HomeMy WebLinkAbout4600 RESOLUTION NO. 4600 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE WASHINGTON SERVICE CORPS TO PROVIDE A FULL-TIME ME.MBER TO THE CITY OF AUBURN, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE NECESSARY AGREEMENTS TO ACCEPT SAID MEMBER WHEREAS, the City of Aubum has an office of Emergency Management, dedicated to preparing the City and its residents for disaster; and WHEREAS, the Washington Service Corps provides full-time disaster education volunteers to local programs through the AmeriCorps VISTA ReadyCorps program; and WHEREAS, the City of Auburn desires to provide comprehensive disaster education to Auburn residents; and WHEREAS, the City of Auburn has been accepted as a host sife for a 2010/2011 VISTA member. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Purpose. The City Council of the City of Auburn hereby accepts a grant from the Washington Service Corps of one VISTA member, from August 27; 2010 to August 31, 2011. Section 2. Implernentat6on. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this resolution. The purpose of this Memorandum oj Understanding (MDU) is to establish the basic guidelines and expectations of the Ready*Corps YISTA program at each site. These guidelines arrd expectations dre designed to ensure full coordination behveen sponsoring organizations and the Washington Service Corps (WSC). Please review, complete, and sign this Memorandum of Understanding and return to the WSC no later than May 31, 2010. Identify and support a single (and backup) staff person from the organization to be the site supervisor (and key contact) for AmeriCorps*VISTA member(s). 2. Commit the site supervisor to attend a WSC orientation in June/July, 2010. 3. Participate in member recruiting, interviews, selection and enrollment paperwork. 4. Introduce member(s) to other organization staff and invite member(s) ta staff functions. 5. Inform member(s) about the organization's rules of conduct and appropriate behavior, including procedures for communicating service hours and absences. Provide member(s) with agency policy manuals and/or handbooks. 6: Provide at least one desk, computer, agency e-rreail and phone access for each member. 7. Recognize and support distinct roles and responsibilities of the member(s). 8. Provide member(s) a minimum of two site-specific trainings related to the service pasition. 9. Ensure corripietion of WSC evaluation reporting requirements, including monthly volunteer reports, and three progress reports for accountability to state and federal funding sources. 10. Complete member performance eyaluations, done twice during the program year. The first to be completed by January 31, 2011 and the second to be completed by June 30, 20] 1 11. Host scheduled site visits as needed by WSC program coordinator. 12. Agree to release time for member(s) to attend required training events and service projects, including one WSC SERVES Institute to be held November 8-11, 2010 in Yakima. 13. Sponsoring organization must release members from regular service to respond to disasters (as long as it does not cause the member or organization_ undue hardship) if needed. 14. Sign member timesheets, ensure accuracy of hours served and submit originals by mail to the WSC the week immediately following the end of the time period. 15. Provide timely payment of $5,500 cash match (per member) to be billed in early November and due by December 31, 2010. Gash match wi(1 be pro-rated for any member who terminates prior to serving 15% of their term of service. Organizations will not receive a pro-rated refund if inembers serve more than 15% of their term. 16. Communicate immediately with WSC program coordinator regarding member performance issues or other program concerns. Res6onsibilities of Washington Service Corps: 1. Process AmeriCorps*VISTA member stipend for payment on ttie lOth and the 25`h of each month. 2. Provide Medical Insurance coverage for the member, provided :by Seven Corners lnsurance. 3. Provide basic program orientation for all members and their supervisor. 4. Provide member training and development opportunities at the SERVES Training Insfitute. W SC covers the cost of ineals, lodging, and travel expenses required for attendance at SERYES (carpooting of inembers is encouraged). 5. Provide on-going. member support.(at least one site visit per year, plus regular telephone and/or e-mail contact). 6. Process timesheets and monthly reports for each member and maintain original copy of member file. 7. Communicate expectations and procedures pertaining to member performance and personnel issues. 8. Support sponsoring organizations and members regarding W SC performance plans and assessment tools for accountability to state and federal funding sources. 9. Provide sponsoring organizations with AmeriCorps posters to identify their site as an AmeriCorps project. The following outlines service activities of AmeriCorps members: Readv*Corps VISTA members will: 1. Serve an average of 40 hours per week for 12 months. Members must be available to serve the houts needed by the project including weekend and evening service activities. 2. Not engage in. outside employment. 3. Keep an accurate record of hours served as service hours, training hours and fundraising hours. 4. Coordinate with site supervisor when unable to report for scheduled time. 5. Complete an electronic version of the WSC timesheet for the 1,1 -151h and the 16th- end of the month. Timesheets with original. signatures must be mailed to WSC during, the week immediately following the end of the time period. 6. Attend all required training events including the Pre-Service Orientation August 23-26, 2011 (unless second or third year member) and the SERVES (nstitute November 8-11, 2010. 7. Complete required duties and reports for the site in a timely manner. 8. Identify themselves as a Washington Service Corps/AmeriCorps*VISTA member at their site by using the title of AmeriCorps*VISTA member in their e-mail signature block and v.oice mail messages; and by wearing,AmeriCocps/VISTA lapel pins or gear during service hours. Washington Service Corps Ready*Corps VISTA Program ; Memorandum of Understanding (MOU) 9. Participate in days of national service including, but not limited to, Martin Luther King Jr. Day of Service. Prohibited AmeriCorns member activities: There are cerfairi activities, including lobbying, political, retigious or advocacy activities, that AmeriCorps members may not perform in the course of their duties, while charging time to the AmeriCorps program, orat the request of sponsoring orga.nization staff. Furthermore, members and staff may not engage in conduct in a manner that would associate the national service program or the Corporation for NationaT and Community Service (CNCS) with the, prohibited activities. Programs must become familiar with speci_fic provisions described in the Corporation's formal regulation (45 C.F.R. 2520.65) and the grant provisions. The list of prohibited activities includes: v participating in efforts to influence legislation, including state or local ballot initiatives, or iobbying for your program; • organizing a letter-writing campaign to Congress; e engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office; • participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials; • voter registration drives; • organizing or participating in protests. petitions, boycotts. or strikes: • assisting, promoting, or deterring union organizing; • impairing existing contracts for services or collective bargaining agreements; • engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constn►cting or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytizing; " • providing a direct benefit to a for-profit entity; a labor union; a partisan politica[ organization; or an organization engaged in religious activities; • participating in activities that pose a significant safety risk to parficipants; • members may not prepare any part of a grant proposal or perform other fundraising functions to Help the program achieve its match requirements, or to pay the program's general . operating expenses; Washington Service Corps Ready*Corps VISTA Program Mernorandum of Understanding (MOU) • fundraising is allowable if it provides directsupporf to a specific service activity, falls within the program's approved objectives, is not the primary activity of the program, and does not . exceed 10%0 of the total hours served for any member. AmeriCorps members, like other private citizens, may participate in the above listed activities on their own time, at tHeir own expense, and on their own initiative. However, the AmeriCorps logo must not be worn while doing so.
