Public Participation The City Council Meeting was held in person and virtually. A. Pledge of Allegiance Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street and led those in attendance in the Pledge of Allegiance. IV. RoII Call Councilmembers present: Deputy Mayor Jeyaraj, Bob Baggett, Kate Baldwin, Larry Brown, Robyn Mulenga, Cheryl Rakes, and Yolonda Trout- Manuel. Mayor Nancy Backus and the following staff members present included: Acting City Attorney Harry Boesche, Chief of Police Mark Caillier, Director of Finance Jamie Thomas, Director of Public Works Ingrid Gaub, Director of Parks,Arts, and Recreation Daryl Faber, Business Systems Analyst Jonathan Barbano, and City Clerk Shawn Campbell. V. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS,AND PRESENTATIONS A. King County Sexual Assault Resource Center Update Dennis Higgins, Kate Krug, and Mary Ellen Stone from King County Sexual Assault Resource Center, gave an update to Council on KCSARC. Ms. Stone thanked Council for their support and announced she is retiring and Ms. Krug is the new CFO for KCSARC. B. Financial Literacy Week Mayor Backus proclaimed December 4, 2023, through December 8, 2023, Page 1 of 7 as "Financial Literacy Week" in the City of Auburn. Auburn Mountainview High School DECA Students, Halle Sudweeks, Magee Alfrey, and Brooke Ketchum, accepted the proclamation and thanked the Mayor and Council for their support. C. Entrepreneurship Week Mayor Backus proclaimed December 10, 2023, through December 16, 2023, as "Entrepreneurship Week" in the City of Auburn. Auburn Mountainview High School DECA Students, Camryn Singer, and Bridget Smith, accepted the proclamation and thanked the Mayor and Council for their support. VI. APPOINTMENTS A. Arts Commission City Council to approve the reappointments of Kristine de Leon, Tori Olsen, and Trisenda Mayfield to the Arts Commission for a three year term expiring December 31, 2026 Councilmember Brown moved and Councilmember Baldwin seconded to reappointment Kristine de Leon, Tori Olsen, and Trisenda Mayfield to the Arts Commission for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 B. Salary Commission City Council to approve the reappointment of Judith Anderson to the Salary Commission for a four year term expiring December 31, 2027 Councilmember Baldwin moved and Councilmember Trout-Manuel seconded to reappointment Judith Anderson to the Salary Commission for a four year term to expire on December 31, 2027. MOTION CARRIED UNANIMOUSLY. 7-0 C. Lodging Tax Advisory Committee City Council to approve the reappointment of Aman Ghag to the Lodging Tax Advisory Committee for a three year term expiring December 31, 2026 Councilmember Trout-Manuel moved and Councilmember Mulenga seconded to reappointment Aman Ghag to the Lodging Tax Advisory Committee for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 D. Tourism Board City Council to approve the reappointments of Julie Krueger and Rachael McAlister to the Tourism Board for a three year term expiring December 31, 2026 Page 2 of 7 Councilmember Rakes moved and Councilmember Baggett seconded to reappointment Julie Krueger and Rachael McAlister to the Tourism Board for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 E. BIA Rate Payer Committee City Council to approve the reappointment of Bill Cowart to the BIA Rate Payer Committee for a three year term expiring December 31, 2026 Deputy Mayor Jeyaraj moved and Councilmember Trout-Manuel seconded to reappointment Bill Cowart to the BIA Rate Payer Committee for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 F. Civil Service Commission City Council to approve the reappointment of David Menke to the Civil Service Commission for a six year term expiring December 31, 2029 Councilmember Tout-Manuel moved and Councilmember Brown seconded to reappointment David Menke to the Civil Service Commission for a six year term to expire on December 31, 2029. MOTION CARRIED UNANIMOUSLY. 7-0 G. Junior City Council City Council to approve the appointment of Patricia Amadeo to Junior City Council for a two year term expiring August 31, 2025 Deputy Mayor Jeyaraj moved and Councilmember Mulenga seconded to appointment Patricia Amadeo to the Junior City Council for a two year term to expire on August 31, 2025. MOTION CARRIED UNANIMOUSLY. 7-0 H. Parks and Recreation Board City Council to approve the reappointments of Michael Palko-Dean, Peter Di Turi and Michael Hassen to the Parks and Recreation Board for a three year term expiring December 31, 2026 Councilmember Brown moved and Deputy Mayor Jeyaraj seconded to reappointment Michael Palko-Dean, Peter Di Turi, and Michael Hassen to the Parks and Recreation Board for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 I. Planning Commission City Council to approve the reappointment of Judi Roland to the Planning Commission Page 3 of 7 for a three year term expiring December 31, 2026 Councilmember Trout-Manuel moved and Councilmember Baggett seconded to reappointment Judi Roland to the Planning Commission for a three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 J. Transportation Advisory Board City Council to approve the reappointment of Peter Di Turi to the Transportation Advisory Board for a three year term expiring December 31, 2026 Councilmember Brown moved and Deputy Mayor Jeyaraj seconded to reappointment Peter Di Turi to the Transportation Advisory Board for a three year term to expire on December 31,2026. MOTION CARRIED UNANIMOUSLY. 7-0 K. Urban Tree Board City Council to approve the reappointments of Bryce Landrud and Linda Bielejec to the Urban Tree Board for a three year term expiring December 31, 2026 Councilmember Mulenga moved and Councilmember Rakes seconded to reappointment Bryce Landrud and Linda Bielejec to the Urban Tree Board fora three year term to expire on December 31, 2026. MOTION CARRIED UNANIMOUSLY. 7-0 VII. AGENDA MODIFICATIONS There were no modifications to the agenda. VIII.CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. 1. The public can participate in-person or submit written comments in advance. Virginia Haugen Auburn, WA Virginia expressed concerns regarding development over a water source. B. Correspondence There was no correspondence for Council to review. IX. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Page 4 of 7 Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. 1. Finance Ad Hoc Committee (Chair Baldwin) Councilmember Baldwin, Chair of the Finance Ad Hoc Committee, reported she and Councilmember Baggett have reviewed the claims and payroll vouchers described on the agenda this evening and recommended their approval. X. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes of the November 20, 2023, City Council Meeting B. Minutes of the November 27, 2023, Study Session Meeting C. Claims Vouchers (Thomas) Claims voucher list dated November 29, 2023 which includes voucher number 474200 through 474317, in the amount of$2,539,343.35, two electronic fund transfers in the amount of$1,403.81, and three wire transfers in the amount of$805,426.26 D. Payroll Voucher(Thomas) Payroll check numbers 539541 through 539543 in the amount of$612,262.56, electronic deposit transmissions in the amount of$2,509,340.12, and also a special payroll for Police Commission and Sergeants Comp Payout payroll with electronic deposit transmission in the amount of$162,821.77 for a grand total of$3,284,424.45 for the period covering November 16, 2023 to November 29, 2023 Deputy Mayor Jeyaraj moved and Councilmember Brown seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 7-0 XI. UNFINISHED BUSINESS There was no unfinished business. XII. NEW BUSINESS A. Selection of Deputy Mayor Mayor Backus asked the Councilmembers for nominations for Deputy Mayor. Deputy Mayor Jeyaraj nominated Councilmember Brown and Councilmember Baggett nominated Councilmember Trout-Manuel. Both Page 5 of 7 nominees spoke to the Council regarding their nominations. Mayor Backus asked for votes for the two nominated Councilmembers. Councilmember Brown received 5 votes and Councilmember Trout-Manuel received 2 votes. Mayor Backus announced that Councilmember Brown will be appointed as • the Deputy Mayor for 2024. XIII.ORDINANCES A. Ordinance No. 6922 (Tate) An Ordinance relating to Planning; adopting 2023 Annual Comprehensive Plan Map and Text Amendments pursuant to the Provisions of RCW Chapter 36.70A and adopting Corresponding Rezones related to certain map amendments Councilmember Brown moved and Councilmember Rakes seconded to approve Ordinance No. 6922. MOTION CARRIED UNANIMOUSLY. 7-0 B. Ordinance No. 6925 (Tate) An Ordinance amending Sections 19.02.115, 19.02.120, 19.02.130 and 19.02.140 of the Auburn City Code relating to School Impact Fees Councilmember Brown moved and Councilmember Trout-Manuel seconded to approve Ordinance No. 6925. MOTION CARRIED UNANIMOUSLY. 7-0 C. Ordinance No. 6928 (Tate) An Ordinance annexing certain property known as "The Bridges" and currently located • within the City of Kent, Washington, into the City of Auburn pursuant to RCW 35.10.217(2), and providing for severability and an effective date Councilmember Brown moved and Councilmember Baggett seconded to approve Ordinance No. 6928. Council thanked Mayor and Staff for their work on this annexation. MOTION CARRIED UNANIMOUSLY. 7-0 XIV. RESOLUTIONS A. Resolution No. 5748 (Thomas) A Resolution authorizing the Mayor to execute an amendment to the agreement between the City of Auburn and Waste Management of Washington related to Solid Waste Disposal Councilmember Baldwin moved and Councilmember Baggett seconded to adopt Resolution No. 5748. Page 6 of 7 MOTION CARRIED UNANIMOUSLY. 7-0 XV. MAYOR AND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Councilmember Baldwin reported she attended the Santa Breakfast and Parade. Councilmember Rakes reported she attended the West Auburn Student of the Month Ceremony, and the Santa Breakfast and Parade. Councilmember Trout-Manuel reported she attended the National League of Cities Human Development Committee meeting, and the Santa Breakfast and Parade. B. From the Mayor Mayor Backus reported she attended the Auburn Food Bank Holiday Basket Distribution day, Regional Policy Committee meeting, Breakfast with Santa event, Shop with a Cop, Santa Parade and Tree Lighting event, and met with the 47th Legislative District Senator, Claudia Coffman.
