Responsibility 1.1 The Auburn Parks and Recreation Board shall make a recommendation to the council. The Board shall solicit public input from individuals and organizations. 1.2 The City Council has the final authority for naming City public facilities. 2. Procedures 2.1 The Parks and Recreation Board will meet on their normal schedule, unless a special meeting is called. The Parks and Recreation Director, or his designee, will provide staff support. 2.2 The Parks and Recreation Board will use public input to solicit suggestions for names from organizations and individuals. The Board will acknowledge, and record for consideration, all suggestions, solicited or not. 2.3 After considering the submitted names and applying the criteria set forth in 3 below, the Board will recommend names to the Mayor and City Council, and provide the historical or other supportive information as appropriate to justify the recommendation. 2.4 The Parks and Recreation Director, with the advice of the Parks and Recreation Board, will take all necessary steps to submit the recommendation to the Mayor and City Council at their next scheduled meeting. 3. Criteria 3.1 To avoid duplication, confusing similarity, or inappropriateness, the Board, in considering name suggestions, will review existing park and facility names in the park system . Page 2 of 2 Policy # 1130 3.2 In naming a park or facility, the Board will consider geographical location, historical or cultural significance, distinctive natural or geological features, and the wishes of the community in which it is located. 3.3 In naming community centers and other facilities, the Board will give considerable weight to names that reflect the geographic location that gives identity to the community. 3.4 Selection of names to be used to designate public facilities shall be based on the relationship of that parcel of land or facility based on the following criteria: (a) neighborhood, geographic, or common usage or referral identification; historical figure, place, event, or other instance of historical or cultural significance; (b) natural or geological feature; (c) an individual, living or deceased, who has made a significant land and/or monetary contribution to the park system or who has had such contribution made “in memoriam” with the name stipulated as a condition of donation; (d) an individual, living or deceased, who contributed outstanding civic service to the City, community, or City government. A period of at least one year shall expire before naming of a park or facility honoring a deceased person. 3.5 As a general rule, portions of a park or recreation facility will not have a name other than that of the entire facility; the Board may consider exceptions in cases where, as a revenue or fundraising opportunity, a nomination is submitted to name a room within a community center after a corporate sponsor, or in cases where an area within a park is distinctive enough, in the view of the Board, to merit its own name. 3.6 Because temporary “working” designations tend to be retained, the Director will carry out the naming process for a new park facility as early as possible after its acquisition or development. Facilities will bear number designations until the naming process results in adoption of a name. 3.7 Recommendations of the Board will be taken to the Mayor and City Council for final approval. 3.8 A name, once bestowed, should be so named with the intent that it is permanent. 3.9 City signage shall identify the specific park or facility by placing appropriate signage specifying the name. Page 1 of 1 Policy #1210 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 1210 Effective: October 15, 2013 (supercedes 1997) Section 1000 Administration Subject 200 Board Operations Title 10 Objectives 1. In order to be and to remain a useful and healthy member of society, every individual needs some form of recreation. 2. Providing some form of leisure services is a legitimate responsibility of government. 3. In order to provide every citizen of Auburn with the opportunity to satisfy his recreational needs, public agencies should supply those facilities and services, which are impossible or difficult for most individuals or groups of people to provide for themselves. 4. The purpose of the Auburn Parks, Arts and Recreation Board is to maximize the recreational opportunities and thereby improve the quality of life for all residents of the City. 5. To adopt, support, and communicate the philosophy that recreation means any activity, voluntarily engaged in, which contributes to the refreshment, enjoyment, education or entertainment of the individual and which contributes to a sense of self worth. 6. To provide a variety of recreation opportunities for all citizens regardless of age, sex, race, or economic status. 7. To develop and maintain effective leadership at the appointed, professional and volunteer levels. 8. To conduct and communicate Board business in a manner that earns recognition as a highly ethical, responsible, and honorable organization among the Mayor and Council, taxpayers, suppliers, governmental agencies, press and the public at large. 9. To foster innovation by encouraging the Board and staff to search for new and more effective ways of improving the Board’s and Department’s operation. Page 1 of 2 Policy # 1220 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 1220 Effective: October 15, 2013 (supercedes 1997) Section 1000 Administration Subject 200 Boards Title 20 Bylaws I. MEETINGS Regular meetings of Regular meetings of the Board shall be held on the first Tuesday after the first Monday of each month, 5:30 p.m., at the Parks, Arts and Recreation Administration Building. In instances where the Council’s first meeting is on Tuesday, the meeting will follow the City Council meeting schedule and may be held on Wednesday following the first Council meeting. II. MINUTES AND RECORDS Minutes of all official meetings shall be kept and made part of a permanent public record along with applications made under provisions of law and the complete files of proceedings and actions taken in connections therewith. The official minutes of the Board shall be kept by the Department and the City Clerk's office and shall be made available to any citizen desiring to examine them during the hours the office is open. Not later than seven working days after the meeting of the Board, each member shall receive a complete copy of the minutes of the previous month's meeting. Copies will also be distributed to the Mayor, the City Clerk, City Council, and all City department heads. III. VISITOR PARTICIPATION AT BOARD MEETING The Board meets and acts as a public body and citizens are welcome to attend Board meetings. Individuals or groups wishing to be heard may follow these procedures: A. Correspondence or petitions or public input may be presented to the Board under that item on the agenda. B. Agenda requests for Board action shall be filed with the Director 5 or more working days before the Board meeting or at the discretion of the Director and Park Board Chairman. C. At the discretion of the chairman, visitors may comment on items listed on the agenda. Those wishing to comment should stand and identify themselves and comments should be directed to the Board as a whole. IV. BOARD/COUNCIL RELATIONS Any Board action, which requires Council approval, will be submitted as a recommendation, in writing, to the Council Committee on Planning and Community Development. The Planning and Community Development Committee will make its recommendations to the whole Council. Page 1 of 1 Policy #1310 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 1310 Effective: October 15, 2013 (supercedes 1982) Section 1000 Administration Subject 300 Policies for Board Operation Title 10 Policy Formulation PURPOSE: To establish a standard procedure for formulating Board policy and to establish a format for written statement of policy. POLICIES: The Board shall establish written policy statements on its position and/or course of action on certain matters. GUIDELINES: 1. A policy statement shall, in general, have this written format: Purpose Policy Guidelines Exceptions 2. Each policy shall be identified by number and shall be inserted into one of the following categories: 1000 Administration 2000 Public Relations 3000 Facilities 4000 Programs 3. A policy shall be adopted by simple majority vote of members after readings at two Board meetings. The date of adoption shall be written on the policy. Dates of any revision shall be included on the policy. EXCEPTIONS: None Page 1 of 1 Policy #2210 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 2210 Effective: October 15, 2013 (supercedes 1982) Section 2000 Public Relations Subject 200 Volunteer Labor Title 10 Project Volunteer PURPOSE: To designate the specific procedures when the Parks, Arts and Recreation Department is contacted for volunteer labor projects. POLICIES: 1. Each individual and/or organization is to meet with the Parks, Arts and Recreation Director to discuss the project. 2. Each individual and/or organization is required to fill out a "Hold Harmless" agreement before the project commences. 3. The individual and/or organization will submit, in writing, the following information: Name of organization or individual, phone number, specific jobs to be performed, individual in charge, and a time schedule for each step of the project. 4. The individual and organization will provide all necessary equipment and materials to complete the project. 5. The Director will send a thank you letter to the organization and/or individual for the completed project. EXCEPTIONS: The previously-stated policies will not apply to community service volunteers. Equipment may be provided by the Department. Page 1 of 1 Policy #2220 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 2220 Effective: October 15, 2013 (supercedes 1982) Section 2000 Public Relations Subject 200 Volunteer Labor Title 20 Program Volunteer PURPOSE: To establish policies for the use and training of volunteers in recreational programs. POLICIES: 1. All volunteers for youth programs must be at least 14 years of age, or must be accompanied or under the supervision of an adult at all times. 2. Volunteers are required to meet with the program supervisor and/or attend training sessions prior to involvement in the program. 3. Volunteers shall be held responsible for any and all equipment issued to them, and it is only to be used for the assigned purpose or activity. Page 1 of 3 Policy #2320 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 2320 Effective: October 15, 2013 (supercedes January 4, 2005) Section 2000 Public Relations Subject 300 Public Relations Title 20 Corporate Sponsorships PURPOSE: The City of Auburn Parks, Arts and Recreation is faced, more frequently as time passes, with offers from private businesses and corporations interested in sponsorship of programs, facilities, and other aspects of parks and recreation business. In turn, we welcome partnership opportunities that enhance our ability to deliver parks and recreation services, as long as the services and products of those businesses are consistent with, and appropriate to, our mission and lines of business. This policy is to outline guidelines and procedures by which we enter into corporate sponsorship agreements. We recognize that corporate sponsorships provide an effective means of generating new revenues and alternative resources to support Auburn Parks and Recreation facilities and programs. This policy is not applicable to gifts, grants, or unsolicited donations in which no benefits are granted to the corporation and where no business relationship exists. POLICIES: 1. Definitions: 1.1 Corporation – a for-profit entity (business, company, or merchant) acting under a legal charter having its own rights, privileges and liabilities. 1.2 Corporate Sponsorship: 1.2.1 Display by a specific corporation of its company logo or other form of corporate recognition on Auburn Parks and Recreation property, in exchange for financial support and/or goods or services. 1.2.2 Authorization by Auburn Parks and Recreation for a specific corporation to promote its investment with us. 1.2.3 An Auburn Parks and Recreation facility, a portion of a facility, a program or an event named for a corporation in exchange for financial support and/or goods or services. 1.3 Board – Auburn Parks and Recreation Board, an advisory board to the Mayor and City Council with respect to parks and recreation matters. 1.4 Park Facilities – all facilities and land in the Auburn Parks and Recreation system of the City under ownership, management and/or control of the department. Page 2 of 3 Policy #2320 1.5 Sponsorship Categories: 1.5.1 Type A: Site-Specific Program Sponsorship: A neighborhood business, local merchant or local branch of a corporation sponsors a time limited event or program at an individual Auburn Parks and Recreation facility. 1.5.2 Type B: Citywide Program Sponsorship: A local corporation sponsors a time limited program that is held at multiple Auburn Parks and Recreation facilities or has a citywide presence. 1.5.3 Type C: Temporary Logo or Recognition Display Sponsorship: A sponsorship agreement that includes a display of recognition on park property for more than seven calendar days and less than one year. 1.5.4 Type D: Long-Term Sponsorship: A sponsorship agreement that includes the naming of a facility or portion of a facility for a corporate sponsor for more than one year. 2. Responsibility: 2.1 The Director of Parks and Recreation, or designee, is authorized to enter into corporate sponsorship agreements. 2.1.1 The Director will seek input from the Parks and Recreation Board on proposed agreements that fall into category D. 2.2 The Director will seek input from the Parks and Recreation Board commissioners on all proposed agreements that include a permanent display of recognition that fall into category D. 3. Advisory: 3.1 The Director will consult with associated recreation management and staff, and individual advisory and other partners, on aspects of corporate sponsorship that might have an impact on their operations or programs. 3.2 The Director will not approve a corporate sponsorship agreement affecting a community center or special program area without seeking input from the relevant advisory board. 4. Signage: 4.1 The type, location, size, design, content and duration of any advertising, advertising display or sponsor recognition must meet City of Auburn sign specifications and is subject to approval, which will be specified in the contract, permit, or agreement. 4.2 Allowed signage and recognition display details, including type, location, size, design, content and duration of display, will be a component of the corporate sponsorship agreement; additional signage requests require approval by the Director. 5. Sponsored Materials: All sponsored products, materials and services require the Director’s approval and must meet the specifications and standards used by Auburn Parks and Recreation in the purchase of similar materials. 6. Sponsorships for events will be based on level of support by the sponsorship partner to the City and/or Parks and Recreation Department. Page 3 of 3 Policy #2320 7. Community Sports Teams: Businesses and merchants may sponsor community sports teams (softball, basketball, etc.) and are not subject to the Corporate Sponsorship policy. The Director must approve any recognition of this corporate sponsorship on Auburn Parks and Recreation property other than on uniforms. 8. Procedures: 8.1 All proposals for sponsorships must be submitted in writing to the Director of Parks and Recreation. It will be the responsibility of the Director, or his designee, to track all proposals. 8.2 The Parks and Recreation Board and staff members will review proposals that fall into category D, and will provide comments and a recommendation to the Director. 8.3 Based on the review of recommendations, the Director will make a decision on the proposal. 8.4 If the Director approves the proposal in principle, he/she will work with operating division staff to draft a partnership agreement for signature. This agreement will include the contract relationship; the term; description of fees, commissions, and/or in-kind services provided to Director and Board; the marketing rights and benefits provided to the sponsor; and termination provisions. All contracts whall be approved as to form by the Legal Department. 9. Criteria: The Director and the Parks and Recreation Board may use, but are not limited to, the following criteria when evaluating a corporate sponsorship proposal; in all cases, the Director, or designee, will have the prerogative to accept or reject the proposal. 9.1 The compatibility of the corporation’s products, customer and promotional goals with Auburn Parks and Recreations mission. 9.2 The corporation’s past record of involvement in community and City projects. 9.3 The desirability of association – the image; 9.4 The timeliness or readiness of the corporation to enter an agreement; and 9.5 The actual value in cash, or in-kind goods or services, of the proposal in relation to the benefit to the corporation. 9.6 Community support for, or opposition to, the proposal. 9.7 The administrative, operating and maintenance costs associated with the corporation’s record of responsible environmental stewardship. 9.8 The corporation’s record of responsible environmental stewardship. Page 1 of 3 Policy #2330 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 2330 Effective: December 11, 2013 (supercedes December 8, 2004) Section 2000 Public Relations Subject 300 Public Relations Title 30 Gift Acceptance and Donor Recognition PURPOSE: To establish a policy, criteria, guidelines, and procedures for the acceptance of cash, equipment or gifts, and for recognition by Auburn Parks, Arts and Recreation of donors. RCW 36.34.340 Any county or city may acquire by purchase, gift, devise, bequest, grant or exchange, title to or any interests or rights in real property to be provided or preserved for (a) park or recreational purposes, viewpoint or greenbelt purposes, (b) the conservation of land or other natural resources, or (c) historic, scenic, or view purposes. POLICIES: It is the policy of City of Auburn Parks, Arts and Recreation Department: 1.1 To encourage and facilitate public and private gifts, bequests, and such contributions that enhance, beautify, improve, supplement, support, or otherwise benefit the parks, arts and recreation system. 1.2 To accept only those gifts that are consistent with the mission and policies of Auburn Parks, Arts and Recreation. 1.3 To accept only gifts given with the full understanding that they become the property of the Auburn Parks, Arts and Recreation Department and are subject to the laws, policies, and procedures that govern parks. 1.4 To accept equipment donations provided a need has been established by the Department and that the donor releases all rights. 1.5 To accept plants, trees, and shrubs from citizens if the following specifications are met: 1.5.1 There is a park or beautification area that will accept the plant, tree, or shrub from an aesthetic standpoint. 1.5.2 The plant, tree, or shrub can be moved at a time deemed appropriate by the designated Department representative. 1.5.3 The item shall be removed and transplanted by the owner, or removed and transplanted by Department staff at the discretion of the Department representative. 1.5.4 No individual markers are permitted. 1.6 To accept gifts from private individuals, for-profit corporations, not-for-profit organizations and public entities which: 1.6.1 Are given with no contingencies other than that they be used by a specific program, activity, or area of programming or activity. (Gifts from corporate donors who have a corporate sponsorship requirement fall under the Corporate Sponsorship Policy); Page 2 of 3 Policy #2330 1.6.2 The Department is not obligated to replace if the gift is stolen, vandalized, worn out, irreparably damaged or destroyed. 1.7 To strongly express gifts or donations that are memorial in nature must emphasize that the park system exists to meet the recreational and stewardship needs of park users. 1.8 To recognize donors in a manner consistent with the Parks, Arts and Recreation’s mission and goals, and that consider the location and use of the park. 1.9 To protect the open space and greensward areas as the foundation of the Auburn Parks, Arts and Recreation Department, and to limit donor recognition objects in those areas to benches, trees, and plant materials. Benches should be placed only where placement is deemed a park or recreational necessity as determined by guidelines developed, monitored, and evaluated by Department. 1.8 To limit, as much as possible, plaques and visible recognition objects to areas of a park recognized as “built” environments, i.e., benches, picnic tables, buildings, play areas, ballfields, tennis courts, etc. 1.9 To limit, as much as possible, all gifts and recognition objects in “built” environments to items that complement those environments, e.g., murals for buildings; turf/rebar/san/play equipment for play areas; turf/backstops/bleachers for ballfields; nets/posts for tennis courts; backboards/nets/scoreboards for basketball courts 1.10 To limit, as much as possible, the number of donor recognition projects that involve decorative tiles, pavers, and artwork that require mounting on walls, concrete, or any other surface that enhances the “gray” and detracts from the “green” characteristics of our parks. Such projects require a demonstration of community support. 1.11 To ensure that all plaques are consistent with Auburn Parks, Arts and Recreation design guidelines for plaques. 1.12 Monuments, memorials, or structures that are being proposed for City of Auburn owned property are subject to the guidelines outlined in Auburn City Code 2.97.010-2.97.090. 2. Responsibility 2.1 The Director is responsible for: 2.1.1 Determining which proposals are sent to the Parks, Arts and Recreation Board for a recommendation. 2.1.2 Making the final decision on acceptance of gifts and donor recognition objects, subject only to the limitations of his office under existing City ordinances. 2.1.3 Declining proposed gifts or donor recognition objects that are limited by special restrictions, conditions or covenants, which pose extreme budgetary obligations on the department, or which is the opinion of the Director, may not be in the best interest of the park system and/or the citizens of Auburn. 2.1.4 Determining the life expectancy of gifts; their appropriateness, usefulness and continued value to the park system and to the city; and their retention, Page 3 of 3 Policy #2330 relocation, modification, improvement, return to donor, transfer, trade, sale, donation to other agency, or other disposition. 2.2 The donor is responsible for: 2.2.1 The total financial costs of donor recognition objects and their installation. The department is under no obligation to replace stolen, vandalized, irreparably damaged or destroyed recognition objects. 2.3 The Department is responsible for: 2.3.1 Reviewing all gift and donor recognition proposals, and making disposition recommendations to the Director. 2.3.2 Reviewing all proposals for gifts and donor recognition objects that are works of art in coordination with Art Commission. 2.3.3 Scheduling gift and donor recognition proposals. 2.3.4 Approving installation plans related to gifts and donor recognition objects accepted by the Department. 2.3.5 Making implementation assignments where appropriate. 2.4 The Board is responsible for: 2.4.1 Reviewing proposals for gifts and donor recognition objects referred to it, and for making recommendations to the Director on acceptance. 3. Procedures 3.1 Applications for consideration of a recognition object are made in writing to the Director of Parks, Arts and Recreation. Design, text, and materials must be in accord with Auburn design standards. Recognition objects that are accepted become the property of the City of Auburn and are subject to the laws, policies, and procedures that govern park property. 3.2 Applications are forward to Director. 3.3 Director reviews each proposal for gift and donor recognition object made to the Department, and may be reviewed with Board. 3.4 Processing of proposals for gifts: 3.4.1 Director makes a determination to accept or reject proposal based on need, location, appropriateness, etc. 3.4.2 In cases where Director believes additional information is needed, decision is postponed until donor provides additional information. 3.4.3 If Director concurs with a proposal, a recommendation is made based on consistency with Parks, Arts and Recreation’s mission; consistency with City design standards; and acceptable impact on the budget in terms of installation costs, utilities costs, and operation and maintenance costs. Page 1 of 3 Policy #3110 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 3110 Effective: October 15, 2013 (supercedes August, 2003) Section 3000 Facilities Subject 100 Facility Use Policy Title 10 General Use Policy PURPOSE: Recreation areas, facilities, and programs under the jurisdiction of the City of Auburn and the Auburn Parks, Arts and Recreation Department are provided as a service for general recreation purposes for Auburn residents. A resident is defined as any person who resides or owns property within the Auburn City Limits (some Auburn addresses are not within the city limits). Because of the demand for recreation programs and the use of facilities, it is necessary for the Department to establish policies. POLICIES: 1. User fees will be established by the Department in compliance with City ordinance. 2. All facilities, when not in use for department-sponsored or co-sponsored activities, will be made available for uses consistent with the rules and standards of the Parks, Arts and Recreation Department. 3. Any group or individual wishing specific use of the Auburn Parks, Arts and Recreation Department facilities must apply and contract at the Parks, Arts and Recreation Department office. Any facility rentals open to the public must obtain prior approval of the Parks, Arts and Recreation Department. a. The person completing the rental contract must be 21 years of age. b. and he/she, or their designee, must be present during the event. c. Renters will be required to sign and adhere to the rental contract. d. The renter will be responsible for all aspects of the use, including payment of fees and charges, as well as for any damage to equipment or property, which may be incurred. 4. Approval of the rental contract shall be by staff and in accordance with policies established by the Parks, Arts and Recreation Department. 5. Reservations made 30 days or less from their rental date, or any rental with a cost of $300 or less, must be paid in full when reservation is made. Renters must pay 50% of total rental fees at the time of reservation for rentals costing more than $300. The balance and damage deposit must be paid in full 30 days prior to the rental date. Failure to make the full payment 30 days prior will be considered a cancellation of the reservation. Page 2 of 3 Policy #3110 7. No more than two reservations per individual or organization may be on the record books at one time. Reservations for facilities will be accepted in person only according to resident and non-resident procedures as follows: Buildings: Senior Center: Not earlier than one year prior to reservation date. All Other Buildings: Not earlier than six months prior to reservation date; Outdoor Facilities : Not earlier than the first working day of January in the year of the reservation 8. A “Certificate of Insurance” may be required if renter opens his/her activity to the public and food or beverage is disbursed. Renters, providing food or beverage, must meet all state, county and city permit requirements. 9. Refunds will be given for facility reservation cancellations/re-bookings according to the following: A. Cancellations made 30 days or more prior to event date will receive a full refund, less an administrative fee. B. Cancellations made 29 days or less prior to event date will receive 50% of the rental fee, less an administrative fee; C. Changes or modifications can be made on an existing rental at the hourly rate and are subject to an administrative fee if 29 days or less prior to event. D. All refund checks will be issued by the City in accordance with its standard business practice. E. In case of cancellation of reservations due to inclement weather, alternate dates will be given to the renter, provided the Department is notified the following working day after scheduled use. 10. The Department reserves the right to cancel non-Department activities in favor of Department sponsored activities. 11. Upon written request, and approval of the Parks, Arts and Recreation Department, public schools districts within Auburn city limits and non-profit Auburn youth serving sport organizations may be charged a reduced fee for use of facilities for youth or student activities. Reference ACC 3.68.040(E)(3). 12. Facilities are intended to be used for recreation and social activities. Use of facilities for profit-generating activities will require Parks, Arts and Recreation Department approval. 13. Parks, Arts and Recreation Department approval is required for any public group or person of 200 or more participants, dances, tournaments, concessions, events open to the Page 3 of 3 Policy #3110 public, outdoor weddings, and events such as theatrical, musical, religious and political activities, dog shows, Easter egg hunts, car shows, and art shows. Renters must submit a Special Activity Use Request, and have Parks, Arts and Recreation Department approval, prior to use. Use of facilities for events may require a "Certificate of Insurance" naming the City of Auburn as additionally insured. 14. The use, possession, and/or consumption of any alcoholic beverage is not permitted except in the following facilities: A. Auburn Senior Center as provided for in accordance with the Auburn Senior Center rental agreement, B. Auburn Golf Course as provided for in Policy No. 3420. The use, possession, and/or consumption of any alcoholic beverage is permitted in the following facilities with Parks, Arts and Recreation Department approval. A Rental Application Form must be completed prior to approval for the following facilities: C. Auburn Avenue Theater, D. Mary Olson Farm, E. or other approved facility based on rental request. The distribution, service, sale or consumption of alcohol must be specifically allowed on the agreement providing access to the facility by Parks, Arts and Recreation designee. All persons wishing to serve, distribute, or consume alcoholic beverages shall comply with applicable law and regulations including park policy No. 3220. 15. The City of Auburn may collect fees for the sale of liquor at special events. The fee schedule will be determined by the Parks, Arts and Recreation Department as part of the operating procedures. These fees shall cover administrative and cross agency coordinating costs to ensure that the citizens of Auburn are not subsidizing a private party or non-profit sponsored event. 16. No property or equipment shall be removed from the premises for any purpose. An organization or individual planning to serve alcoholic beverages at their event will be required to pay a minimum $500 damage deposit thirty (30) days prior to the rental date. 3. POLICIES: 1. Park restrooms will be open from approximately April 1 to October 15. The Game Farm Park restrooms will be open year round. 2. The drinking fountains will be in operation from approximately April 1 to October 15. 3. The City of Auburn spray park(s) will be open from approximately Memorial Day week- end through Labor Day week-end, weather permitting. 4. Spray park rules are posted at the spray park(s) and include the following: a. Splash time hours are 10:00 am to 8:00 pm. b. Park users assume all risk related to the spray pool use. c. Avoid running or horseplay. Swim diapers are required. d. No skateboarding, rollerblading, or bike riding allowed on water playground surface. e. Anyone with a communicable disease or anyone who is ill with vomiting or diarrhea is prohibited from using spray pool. f. Should an emergency occur, call 911. g. No eating or drinking on water playground surface. h. No alcoholic beverages. i. Additional rules can be found in WAC 246-260-150-9 regulations. 5. Leashes must be in owners’ possession at all times. d. Owners must keep their dogs in view and voice control at all times. Leaving dogs unattended is prohibited. e. Owners/handlers must clean up after their dogs and dispose of waste. f. Aggressive dogs and dangerous dogs (as defined by Auburn City Code Chapter 6.35) are not permitted – owners must remove their dogs upon the first sign of aggression. g. Dogs must be discouraged from digging – owners must fill in any holes. h. Dogs that are ill, injured or in heat are prohibited. i. Owners are legally responsible for their dogs and injuries caused by them. j. Puppies under four months old are prohibited. k. Limit is three dogs per person. l. Children age 12 and under must be supervised. m. Any incident, problem, violation, emergency, etc. must be reported immediately to the police department at 911. n. Any person bringing a dog into this facility assumes the legal responsibility, jointly and severely, with the owner of the dog, for any damage, disease or injury to persons, other dogs or property, caused by the dog. POLICIES: 1. The Community Garden is to be used for recreational gardening and for growing vegetables and flowers for family use. Produce and/or flowers are not to be sold. 2. Community Gardens vary in size. There is a limit of two gardens per individual or group. 3a. Returning gardeners will be allowed to retain their previously used site(s) if application is received prior to the last working day of February. New applications will be processed on a first-come, first-served basis. 3b. The 2nd Friday in April is the official closing date for gardeners opting out. The 2nd Saturday in April is the opening date for gardeners opting in. 4. The City will process the applications, assign the Community Garden, and provide water to the site. 5. Community Gardeners are responsible for cultivating, weeding, fertilizing, watering, and other care of their Community Garden. For gardeners opting out; wire, plastic, tin cans, glass, tires, etc., should be completely removed by the gardeners by the second Friday in April. 6. Community Gardeners will have one month from the 2nd Saturday in April to begin work on their Community Garden. After that date, unworked Community Gardens may be reassigned by the Parks, Arts and Recreation Department. 7. Hoses and sprinklers are allowed at the Community Garden sites, however, Community Gardeners must remain at the site while watering. Whenever possible, senior citizens and physically disabled people will be assigned Community Gardens closer to water outlets. 8. The Auburn Parks, Arts and Recreation Department cannot guarantee against vandalism or theft. Community Gardeners who observe vandalism or theft should call 911 as soon as possible. Practice Sessions - Length of reservation will be determined by Department. Teams must reserve and pay for the use of facilities at the Parks, Arts and Recreation Department's office. Each team can have a maximum of two reservations on the books at one time. 4. POLICIES: 1. All teams participating in non-Department leagues must make application to the Parks Department for use of Department facilities. 2. Facilities may be reserved for practice and games on an availability basis. 3. A player fee and/or capital improvement fee will be charged all adult non-Department sponsored league teams using City fields. 4. Usage fees, player fees, and schedule of activities are due seven (7) days prior to event. 5. There will be no games or practices prior to 9:00 a.m. and play will terminate at dusk on unlighted fields or at 11:00 p.m. on lighted fields. 6. Amplification of sound will not exceed ACC 8.28. 7. If the sponsor expects, or the Parks, Arts and Recreation Department determines, that the crowd for the event will exceed 200 persons and/or if sound will be amplified, the Department may require the sponsor to: a. Receive approval from the Auburn Police Department as defined in Auburn City Code 5.20.200. b. Meet all Valley Regional Fire Authority standards as defined in Auburn City Code 5.20.200. c. Provide a valid certificate of insurance naming the City of Auburn as additional insured. d. Limit participants at the event to the number of people the facility can safely accommodate, including restrooms, parking, security, and other considerations. e. Pay for the cost of all expenses associated with the event to include maintenance, security, parking attendants, damage and other related costs as to be determined based on the scope and scale of event. The event will not begin before 9:00 a.m. and will conclude by sunset. 9. The sponsoring group will be of non-profit or non-commercial status. 10. POLICIES: Groups desiring to sponsor a tournament, clinic, or camp will be required to comply with the following: 1. The following criteria will be used to evaluate special activity field requests. Priority will be given to requests that meet part or all of the options listed below if two requests are for the same date and location. a. Department-sponsored activity b. Pre-qualifying tournament (district, regional, or national tournaments or events.) c. Profit from tournament goes to a registered non-profit organization. d. Auburn City resident participation in previous event. e. Sponsoring organization is within Auburn City limits. f. Projected Auburn City resident participation in proposed event. g. Past history and dates of events. h. Similar tournament opportunities and their benefit to Auburn user groups. 2. A "Special Activities Field Request" form will not be approved prior to January of each year. Exception: Pre-qualifying events such as district, regional, national tournaments. The sponsoring individual or group must provide a Certificate of Insurance, additionally naming the City of Auburn, in the amount of not less than $1,000,000. 3. The sponsoring group may not charge admission or request donations from spectators unless approved by the City of Auburn Parks, Arts & Recreation Department. 4. Funds generated by an activity can be used to offset operating expense of that activity to include umpires/instructors, supplies, trophies, equipment, facilities and reasonable fee to activity sponsor. 5. Sponsoring group must post a $200.00 deposit when submitting request. If the event is cancelled by the group because of insufficient registration then the deposit is non-refundable. 6. If event is approved, the field use fees and schedule must be turned into the Parks, Arts and Recreation office three working days prior to scheduled event. The sponsoring individual or group must provide a Certificate of Insurance additionally naming the City of Auburn in the amount of not less than $1,000,000. 8. Field maintenance is not permitted by sponsoring group. 9. There will be no games or practices prior to 9:00 a.m. and play will terminate at dusk on unlighted fields, or at 11:00 p.m. on lighted fields. Damage Deposit – $100 will be retained as a damage/cleaning deposit and refundable upon completion of the photo shoot provided there is no damage to the facility/park or equipment and the facility/park is left in clean condition. 4. Parks are available to schedule from dawn to dusk (30 minutes after sunset). Scheduled time must include arrival time of equipment, set-up, actual photo shoot time, break-down, and departure. 5. Fees and Charges: All fees and charges are due in advance of issuing a permit for park use. A. Permit Fee: $50 B. Commercial Use Fees – Fees are the minimum on a sliding scale based on the type of production: • Still Photography/Training films/Industrial films, etc. - $50 per half day per site • Broadcast, Film, TV, Commercial, etc. - $150 per day per site/$75 per ½ day • Electricity/Water Access – Hourly staff cost • Park Maintenance staff – Hourly staff cost • Vehicle Access - Hourly staff cost • Parking Lot Rental – fee based on type of use, number of spaces, and length of time. 6. Permits will be issued following receipt of payment and will specify day, time and location for use of the scheduled park facility. The remainder of the park will remain open for use by the general public. 7. Refunds: Cancellations or re-bookings made 30 or more days prior to the usage date, will receive a refund of fees paid, excluding permit fee. Cancellations or re-bookings made 29 days or less prior to usage date will receive a 50% refund of the total contract, excluding permit fee. 8. Permit requests made 30 days or less from the proposed usage date require full payment at the time of the reservation. Any rental with a cost of $300 or less, must be paid in full when the reservation is made. Renters must pay 50% of the total rental fees at the time of reservation for rentals costing more than $300. The balance of the damage deposit must be paid in full 30 days prior to the usage date(s). Failure to make full payment 30 days prior will be considered a cancellation of the reservation. POLICIES: 1. The campground is designed for use by participants interested in an overnight outdoor camping experience. There are 18 campsites in the park and the following will be allowed in each site: A maximum of one vehicle and one sleeping unit. a. A sleeping unit is defined as a motor home, tent trailer, truck/camper, fifth wheel trailer, van, or tent. b. A vehicle is defined as a car, truck, any trailer tow vehicle, boat with trailer, or storage trailer. 2. A maximum of 8 people will be allowed per campsite and each person must have bed space in a sleeping unit. The number of tents allowed in each campsite is limited to the number that will fit in the designated area as determined by campground staff. 3. Each campsite is limited to one vehicle and one recreational vehicle/sleeping unit. Any excess vehicles may be parked in the day use area, or as directed by the Parks, Arts and Recreation Department. 4. The park will be open from 7:00 a.m. until 11:00 p.m. Check-in time is 2:00 p.m.; check- out time is 1:00 p.m. To minimize disturbing campers, all visitors must leave by 11:00 p.m. and no new arrivals will be allowed after 11:00 p.m. 5. Quiet hours in the park will be from 11:00 p.m. until 7:00 a.m. During that time, radios, singing, power equipment, excessive noise that might disturb neighboring campers will not be allowed. 6. Dogs are allowed in the park but they must be kept on a leash no longer than 8 feet and dog owners are required to clean up after their pets. Page 2 of 2 Policy #3390 7. Fires will be allowed subject to Valley Regional Fire Authority and Department of Natural Resources regulations. A sign will be posted in the park informing campers of the current burning regulations. Fires allowed only in designated pits. All wood burned must be brought onto the site, no burning of vegetation or material from the park is allowed. 8. The maximum stay in the park will be seven consecutive days. Any exceptions to this rule must be requested in written format and approved by the Director of Parks, Arts and Recreation, or designee. 9. Each group is responsible for keeping the area reserved clean during use. A walk- through inspection may be held by the department at the time of departure. 10. No ditching or trenching in the turf area will be allowed and only tent stakes can be pounded into the turf. 11. Tents on site more than three days may have to be relocated at the Department’s option to allow for maintenance and to keep from damaging the turf. POLICIES: 1. When the golf course is closed due to inclement weather, golfing, sledding, skiing, tubing, etc., will not be allowed. 2. All golfers must pay greens fees prior to beginning play. 3. No fishing, swimming, or wading in the golf course ponds. 4. Dogs are not allowed on the golf course with the exception to any person using a trained service dog. 5. Golfers must keep greens fee receipt with them at all times when on the course. This is proof that they have paid necessary fees and play director or staff may ask to see receipt. 6. Every golfer must have a set of clubs and a bag when on the course. 7. Power carts and pull carts must be kept a minimum of 15 feet away from all tees and greens unless on a cart path. 8. Children under 12 years of age are not allowed on the golf course unless playing golf with an adult. 9. Only flat-soled shoes or golf shoes will be allowed on the course. Shoes designed for football, soccer, baseball, track, etc., are not acceptable. 10. The practice area north of the clubhouse will be used as a warm-up and lesson area. To use the practice area, golfers must have a current greens fee receipt, or be taking lessons from a member of the pro shop staff. Golfers must check in at the pro shop to check availability of the practice area and get permission from pro shop staff prior to usage. 11. Non-golfers are not allowed to hunt for golf balls on course property. Golfers can not hold up play while searching for last balls. 12. Any player or coach who is ejected from a game for physically abusing an official, player, spectator, or City of Auburn staff will be banned from participating in any Parks, Arts and Recreation Department activities for a minimum of one year and must meet with the department staff prior to re-admittance. 6. All players must be able to produce picture identification if requested by game official, field attendant, league coordinator, tournament director or their designee. Players must play in the grade level in which they are currently enrolled. Players are not allowed to play up or down a grade level. 3. Players will be assigned in accordance with league rules established by the Auburn Parks, Arts and Recreation Department, as follows: Players must reside or attend a public or private school in the Auburn or Dieringer School District boundaries, including all Auburn street addresses. Players from outside these boundaries may be accepted after the established deadline. If registered by the published deadline (postmarks are not accepted) players will be assigned to teams by the following priorities. a. Returning players are placed with the same head coach as the previous year, provided players attend the same school as the coaches child. Parents can request players not be retained by returning coach if noted on the registration form. b. If he/she is not a returning player they will be assigned to a team based on the school they attend, or would attend, (e.g.) they are home schooled, in the STEP Program, etc. c. If there are enough registrations for more than one team from a school, teams will be filled in order of registrations received. All other complete registrations will be processed within 24 hours of receipt. Registration will not be accepted, or money taken, prior to the first day of an established registration period. 4. The Department reserves the right to cancel programs, at which time a full refund will be processed without an administrative charge. 5. There will be no substitutions made for program participants. 6. In order to qualify for resident fee, you must reside or own property within the Auburn City limits. An individual with an Auburn post office box is not considered a City resident. Verification of Auburn residency may be required. 7. Falsifying or incomplete information may be just cause for removal from activity without refund. 8. Classes and workshops will be offered on the basis of adequate participation. They will have a minimum and maximum number of participants established prior to registration. 9. Adult class/workshop participants must be 18 years of age and older. Refund requests made less than 3 business days prior to the start of a class, workshop or activity are subject to a Division Manager approval or his/her designee. c. Refund requests made after the activity has begun, due to illness, injury or unforseen circumstance, must be made in writing and may be granted on a prorated basis. Requests must be approved by a Division Manager or his/her designee. For activities with a fee of more than $5.00, a $5.00 administrative fee will be charged. For activities less than $5.00, credit will be placed on the individual’s account. There will be no administrative fee for credits placed on account, or for credits transferred to another activity. Late fees are non-refundable. For programs requiring the purchase of a pre-paid ticket or admission fees, that portion of the fee is non-refundable unless the spot can be filled by another registrant. 3. If the registrant is not satisfied with a class, program, or activity which meets 4 or more times, he/she may, in writing, identify his/her concerns and request one of the following: 1. Repeat the program at no additional charge 2. Receive a credit that may be applied to another activity 3. Receive a refund with no administrative charge The written request must be received before the third scheduled activity and must be approved by a Division Manager. It is against park policy to perform the following activities in a park area unless authorized in writing by the Parks, Arts & Recreation Director. a. operating a fixed or mobile concession, or traveling exhibition b. soliciting, selling, offering for sale, peddling, hawking or vending any goods or services c. advertising any goods or services other than the direct handing of written advertising to anyone person d. conducting classes or organized competitions e. distributing any commercial circular notice, leaflet, pamphlet or printed material of any kind in any Parks, Arts & Recreation facility. These facilities are not public forums or limited public forums and are designated solely to the specific purposes for which they are dedicated f. entering upon, using or traversing any portion of a park for commercial purpose, including fund raising and/or fund solicitation g. attaching or securing to any vehicle or structure any commercial circular notice, leaflet, pamphlet or printer material of any kind 2. All groups wishing to conduct any of the above activities on City of Auburn parks property are required to fill out a Commercial Use Permit Application. Permits shall be completed in full and will be reviewed, then approved or rejected by the Parks, Arts and Recreation Director or their designee. 4. A fee may be charged for concession rental based on the City of Auburn fees and charges schedule. 5. Approved area for commercial use must be restored to its pre-use condition. 6. POLICIES: 1. Persons must be 50 years or older to participate in Senior Center sponsored activities. Exceptions may be made for individual community special events, for sports teams as league rules allow, for classes offered with limited open enrollment, or according to the following guest and spouse participation policies. 2. Guest/Spouse Participation Guidelines a. All guests (hereafter, persons under 50) shall register at the front desk. b. Guests are the responsibility of their senior sponsor, not the staff. Children brought in by a senior should be supervised by that senior sponsor at all times. c. If a guest causes a disruption of senior activities, he or she will be asked to leave at the discretion of Senior Center staff. d. Guests are not allowed to win prizes or to participate in activities for which special funding has been provided especially for senior participants. e. Persons 50 and over will have priority when participating in activities limited in number due to facility size or available equipment. f. Guests will be required to pay the current guest fee for eating at the congregate lunch program unless they fall into the lunch program's spouse plan 3. Guest Day Trip Travel Guidelines a. An adult guest may accompany a senior traveler on any day trip, providing that senior would be unable to travel without the assistance of a companion. They may register with their senior travel companion on a first-come, first-served basis. Any additional charges resulting from higher, non-senior rates on any tour will be the responsibility of the escorted senior or his/her companion. b. Adult guests will be allowed to serve as travel companions for senior travelers on extended and other overnight travel opportunities. They may register with their senior travel companion on a first-come, first-served basis. Any additional charges resulting from higher, non-senior rates on any tour will be the responsibility of the escorted senior or his/her companion. 4. Spouses of eligible center participants will be allowed to take part as regular participants with the following exceptions: Page 2 of 2 Policy #4310 a. The prime target area for service is the City of Auburn; however, residency will not be a criteria for receiving of services or for priority of placement on activity lists. 6. Income will not be a factor in participation or receiving of services at the Auburn Senior Activity Center. 7. It shall be the policy of the Senior Activity Center to encourage participation of all older adults in our programs as long as they are capable of being responsible for both their physical and/or mental actions. Those individuals who lack such physical and/or mental capabilities, as determined by the Senior Activity Center Supervisor, may still participate as long as arrangements have been made by their primary caretaker(s) for an escort to be responsible for them and their actions during Center usage. 8. The shower is available to participants active in Senior Activity Center programs. All users must be age 50 and over with physical limitations or other needs as approved by staff. All participants shall conduct themselves in a manner, which will maintain a safe, pleasant, considerate, and friendly atmosphere. 2. The following are examples of violations of the Code of Conduct: a. Alcohol, tobacco, or illegal drug use. b. Discrimination on the basis of race; color; sex; religion; national origin; creed; marital status; age; sexual orientation; political ideology; ancestry; or presence of any sensory, mental, or physical handicap. c. Use of lewd or profane language. d. Abusive behavior including verbal harassment, menacing actions, physical violence, sexual harassment. e. Destruction, damage, or theft of property at the Center or program site. f. Interference with the operation of classes, programs, or services. g. Interference with the activities of other participants. h. Interference with the work of staff. i. Poor personal hygiene which interferes with participation of others in programs or activities. 3. Procedures for resolving violations of the Code of Conduct: a. Center participants/volunteers/staff should report any violations of the Code of Conduct to the Senior Center Supervisor or to other staff if the Supervisor is not available. b. Staff shall advise the participant that the behavior is a violation of the Code of Conduct. c. When appropriate, staff will refer participant to resources or agencies or contact the participant's family for assistance. d. Temporary or permanent exclusion from the program or facility is permitted for Code of Conduct violations. Scheduled Speeches - Political speeches by candidates or about issues will not be allowed unless a forum is scheduled by the Center Director and all sides are given the opportunity to be represented. 2. Visitations - Candidates or their representatives and persons representing an issue will be allowed to walk through areas of the Center where scheduled activities are not being conducted and talk to participants individually. If disruption of any planned program or activity occurs, the person will be asked to leave the Center. Unclaimed brochures and literature will be discarded after the person leaves the Center. 3. Initiatives and Petitions - Initiatives and petitions will not be posted at the Senior Center and staff will not be allowed to participate in circulation of such documents. However, such materials may be circulated in person for signature by Senior Center participants, and by members of the general public provided there are no disruptions of any scheduled activities or programs. To act in an advisory capacity to staff in planning Center activities and in operating the Senior Center. 2. To serve as advocates for the Senior Center within the community and amongst Senior Center peers. 3. To represent all Center participants in expressing opinions and concerns regarding Center operation. MEMBERSHIP: 1. Membership in the Advisory Council shall be comprised of representatives of a variety of program activities, services, and interests of the Senior Center. Representatives of specific activity groups will be named at the discretion of the Center Supervisor and may be altered annually or as deemed necessary. 2. Council members will be appointed by the Senior Center Supervisor with input from the current Council and from staff. 3. The minimum membership shall be eleven (11) members and the maximum membership shall not exceed seventeen (17) members. 4. Individual members of the Council shall be currently registered participants of the Senior Center, thus fulfilling the 50 and over age requirement. 5. Members whose terms expire must remain off the Council a minimum of one (1) full year before being eligible for a new term. 6. Members shall notify the Senior Center Supervisor in cases of planned absences. Any member with two (2) unexcused absences in a row may be subject to removal from the Council at the discretion of the Senior Center Supervisor. MEETINGS: Page 2 of 2 Policy #4360 1. POLICIES: 1. It shall be the policy of the specialized recreation programs to encourage participation of all developmentally disabled citizens and encourage the inclusion of participants without developmental disabilities. 2. Persons must be 12 years of age or older to participate in specialized recreation programs or exceptions may be made at the discretion of the Division Manager or his/her designee. Exceptions are made for Special Olympics programs, where the minimum age is 8 years of age. 3. The prime target area for service is the City of Auburn; however, residency will not be a criteria for receiving services. 4. Income will not be a factor in participation in programs for the developmentally disabled. Those in hardship cases may apply for fee programs through the Department Scholarship Program. 5. Participation in specialized recreation programs may require one on one care provided by the participant as determined by the Recreation Coordinator. One on one care provided by the participant. POLICIES: 1. Adult class/workshop participants must be 18 years of age and older. Exceptions will be made upon Department and instructor’s approval. 2. Cooperatively sponsored intergenerational programs will include select adult and senior adult courses. These programs are selected based on the historically low or projected low attendance; and/or on the basis to introducing new programs. Senior Center and Recreation Division staff will determine program selection. 3. Registration for new participants under age 50 will take place at the Parks, Arts and Recreation Department administration office. 4. The current administrative fee will be added to the registration amount for those participants under age 50. Page 1 of 1 Policy #4610 MANUAL OF POLICIES AND PROCEDURES Auburn Parks, Arts and Recreation Board Auburn, Washington Number 4610 Effective: October 15, 2013 (supercedes 2001) Section 4000 Programs Subject 600 Program Presentations Title 10 Speakers/Presentations PURPOSE: To establish policies for presenters who provide educational and/or informational services by means of presentations or lectures; and who distribute educational or informational materials. POLICIES: 1. There will be no solicitation by business in any Parks, Arts and Recreation programs. Two weeks in advance of presentation, the presenter will provide staff with any written materials to be distributed at the presentation. No materials may be displayed or distributed without staff approval. 2. Presenters may not promote, or distribute business cards, to participants unless specifically requested. The presenter may wear a nametag that identifies the individual or organization they represent. 3. Presenters may not collect names, addresses, and/or phone numbers of participants. Information necessary to conduct the class or presentation may be provided on a class roster. The roster will not be used for any purpose other than to identify registered participants and accounting for attendance. Use of the roster to develop mailing lists is prohibited. 4. All products, services, or class supplies available for sale must be pre-approved by staff. 5. The department reserves the right to interrupt and/or conclude a presentation/class at any time if these guidelines are not followed.
