See Figure 1 for wetland locations. Improvement to the site could potentially divert stormwater away from these wetlands areas. This could reduce the flow volumes, which these wetlands currently experience and need to maintain their function and size. This analysis is to determine the average monthly runoff volumes through the larger wetlands, Wetland A and Wetland B, under existing and various improved site conditions. For analysis, the hydrologic Simulation Program Fortran (HSPF) model/software was used. The model provides a continuous simulation of the sub-basin for desired time intervals. HSPF uses continuous rainfall and other meteorological records for computations. This data is contained within the watershed data management file (WDM). For this analysis, the meteorological data was obtained from King County's ST 98 PPT.WDM file. This WDM file provides: . Hourly precipitation data for the 1949 through 1998 water years. . Puyallup Pan Evaporation rates. A scaling factor was applied to convert to potential evaporation values. Other data required for simulation were obtained from parameters for pervious and impervious land categories within the 2001 Stormwater Management Manual for Western Washington prepared by the Washington State Department of Ecology (DOE). These values are based on regional parameter values developed by the U.S. Geological Survey (USGS) for Western Washington Watersheds. Per DOE, the parameter values included additional HSPF modeling performed by AQUA TERRA consultants. The initial state values for pervious land conditions are not provided within the DOE manual. These values were obtained from DOE's WWHM model, prefile UCI file. Analysis The general steps in preparing this analysis is to first determine the existing average monthly flow volumes through Wetland A and Wetland B. See Figure 3 for Existing Sub-basin Maps and data. The next step is to determine the average monthly flow volumes through these wetlands per improved site conditions. The existing conditions and improved conditions data were then compared to determine flow volume difference. Both surface flows and interflow volumes were used. Several scenarios were modeled for improved site conditions. The scenarios modeled were to determine the minimum drainage areas necessary to closely match the existing flow volumes. The scenarios are as follows: . Scenario 1 - assumes that the site improvements will route the offsite sub-basin areas and the improved site sub-basin away from the wetlands. The area that supplies runoff to the wetlands is the wetlands and the immediate surrounding areas not being improved. . Scenario 2 - assumes that the undisturbed onsite areas, the existing offsite sub-basins and the wetlands supply runoff. . Scenario 3 - assumes the onsite roof areas, the offsite sub-basins, the undisturbed onsite areas and the wetlands themselves contribute flows. A small area of backyards are assumed to contribute also. Only the onsite roof areas are used for impervious surfaces. Currently, runoff from these impervious surfaces is considered clean and requires no treatment. . Scenario 4 - assumes onsite roof areas, the small onsite area of backyards adjacent to the wetlands and the wetlands. Land Use Alternative 700 was modeled first for each wetland. See Figure 4 for Wetland A model information and Figure 5 for Wetland B model information. For each wetland, Scenario 3 came closest to matching the existing average flow monthly volumes. Because of the model outcomes for Land Use Alternative 700, only Scenario 3 was modeled for Land Use Alternative 481. This would provide a close match to the existing average monthly volumes. If the existing I OO-year peak flow rate from the existing developed areas that are not subject to flow control is greater than 50% of the I OO-year developed peak flow rate (undetained but subject to the flow control requirements of Volume I), then the runoff from the offsite area must not be allowed to flow to the onsite flow control facility. 7. PERLND and IMPLND parameter values. In WWHM (and HSPF) pervious land categories are represented by PERLNDs; impervious land categories (EIA) by IMPLNDs. An example of a PERLND is a till soil covered with forest vegetation. This PERLND has a unique set ofHSPF parameter values. For each PERLND there are 16 parameters that describe various hydrologic factors that influence runoff. These range from interception storage to infiltration to active groundwater evapotranspiration. Only four parameters are required to represent IMPLND. The PERLND and IMPLND parameter values to be used in the WWHM are listed below.
