3. How the other parties will provide the cash flow to service project needs.

ESTATES, AND TO ACCOUNT #242-4630 IN THE AMOUNT OF SEVEN
HUNDRED ELEVEN DOLLARS AND TWENTY-FOUR CENTS ($711.24) TO
JOHN MARYANSKI
The Public Works Committee recommended approval of Consent items A. and B.
to the Council at their March 18, 1996 meeting.
B. AWARD OF CONTRACT NO. 96-02 FOR PR 566, AUBURN/WATER
DISTRICT #111 WATER SYSTEM INTERTIE TO J.J. SPRAGUE, INC. ON
THEIR LOW BID OF ONE MILLION TWENTY-THREE THOUSAND ONE
HUNDRED SEVENTY-EIGHT DOLLARS AND TWENTY-FIVE CENTS
($1,023,178.25) PLUS SALES TAX OF EIGHTY-THREE THOUSAND NINE
HUNDRED DOLLARS AND SIXTY-TWO CENTS ($83,900.62) FOR A
TOTAL PRICE OF ONE MILLION ONE HUNDRED SEVEN THOUSAND
SEVENTY-EIGHT DOLLARS AND EIGHTY-SEVEN CENTS ($1,107,078.87)

IV. INFORMATION OR DISCUSSION
A. WATER RATE STUDY
A general discussion was held; charts and graphs were displayed and discussed by
staff members, Consultants and Council members. The Water Rate Study will
return to the Public Works Committee at a later date.

2. Peaking factors by customer classification
3. Financial impacts ofpeaking factors
4. Financial impacts of wholesale
5. Base (fixed) costs
6. Conservation incentives

B. DRAFT SANITAKY SEWER CONNECTION AGREEMENT WITH THE
MUCKLESHOOT TRIBE
Staff' members and Public Works Committee discussed the draft; a rewrite with
corrections was requested by Committee members and be returned to Public
Works Committee at a later date.
C. PUBLIC WORKSHOP SUBJECTS (HANDOUT)
City Engineer Dennis Dowdy briefed the Committee members on the topic of the
next Workshop to be held March 18, 1996.
V. ADJOURNMENT
There being no further business to come before the Public Works Committe~, the meeting was
adjourned at 7:30 p.m.
