HomeMy WebLinkAbout4557 19 20 21 22 23 24 25 26 1 ORDINANCB NO. 4 5 5 7 2 3 AN ORDINANCE ENACTING A NEW AUBURN CITY CODE '::HAPTER 15.38 ENTITLED "FIRE PROTECTION REQUIREMENTS" TO BE ADDED TO AUBURN CITY CODE TITLE 15 ENTITLED "BUILDINGS AND CONSTRUCTION" ESTABLISHING ADDITIONAL FIRE PROTECTION. 4 5 6 WHEREAS, the city of Auburn desires to add a new Auburn 7 ci ty Code Chapter fire 15.38 establishing additional 8 9 protection to be entitled "Fire Protection Requirements" to Title 15 entitled "Buildings and Construction". 10 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, 11 WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. PURPOS8. The purpose of this Ordinance is to add Chapter 15.38 to the Auburn City Code entitled "Fire 12 13 14 Protection Requirements" which provides for automatic fire 15 16 extinguishing systems based on occupancy type and associated hazards for the protection of the health, safety and welfare 17 of the general public. 18 Section 2. There is added a new NEW CHAPTER 15.38. Chapter 15.38 entitled "Fire Protection Requirements" to Title 15 entitled "Buildings and Construction" of the Auburn city Code as set forth in Exhibit "A" attached hereto and incorporated herein. Section 3 . INTBNT. SEVBRABILITY. Should ~my section, 9 10 11 subsection, paragraph, sentence, clause or phrase of this ordinance be declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the 12 remaining portions of this Ordinance. 13 Section 5. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section II. This Ordinance shall take effec~t and be in force five (5) days from and after its passage, approval and publication, as provided by law. General. Standard.. Application. Bnrorc_ent. 15.38.010 DEFINITIONS. 11 Unless otherwise provided for in this :section, the definitions contained in the Uniform Building Code and the Uniform Fire Code shall apply to this chapter. For the purposes of this chapter, the following definitions shall apply: A. Area separation Wall. "Area separation wall" as described in Section 505(f) of the Uniform Building Code shall not be considered to separat:e a building so as to avoid the required Automatic Fire Extinguishing System. Automatic Fire Extinguishing syst_. "Automatic Fire Extinguishing System" shall mean an integrated system of piping, including the under':Jround piping which only serves the sprinkler system, connected to a water will with supply sprinklers which automatically initiate water discharge over a fire, and must conform to the requirements of Building Code Standards 38-l unless otherwise provided for in C. this chapter. Buildinq Code. "Building Code" shall mean the Uniform Building Code published by as the International Conference of Building Officials as adopted as the Building Code by the city of Auburn in Auburn City Code Chapter 15.08. D. Building Code Standards. "Building Code Standards" shall mean the Uniform Building Code Standards as published by the International Conference of Building Officials and adopted in Auburn City Code Chapter 15.08. E. Fire Code. "Fire Code" shall mean the Uniform Fire Code as published by the International Fire Code Insti tute and adopted in Auburn City Code Chapter 15.36. --------------------...------------------------- Ordinance No. 4557 Exhibit "A" May 14, 1992 Page 5 19 20 21 22 23 24 25 26 1 2 F. Ploor Area. "Floor area" sha 11 include the total floor area of a building within thE! surrounding exterior walls on all floor levels including basements and mezzanines. Automatic Fire Extinguishing Systems shall be 16 installed in accordance with this chap1:er and/or as 17 approved by both the Building Official and Fire Chief. 18 B. Fire hose threads used in connection with Automatic Fire Extinguishing Systems shall be national standard hose threads or as approved by the Fire Chief. C. Buildings used for high piled combus1:ible storage shall comply with the fire protection requirements 7 of the Fire Code. 8 E. For additional provisions on special hazards see the Fire Code and Building Code for requirements. 9 10 15.38.030. STANDARDS. 11 Automatic Fire Extinguishing Systems shall comply with the Building Code Standards. 15.38.040. APPLICATION. An Automatic Fire Extinguishing System shall be installed and maintained in an operable condition as specified in this ordinance in the following locations: A. All buildings that do not have adequate fire flow or do not have adequate emergency fire ve,hicle access as required in the Fire Code and as d.etermined by the Fire Chief. B. All buildings except those classed as Group R, Division 3 and Group M, Division 1 and .1 when: 1. The building does not have openingrs as required C. in Article 10.507(b)1 of the Fire Code and Section 3802(b)l of the Building Code. At the top of rubbish and linen chutes and in their terminal rooms. Chutes extending thrc)ugh three or more floor shall have additional sprinkler heads installed within such shutes at alternate floors. Sprinkler heads shall be easily ac'cessible for servicing. D. All basements classified as a Group A occupancy when the basements is more than. 1500 square feet in floor area. 3. All enclosed usable space belO107 or over a stairway in Group A, Divisions 2, 2.1, 3 and 4 occupancies. 4. All buildings a multi theater containing 5. complex. All amusement buildings except those that are both less than 1,000 square feet ,of floor area and have an exit travel distance from any point that is less than 50 feet. 6. Areas under roof and gridiron, in the tie and fly galleries, and in all places behind the proscenium wall of stages; over and within the permanent platforms that are mc.re than 500 square feet in area; and in drE!ssing rooms, workshops and storerooms accessory to such stages or platforms, with the exc,aptions noted in the Building Code under section 3802(c)7 and the Fire Code in Article 10.507(c)7. -----------------------------------------------. All buildings classified as Group E, Division 5 3. For rooms used as Group E, D:i vision 3 and 6 7 8 9 10 11 located on the first floor in Group R, Division 3 occupancies with an occupant load of less than 13, the Automatic Fire Extinguishing System may be designed to meet the requirements of the National 1991 Fire Protection Association Standard 13D. For rooms used as 12 Group E, Division 3 located in other than in 13 Group R, Division 3 with an occupant load of less than 13, the Automatic Fire il!:xtinguishing System may be designed to meet the requirements of Building Code Standard 38-3. 14 15 16 17 I. All occupancies classified as Group H, Divisions 1, 2, 3 and 7 occupancies, and in: 1. All occupancies classified Group H, as Divisions 4 and 5 more than 3,000 square feet of floor area. 2. All Buildings containing an occupancy classified as a Group H, Division 6. Exit corride,rs shall be 7 classed as Ordinary Hazard Group 3 except that if the sprinkler system serving the corridor 8 9 10 11 12 13 consists of one row of sprinklerl; the maximum number of sprinklers that need be calculated is 13. All occupancies classed as a Group I. J. Except that in jails, prisons, and reformatorieEI the piping 14 system may be dry, provided a manu~llly operated valve is installed at a continually monitored 15 16 location. Opening of the valve will cause the 17 piping system to be charged. Sprinkler heads in such systems shall be equipped with fusible elements or the system shall be designed as required for deluge systems in the Building Code Standards. K. All buildings classed as a Group R, Division 1 with more than four units or more than 5,000 square feet of floor area, and in all congregat,e residences classed as Group R, Division 1. Quick response standard sprinkler heads shall be used in the dwelling units and guest room 10 11 portions of the building. L. All congregate residences which are classed as Group 12 R, Division 3 when the occupant load ils more than 6 13 and less than 11, the Automatic Fire Extinguishing 14 System may be designed to meet the requirements of the 1991 National Fire Protection Association 15 16 17 18 19 Standard l3D. M. All Group R, Division 4 and 5 occupanci,es. Group R, Division 4 occupancies may design the Automatic Fire Extinguishing System to meet the requirements of Building Code standard 38-J when the building is not more than two stories and not more than 5,000 square feet in floor area. N. Automatic Fire Extinguishing Systemls shall be supervised by an approved centrëLl station, proprietary or remote station service or a local ------------...-----.--------------------------- Ordinance No. 4557 Exhibit "A" May 14, 1992 Page 13 20 21 22 23 24 25 26 1 2 alarm which will give an audible signal at a constantly attended location when the number of sprinkler heads is more than: 3 4 5 1. 19 in Group I, Division 1 and Grolllp R, Division 6 5 occupancies. 7 2. 99 in all other occupancies. 8 3. All amusement buildings. 9 o. Additions, alterations and repairs. For the purpose of this ordinance any alteration or repair which 10 11 changes the character of the occupancy' or use, and which increases the fire or life safety or structural hazards shall comply with the 12 13 14 requirements of this ordinance and; 15 1. Any additions that increase the fl'Dor area of a 16 17 building shall require that the entire building 18 19 2. comply with this ordinance and; These determinations shall be made by the Building Official and the Fire ChÌl~f. P. Plans. Q. Conflict. In case of conflict between the 4 5 requirements contained in ACC Chapter 15.08 and this 6 chapter, the requirements of this e'hapter shall 7 govern and prevail. 8 15.38.050.
