1. Public Participation
The City Council Meeting was held in person and virtually.
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street, and led those
in attendance in the Pledge of Allegiance.
IV. Roll Call
Councilmembers present: Deputy Mayor James Jeyaraj, Larry Brown, Bob
Baggett, Kate Baldwin, Cheryl Rakes, and Yolanda Trout-Manuel.
Councilmember Robyn Mulenga was excused.
Department directors and staff members present included:Acting City
Attorney Harry Boesche, Director of Public Works Ingrid Gaub, Chief of
Police Mark Caillier, Director of Parks,Arts, and Recreation Daryl Faber,
Director of Community Development Jeff Tate, Business Systems Analyst
Chrissy Malave, and Deputy City Clerk Hannah Scholl.
V. APPOINTMENTS
A. Junior City Council
City Council to approve the appointment of Lawand Muhsen to Auburn Junior City
Council for a two year term expiring August 31, 2025
Deputy Mayor Jeyaraj moved and Councilmember Rakes seconded to
appoint Lawand Muhsen to the Auburn Junior City Council for a two-
year term to expire on August 31, 2025.
MOTION CARRIED UNANIMOUSLY. 6-0

VI. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS,AND PRESENTATIONS
A. Breast Cancer Awareness Month
Mayor Backus proclaimed October 2023 as "Breast Cancer Awareness
Month" in the City of Auburn.
VII. AGENDA MODIFICATIONS
An updated version of Ordinance No. 6917 was provided to Mayor and
Council.
VIII.CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.
1. The public can participate in-person or submit written
comments in advance.
Virginia Haugen 2503 R ST SE,Auburn
Ms. Haugen expressed her gratitude for the Auburn City Council.She
also expressed her gratitude towards the Mayor's proclamation.
Tracy Taylor Lakeland Hills,Auburn
Ms. Taylor asked Council to provide more support to the Auburn
Valley Humane Society. She also discussed the Career and
Technical Education (CTE) Program within the Auburn School
District.
David Wright 1102 Auburn Way South,Auburn
Mr. Wright informed Council of upcoming events happening at the
Auburn Library.
Diana Miranda 1102 Auburn Way South,Auburn
Ms. Miranda informed Council of free resources provided by the
Auburn Library and upcoming events.
Linda Redmond Chinook Elementary Neighborhood,Auburn
Ms. Redmond expressed her concerns regarding religious books in
school libraries. She also expressed concerns regarding the World
Health Organization.
B. Correspondence
There was no correspondence for Council to review.

IX. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baldwin)
Councilmember Baldwin, Chair of the Finance Ad Hoc Committee,
reported she and Councilmember Baggett have reviewed the claims
and payroll vouchers described on the agenda this evening and
recommended their approval.
X. CONSENT AGENDA
All matters listed on the ConsentAgenda are considered by the City Council to be
routine and will be enacted by one motion in the foram listed.
A. Minutes of the September 25 and October 9, 2023, Study
Session Meetings
B. Minutes of the October 2, 2023, City Council Meeting
C. Claims Vouchers (Thomas)
Claims voucher list dated October 11, 2023 which includes voucher number 473691
through 473862, in the amount of$2,434,490.72, one electronic fund transfer in the amount
of$264.41, and three wire transfers in the amount of$784,523.93
D. Payroll Voucher(Thomas)
Payroll check numbers 539528 through 539532 in the amount of$83,479.07,
electronic deposit transmissions in the amount of$2,672,916.87, for a grand total of
$2,756,395.94 for the period covering September 28, 2023 to October 11, 2023
Deputy Mayor Jeyaraj moved and Councilmember Trout-Manuel seconded
to approve the consent agenda.
MOTION CARRIED UNANIMOUSLY. 6-0

XII. NEW BUSINESS

XIII.ORDINANCES
A. Ordinance No. 6917 (Faber)
An Ordinance relating to Metal Detecting in City Parks and adding Section 2.22.240 to
the Auburn City Code

Councilmember Brown moved and Deputy Mayor Jeyaraj seconded to
approve Ordinance No. 6917.
MOTION CARRIED UNANIMOUSLY. 6-0
XIV. RESOLUTIONS
A. Resolution No. 5719 (Boesche)
A Resolution amending the City of Auburn Fee Schedule to Adjust for 2024 Fees
Deputy Mayor Jeyaraj moved and Councilmember Trout-Manuel seconded
to adopt Resolution No. 5719.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Resolution No. 5734 (Tate)
A Resolution endorsing use of the 2024 Valley Regional Fire Authority Fee Schedule
as adopted by the VRFA Board of Governance
Councilmember Brown moved and Councilmember Rakes seconded to
adopt Resolution No. 5734.
MOTION CARRIED UNANIMOUSLY. 6-0
C. Resolution No. 5740 (Tate)
A Resolution authorizing the Mayor to execute an Interlocal Agreement between the
City of Auburn and the City of Kent in support of the Annexation of the Bridges
Community
Councilmember Brown moved and Councilmember Baggett seconded to
adopt Resolution No. 5740.
MOTION CARRIED UNANIMOUSLY. 6-0
D. Resolution No. 5742 (Gaub)
A Resolution authorizing the Mayor to accept and administer a Commute Trip
Reduction Formula Grant Award from the State Department of Transportation
Councilmember Brown moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5742.
MOTION CARRIED UNANIMOUSLY. 6-0
XV. MAYORAND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Councilmember Baldwin reported she attended the White River Valley

Museum tour and expressed gratitude to the East Pierce Fire & Rescue
Department.
Councilmember Rakes reported she attended the Mainstreet Conference
and a Wellness Committee meeting.
B. From the Mayor
Mayor Backus had no report.
XVI.ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 7:30 p.m.
