HomeMy WebLinkAboutPC-Preliminary_PlatCITY OF DBURN WASHINGTON Planning, Building, and Community Department Preliminary Plat General Information A subdivision is the division of an existing lot or lots into five of more new lots or the re-division of any property which has been divided under the Short Subdivision procedure within the previous five years. Requirements: Submit the required information outlined in the Preliminary Plat Submittal Requirements form and any other application that may be associated with a preliminary plat (i.e. SEPA). Procedures: Submission of a preliminary plat application begins a 28-day review for city staff to determine whether the application is complete. If the application is deemed complete, then a letter is sent to the applicant. If the application is incomplete, then a letter is sent to the applicant outlining the missing information. A preliminary plat involves review of the proposal by the applicable city departments, agencies with jurisdiction, and the public to determine if the application meets applicable codes, plans, and regulations. Prior to the Hearing Examiner public hearing, an environmental determination must be made based on the environmental checklist submitted with your application. The City of Auburn Hearing Examiner will conduct a public hearing where information, exhibits, and testimony are give on the proposal. Once the hearing examiner issues a recommendation, then the proposal is forwarded to the City Council for the final decision. If the City Council wishes to revise or reverse the hearing examiner's recommendation, then a closed record public hearing must first be held. Please note: In order to help work out potential problems before the formal submittal, the City of Auburn recommends that applicants attend a pre-application meeting. Page I of 4 AUBURN *MORE THAN YOU IMAGINED CITY OF DBURN WASHINGTON Planning, Building, and Community Department Preliminary Plat Submittal Requirements The following information must be included with the Master Land Use Application Form: ? Master Land Use Application. 10 copies ? All application fees (see City of Auburn Fee Schedule). ? A completed environmental checklist form. 10 copies; 1 copy unbound; electronic copy including supporting documents (i.e. wetland report, geo-tech report, etc). (See SEPA submittal form). ? 2 copies of a current title report (no more than 30-days before application date) with liability for errors not to exceed the assessed value of the lots on the date of application. ? Where any lot is proposed to be served by an on-site sewage disposal system, results of preliminary percolation tests for each such proposed lot, conducted under the County Department of Health rules and regulations. ? 10 copies; plus an electronic copy of the preliminary plat map, prepared by a professional engineer or professional surveyor registered or licensed by the State of Washington. The proposed preliminary plat shall be drawn to a scale no less than 1" = 100' (1:50 is preferred). The preliminary plat shall be 24 inches by 36 inches in size, and if more than one (1) sheet is needed, each sheet shall be numbered consecutively and an index sheet showing the entire property and orienting the other sheets, at any appropriate scale, shall be provided. The preliminary plat shall include the following information: General Information: The following information shall appear on each sheet of a preliminary plat: • The name of the proposed subdivision, together with the words "Preliminary Plat." • The name and address of the applicant. • The name, address, stamp, and signature of the professional engineer or professional land surveyor who prepared the preliminary plat. • Numeric scale, graphic scale, true north point, and date of preparation. • Legal description of preliminary plat. • A form for the endorsement of the Planning Director as follows: APPROVED BY RESOLUTION OF THE CITY COUNCIL ON DATE Director, Planning, Building, and Community Date Page 2 of 4 AUBURN *MORE THAN YOU IMAGINED CITY OF . .ADBURN WASHINGTON Planning, Building, and Community Department 2. Vicinity Map: A vicinity map sufficient to define the location and boundaries of the proposed subdivision with respect to surrounding property, streets and other major man- made and natural features shall appear on the preliminary plat. 3. Existing Geographic Features: Except as otherwise specified herein, the following existing geographic features shall be drawn lightly in relation to proposed geographic features: • The boundaries of the property to be subdivided, and the boundaries of any adjacent property under the same ownership as the land to be subdivided, to be indicated by bold lines. • All existing property lines lying within the proposed subdivision which are to be vacated, and all existing property lines lying within 100 feet of the property lying adjacent to and under the same ownership as the property to be subdivided. • The location, right-of-way widths, pavement widths, and names of all existing or platted streets, whether public or private, and other public ways within or adjacent to the proposed subdivision. • The location, widths, and purposes of any existing easements including recording numbers, lying within or adjacent to the proposed subdivision. • The location and size of existing sanitary sewer, storm sewer, and water lines lying within or adjacent to the proposed subdivision. • The location of existing section and municipal corporation boundary lines lying within or adjacent to the proposed subdivision. • The location of any well used for domestic water supply existing within the proposed subdivision or within one hundred (100) feet of the boundaries of the proposed subdivision. • Existing contour lines at intervals of five (5) feet for average slopes exceeding five (5) percent, or at intervals of one (1) foot for average slopes not exceeding five (5) percent. Existing contour lines which will be altered through filling or excavation shall be indicated by broken lines (final contour lines shall be indicated by solid lines). Contour lines shall be labeled at intervals not to exceed twenty (20) feet, and shall be based upon City Datum, e.g. NGVD. • The location of any existing structures lying within the proposed subdivision. Existing structures to be removed shall be indicated by broken lines, and existing structures not to be removed shall be indicated by solid lines. • The location of all areas of FEMA flood designations. 4. Proposed Geographic Features: The following proposed geographic features shall be shown: • The boundaries and approximately dimensions of all proposed lots, and the proposed identifying number to be assigned to each lot and/or block. • The right-of-way location and width, the proposed name of each street, alley, or other public way to be created and adequate horizontal and vertical street geometrics to ensure compliance with City Standards. • The location, width, and purpose of each easement to be created. Identification of all areas proposed to be dedicated for public use, together with the purpose and any conditions of dedication. Proposed contour lines at intervals of five (5) feet for average slopes exceeding five (5) percent, or at intervals of two (2) foot for average slopes not exceeding five (5) percent. Final contour lines shall be indicated by solid lines (existing contours which are to be altered shall be shown by broken lines, as provided above). Contour lines shall be labeled at intervals not to exceed twenty (20) feet, and shall be based upon City Datum, e.g. NGVD and shall be indicated bylines drawn lightly relative to other proposed geographic features. Additional Information: The following additional information shall be shown on the face of the preliminary plat: • For proposed subdivisions involving residential land uses, a table providing the following information for each distinct residential area: a. Proposed land use (i.e. single family, duplex, multi-family) b. Number of dwelling units. c. Gross acreage. d. Existing zoning designation. e. Proposed zoning designation. f. Approximate area of smallest lot. • Proposed source of domestic water supply. • Proposed sewer disposal system. • Typical street cross section(s). • Proposed storm drainage system. • For preliminary plats that related to a PUD, the following information shall be provided: a. The ordinance and contract of the PUD rezone if previously done. b. The location of perimeter walls and fences on the boundary of the PUD and an indication of the height and materials. c.
