Background for Motion: The Washington State Recreation and Conservation Office requires the City to enter into agreement with them in the event the grant is approved to accept the funds. Background Summary: The Parks Department has applied for a $100,000 deferred Park Maintenance Grant from the Washington State Recreation and Conservation Office (RCO) to fix the manifold system of the splash pad at Les Gove Park. The underground manifold system at the splash pad at Les Gove is past it's end of useful life and leaks during the summer months when the splash pad is open. If the City receives the grant it would allow the system to be brought up to modern standards and be above ground to allow for proper maintenance. Rev iewed by Council Committees: Councilmember:Brown Staff:Faber Meeting Date:October 23, 2023 Item Number:RES.A Page 3 of 10 -------------------------------- Resolution No. 5745 October 15, 2023 Page 1 of 7 Rev. 2020 RESOLUTION NO. 5745 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO EXECUTE A GRANT AGREEMENT BETWEEN THE CITY OF AUBURN AND THE RECREATION AND CONSERVATION OFFICE FOR REPAIR OF THE LES GOVE SPLASH PARK AND TO EXECUTE AMENDMENTS TO THAT AGREEMENT WHEREAS, The Washington State Legislature provided one-time funding in the operating budget to help local parks departments maintain their working facilities to meet the needs of their residents. WHEREAS, pumping and other equipment of the Les Gove splash pad has been in need of repair; and WHEREAS, the City has requested grant assistance from the Recreation and Conservation Office to aid in financing the cost of the needed repair; and WHEREAS, as part of the application process for a grant, the Recreation and Conservation Office requires that the legislative body for each grantee make certain grant assurances and expressly designate those officials who are authorized to approve the grant agreement and any future amendments to that agreement; and WHEREAS, Exhibit A is a template resolution provided by the Recreation and Conservation Office to grant applicants. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, RESOLVES as follows: Section 1. After approval by the Director of the Parks, Arts, and Recreation Department, the Mayor is authorized to execute a grant agreement, and amendments Page 4 of 10 -------------------------------- Resolution No. 5745 October 15, 2023 Page 2 of 7 Rev. 2020 thereto, between the City and the Recreation and Conservation Office binding the City of Auburn to the Les Gove splash pad deferred maintenance project. Section 2. The Mayor is authorized to execute and submit to the State of Washington Recreation and Conservation Office the Applicant Resolution/Authorization, attached as Exhibit A, as part of its application to obtain grant funds for the Splash Pad Deferred Maintenance Project. Section 3. The Mayor is authorized to implement those administrative procedures necessary to carry out the directives of this Resolution. Section 4. This Resolution will take effect and be in full force on passage and signatures.
