I ..1 ~ . . ~'lt I .. .- 645 ORDII~ANCE HO. b lj fJ- AN ORDINANCE declaring a public emergency to exist requiring the expenditure during the year 1928, from the current expense fund of the City of Auburn, of moneys not provided for in the budget for the year 1928, for the purpose of making immediate and temporary repairs to a broken and crushed sanitary sewer pipe line situate on and near the right-of-way of the Northern Pacific Railway, nearv~ Street N.W., in the City of Auburn. ..3~ THE CITY COUNCIL OF THE CITY OF AUBURN DO ORDAIN AS FOLLOWS: section/t That the following are facts: On or about the ~~ day of March, 1928, a portion of the sanitary sewer pipe line of the City of Auburn situate on and near the right-of-way of the Northern Pacific Railway, near3~ street N.W., in the City of Auburn waS crushed and broken, thereby stopping the flow of sanitary sewage from a large thickly built up section of the City of Auburn, situate on the easterly side of the right-of-way of the Northern Pacific Railway and flooding that section of said City situate in the immediate vioinity of such broken and crushed sanitary sewer pipe line; the budget of estimated expenditures during the year 1928, which budget was adopted by the City Council in October, 1927, contains no item available for the repairing of such broken and crushed sanitary sewer pipe line; ~ the immediate repair of such broken and crushed sanitary sewer pipe line is necessary for the immediate~eservation of the public health, and ~ the circumstances and exigencies of the situation are such that the repairs must be of necessity of a temporary character. Section 2. ~hat by reason of the facts stated in Section 1 of this ordinance, a public emergency now exists requiring the eK- penditure during the year 1928, from the current expense fund of the Oity of Auburn, of moneys not provided for in the budget for the year 1928, for the purpose of making immediate and temporary repairs to a broken and crushed sanitary sewer pipe line situate on and near the right-of-way of the Northern Pacific ~ailway, near itd street N.W., in the 0ity of Auburn; that such emergency could not have reasonabl, been foreseen at the time of making the budget of estilllated expenditures from the ourrent expense fund of the City of Auburn during the year 1928, which budget was adopted by the City Council in ~ctobert 1927; that such emergency is one of the emergencies specified in the proviso of Seotion 9005-6 of rtemington1s Compiled Statutes of v~a6hington, and that therefore this ordinance may be passed without notice upon the day of its introduction; and that the estimated amount of expenditures re- quired to meet such emergency is the sum 0 f '1" Lf 0 Cl ~ (, · , Section 3. ~hat emergency warrants be drawn on the current expense fund of the Oity of Auburn in payment for suoh repairs to the amount of, but not to exceed the sum of, fi' Lt 0 0 ~o · , Section 4. fhis ordinance shall take effect immediately.
