1. Public Participation
The City Council Meeting was held in person and virtually.
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street and led those
in attendance in the Pledge of Allegiance.
IV. Roll Call
Councilmembers present: Bob Baggett, Kate Baldwin, Larry Brown, Robyn
Mulenga, Cheryl Rakes, and Yolonda Trout-Manuel. Councilmember Kate
Baldwin arrived at 7:01 p.m. and Deputy Mayor Jeyaraj was excused.
Mayor Nancy Backus, Directors, and the following staff members present
included:Acting City Attorney Harry Boesche, Chief of Police Mark Caillier,
Director of Finance Jamie Thomas, Director of Public Works Ingrid Gaub,
Director of Parks,Arts, and Recreation Daryl Faber, Business Systems
Analyst Chrissy Malave, and Deputy City Clerk Hannah Scholl.
V. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS,AND PRESENTATIONS
A. 2023 Tree Stewards
Mayor Backus to proclaim the Auburn Parks Department as "2023 Tree Stewards" in
the City of Auburn for preserving and caring for the Red Oak Tree located at 201 R St
NE and demonstrating the importance of maintaining healthy urban and rural forests
within our community
Mayor Backus proclaimed the Auburn Parks Department as "2023 Tree
Stewards" in the City of Auburn.

Director Faber accepted the proclamation and encouraged everyone to go
see the Red Oak Tree.
VI. AGENDA MODIFICATIONS
There were no modifications to the agenda.
VII. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Public Hearings
1. Public Hearing for Ordinance No. 6918 (Thomas)
City Council to conduct a Public Hearing to consider Ordinance No. 6918
amending the City's 2023-2024 Biennial Operating and Capital Budgets for the
City of Auburn, Washington
Mayor Backus opened the Public Hearing for Ordinance No. 6918 at
7:05 p.m.

Virginia expressed concerns regarding budget.
Mayor Backus closed the Public Hearing for Ordinance No. 6918 at
7:06 p.m.
2. Public Hearing for Ordinance No. 6919 (Thomas)
A Public Hearing to consider Ordinance No. 6919 establishing the Levy for
Regular Property Taxes by the City of Auburn for collection in 2024 for General
City Operational Purposes in the amount of$24,646,712
Mayor Backus opened the Public Hearing for Ordinance No. 6919 at
7:06 p.m.
No one came forward to speak.
Mayor Backus closed the Public Hearing for Ordinance No. 6919 at
7:07 p.m.
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.
1. The public can participate in-person or submit written
comments in advance.

Virginia expressed concerns regarding Councilmembers being
associated with non-profit organizations that the City works with.
C. Correspondence
There was no correspondence for Council to review.
VI I I. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baldwin)
Councilmember Baldwin, Chair of the Finance Ad Hoc Committee,
reported she and Councilmember Baggett have reviewed the claims
and payroll vouchers described on the agenda this evening and
recommended their approval.
IX. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the November 6, 2023, City Council Meeting
B. Minutes of the November 13, 2023, Study Session Meeting
C. Claims Vouchers (Thomas)
Claims voucher list dated November 15, 2023 which includes voucher number 474048
through 474197, in the amount of$4,726,371.13, two electronic fund transfers in the
amount of$2,065.01, and one wire transfer in the amount of$680,656.06
D. Payroll Voucher(Thomas)
Payroll check numbers 539535 through 539540 in the amount of$84,273.03,
electronic deposit transmissions in the amount of$2,679,941.28, for a grand total of
$2,764,214.31 for the period covering November 2, 2023 to November 15, 2023
Councilmember Trout-Manuel moved and Councilmember Brown
seconded to approve the consent agenda.

XII. ORDINANCES
A. Ordinance No. 6898 (Thomas)
An Ordinance amending Auburn City Code Chapters 3.53 and 3.54 related to City
Business and Occupation (B&O)Tax, clarifying definitions and procedures, and
updating provisions for consistency with State Law Changes
Councilmember Baldwin moved and Councilmember Rakes seconded to
approve Ordinance No. 6898.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Ordinance No. 6918 (Thomas)
An Ordinance amending the City's 2023-2024 Biennial Operating and Capital Budgets
Councilmember Baldwin moved and Councilmember Mulenga seconded
to approve Ordinance No. 6918.
MOTION CARRIED UNANIMOUSLY. 6-0
C. Ordinance No. 6919 (Thomas)
An Ordinance establishing the Levy for Regular Property Taxes by the City of Auburn
for collection in 2024 for General City Operational Purposes in the amount of
$24,646,712
Councilmember Baldwin moved and Councilmember Baggett seconded to
approve Ordinance No. 6919.
MOTION CARRIED UNANIMOUSLY. 6-0
D. Ordinance No. 6921 (Thomas)
An Ordinance related to the Administration and Collection of City Imposed Taxes: (1)
Moving and Consolidating Tax Administration Provisions from ACC Chapters 3.40,
3.41, 3.42, 3.52, 3.80, 3.84, and 3.88 into a newACC Chapter 3.62; and (2) and
adding new sections and repealing certain sections related to Tax Administration
Councilmember Baldwin moved and Councilmember Rakes seconded to
approve Ordinance No. 6921.
MOTION CARRIED UNANIMOUSLY. 6-0
E. Ordinance No. 6926 (Hinman)
An Ordinance amending Chapter 2.07 of the Auburn City Code relating to Auburn
Junior City Council
Councilmember Trout-Manuel moved and Councilmember Brown
seconded to approve Ordinance No. 6926.

XIII. RESOLUTIONS
A. Resolution No. 5747 (Gaub)
A Resolution authorizing the Mayor to execute an Interlocal Agreement between the
City of Auburn and the Auburn School District for Public Street Features to support
School Spirit
Councilmember Brown moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5747.
MOTION CARRIED UNANIMOUSLY. 6-0
XIV. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Councilmember Baggett reported he attended the King County Regional
Transit Committee meeting.
Councilmember Baldwin reported she attended the National League of
Cities Conference.
Councilmember Brown reported he attended the week eleven session of
the City of Auburn Civics Academy.
Councilmember Mulenga reported she attended the Cities and Schools
Forum meeting.
Councilmember Rakes reported she attended the National League of
Cities Conference.
Councilmember Trout-Manuel reported she attended the National League
of Cities Conference, and the Hispanic Elected Local Officials (HELO)
meeting.
B. From the Mayor
Mayor Backus reported she attended Veterans Day assembly at Auburn
High School, King County Council Committee meeting, Interurban Trail
War Memorial Ribbon Cutting event, Veterans Day Parade and events, and
a South King Housing and Homeless Partners (SKHHP) meeting.
She thanked staff for their hard work on the Veterans Day events.

XV. ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 7:43 p.m.
