HomeMy WebLinkAbout4566 RESOLUTION NO. 4 5 6 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR AMENDMENT TO THE CITY OF AUBURN FEE SCHEDULE TO ADJUST THE STORM PERMIT FEE STRUCTURE TO REFLECT THE CITY'S PHASE TWO NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT WHEREAS, in connection with the municipal functions and operations of the City of Auburn, the City provides various public services, a number of which entail fees; and WHEREAS, the City Council provided for adoption of a City of Auburn Fee Schedules in the adoption of Ordinance No. 5707; and WHEREAS, the City's Phase Two National Pollutant Discharge Elimination System ("NPDES") stormwater discharge permit is going into effect; and WHEREAS, the permit requires a more detailed analysis of the stormwater impacts of projects than was previously required; and WHEREAS, the cost of City review of projects under the Phase Two permit will vary, depending on the size and complexity of the project; and WHEREAS, the City Council finds that, in keeping with the philosophy of setting City fees in amounts reflective of actual costs, and in further keeping with the intent to make City fees and charges consistently accessible, it is appropriate to revise and amend the fees and charges for the City Storm Drainage Utility. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON HEREBY RESOLVES, as follows: Section 1. Section F(8)(c), Storm Drainage Utility, of the Fee Schedule of the City of Auburn is amended and updated with the inclusion of the fees as set forth on the Resolution No. 4566 January 27, 2010 Page 1 document attached hereto, marked as Exhibit "A" and incorporated herein by this reference. Section 2. After the effective date of this Resolution, the Mayor is authorized to increase the fees herein by an amount that corresponds to the increase in the cost of living as determined by CPI-W Seattle, Tacoma, Everett and Bremerton. Section 3. The City Clerk is authorized and directed to incorporate the fee changes in the City's Fee Schedule. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 5. This Resolution shall be in full force and affect upon passage and signatures hereon, and the provisions of Section 1, shall take effect February 16, 2010. Level 2 permits are for all proiects that: • add or replace 2,000 to 4,999 square feet of imqervious surface area; or • disturb 7,000 square feet or more of land. Level 3 permits are for all proiects that: • add 5,000 spuare feet or more of impervious surface area or Resolution No. 4566 January 27, 2010 Page 3 • convert 1/4 acres or more of native vepetation to lawn/landscaped area or • convert 2.5 acres or more of native veqetation to pasture, or • the new plus reqlaced impervious surface area is 5,000 sauare feet or more and the value of improvements exceeds 50% of the assessed value of existinq improvements.
