HomeMy WebLinkAboutPC-Enviro_ShorelineCITY OF DBURN WASHINGTON Planning, Building, and Community Department Shoreline Substantial Development General Information Within the Auburn City Limits, a Shoreline Management Substantial Development Permit is required for any substantial development that is proposed within 200 feet of the Green River, White River or their associated shorelands. Requirements: All improvements over $5,000 and within 200 feet of the Green or White Rivers and associated wetlands require a Shoreline Substantial Development Permit except the following: • Owner-occupied construction of a single family home that does not exceed 35 feet in height. Normal maintenance and repair. Emergency construction needed to protect property from imminent danger. Normal bulkheads common to single family residences. Procedures: In order for an application to be complete all information requested on the Shoreline Substantial Development Submittal Requirements form must be included with the application. Within 28 days of receiving your application, city staff will determine whether the application is complete. The applicant will be informed in letter format. A shoreline substantial development permit is decided by the City of Auburn Hearing Examiner. Once a threshold determination has been made on the proposal and the appeal period has ended then a public hearing before the hearing examiner is scheduled. These hearings are held on the third Tuesday of the month. Information, exhibits, and testimony are entered into the record at the public hearing. Note that the application and/or representative must be present at the hearing or the proposal will be postponed to next available hearing date. The hearing examiner's decision can be appealed to the City Council. Please note: In order to help work out potential problems before the formal submittal, the City of Auburn recommends that applicants attend a pre-application meeting. Master Land Use Application. 10 copies ? All applicable fees (See City of Auburn Fee Schedule). ? 10 copies of a vicinity map. If the development involves removal of any soils by dredging or other means, show the proposed disposal site on the map. If the disposal site is beyond the confines of the vicinity map, then provide a separate map showing the precise location of the disposal site and its distance to the nearest city or town. ? 10 copies of a site plan at a minimum scale of 1 "=50' showing the following information: a. Site boundary. b. Property dimensions in vicinity of project. c. Ordinary high water mark. d. Typical cross section(s) showing the existing ground elevations, proposed ground elevation, height of existing structures, and height of proposed structures. e. Where appropriate, proposed land contours using five-foot intervals in water area and ten-foot intervals on areas landward of the ordinary high water mark if development involves grading, cutting, filling, or other alteration of land contours. f. Show dimensions and locations of existing structures which will be maintained. g. Show dimensions and locations of proposed structures. h. Identify source, composition, and volume of fill material. i. Identify composition and volume of any extracted materials, and identify proposal disposal area. j. Location of proposed utilities, such as water, sewer, septic tanks and drainfields, gas, and electricity. If the development proposes septic tanks, does proposed development comply with local health and state regulations? k. Shoreline designation according to Master Program. 1. Show which areas are shorelines and which are shorelines of state-wide significance. ? 10 copies of a written explanation in answer to following statements: a. What shorelands within 200 feet of the development proposed? b. Proposed use of the property (be specific). c. General description of the nature of improvements and land uses within one thousand (1,000) feet in all directions from the development site. Additional information may be required.
