HomeMy WebLinkAbout2820ORDINANCE N0. 2 8 2 0 AN ORDZNANCE OF THE GTTY OF AUSURN, WASHINGTON, CREATZNG AN AUBURN MUNICIPAL ATRP9RT ADVTSORY 80ARD; SPECIFYTNG THE NUMBER OF MEMSERS THEREOF, THE METHOD OF APPOINTMENT THEREQF ANQ THE TERMS THEREOF; ANQ ESTABI.ISHING THE AREAS PERTAINTNG TQ THE OPERATION OF THE AUBURN MUNICIPAL AIRPORT THAT SAIQ BOARD WII,L BE CAI,LED UPON TO COUNSEL AND ADVISE THE CITY OF AUBURN ASOUT,` THE CITY CQUNCZI. OF THE CITY OF AUBURN, WASNINGTON, DO ORDAIN AS FQI.LOWS: SectiQn 1: BQARD CREATEQ: There is hereby created a Board which shall be known as "The Auburn Municipal Airport Advisory Board", which shall consist of five (5) members, who shall serve without remuneration, from a list provided by the Airport Cammittee to be appointed by confirmation of a majority of the members af the City Council, from time to time, the first members thereof to be appointed within a reasonable time after this Ordinance becomes effective. Seetion 2: APPOINTMENT: Immediately upon appointment the members designated to act on the Board shall assemble for organization, and for convenience of business transactions shall elect a Chairman and Secretary whose duties shall be the'duties indicated by such designation. The term of office for the Board mem6ers shall be set up to five (5) years from the date of appointment; the City Council shall be empowered to originally appoint one (1) member for one year, one (1) member for two years, one (1) member for three years, one (1) member for four years and one (1) member for five years. All appointees will serve until successors are appointed and qualified. The power of removal, for cause, is always retained by the appointive officers. No Board member shall have business interests at the airport, other than the standard hanger or tie down rental. Sectivn 3: JURISDICTION OF BOARD: The Board when organized shall have jurisdiction to advise the Auburn City Council Airport Committee regarding the following inciderits involving the operation of the Auburn Municipal Airport: (a) Regarding construction, enlargement, improvement, maintenance, equipment and operation-:of the Auburn Municipal Airport facilities; (h) Regarding adop"tion and amendment of all need for rules and 3-30-72 4-22-74 6-11-74 regulations for the government and use of the Auburn Municipal Airport facilities; (c) Regarding leasing or assignment to private parties, municipal or state governments or the national government or departments of any of the same for the operation or use, any space, area, improvements or equip- ment of the Auburn Municipal Airport; (d) Regarding the determination of charges or rentals for the use of any properties owned or under the control of the Auburn Municipal Airport and regarding the charges for any services or accommodations and the terms and conditions under which such parties may be using it; (e) Regarding the securing and enforcement of liens as provided by law for liens and enfqrcements thereof; regarding the repairs of or improve- ments or storage or care of any personal property to enforce the payment of any such charges; (f) Regarding the exercise of all powers necessarily incidental to the exercising of the general and public powers granted in this Ordinance; and also regarding the exercise of all powers granted to the City of Auburn, Washington, by the 1aws of the State of Washington, regarding the operation of municipal airports; (q) Regarding the submission of an annual preliminary budget to the Municipal Airport Gommittee; (h) Promote and foster the,development of the Auburn Municipal Airport for the benefit of the citizens of the City of Auburn; (i) Develop comprehensive and long range plans for airport development and financing; (j) Maintain liaison with other governmental bodies regarding municipal airport operations and financing. Section 4: The Auburn Airport Advisory Committee shall meet once per month at such time as the Chairman thereof shall select.
