HomeMy WebLinkAbout4562 15 16 17 18 19 20 21 1 ORDINANCE NO. 4 5 6 2 2 3 4 5 6 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING CITY OF AUBURN ZONING CODE CHAPTER 18.22 TO ALLOW MAXIMUM BUILDING HEIGHT IN RO-H DESIGNATION TO BE 65 FEET. WHEREAS, as the Auburn General Hospital is planning to construct a mUlti-story medical office building and parking garage on the north side of the Auburn General Hospital which will exceed the maximum height limit in the RO-H zone of 45 7 8 9 10 11 12 feet, the Auburn General Hospital has therefore requested the Zoning Code be amended to increase the building height to 65 feet; and 13 WHEREAS, the Planning Commission conducted a public hearing on the proposed amendment at their April 7, 1992 14 meeting at the conclusion of which it was the decision of the Planning Commission to recommend to the City Council to amend the RO-H zone and increase the building height to 65 feet; and WHEREAS, on April 28, 1992 the Planning and Community Development Committee reviewed the issues regarding views, sunlight, impact on adjoining properties, whether a variance was an option, past and present parking standards, and, after considerable discussion, recommended the Zoning Code be 22 amended to increase the building height from 45 to 65 feet; 23 and 24 25 26 --.------.----------------------- CITY A HORNEY City of Auburn 25 \J. PURPOSE. The purpose of this ordinance is to 9 10 amend the Auburn Zoning Code to provide for an increase of maximum building height in an RO-H designation from "four 11 stories not to exceed forty-five feet" to "65 feet." 12 Seotion 2. City of Auburn Zoning Code Chapter 18.22 is 13 hereby amended as delineated in Exhibit "A" attached hereto 14 and incorporated herein. Seotion 3. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Seotion 4. Some retail and personal services may be permitted if supplemental to the other uses allowed in the zone. This zone is intended for those areas that are in transition from residential to commercial uses along arterials or near the hospital. 14 15 16 17 The RO-H designation is to be used exclusively for the hospital area, located in the vicinity of 2nd Street N.E. and AUburn Avenue, and is intended to be used for medical and related uses and those uses compatible with the medical community. 18.22.020 Permitted uses. Hereafter all buildings, structures, or parcels of land shall only be used for the following, unless otherwise provided for in this Title: ---------------------------------------------~. Permitted uses in RO designation: 1. Art and photography studios, including accessory sales; 2. Banks and similar financial institutions, excluding drive-in facilities; 3. Computer sales, including service that is incidental and subordinate to the sales; 4. Duplexes, 3600 square feet of lot area per dwelling unit is required; 5. Home-based daycare; 6. Multiple family dwellings, provided that 2400 square feet of lot area is provided for each dwelling unit; 7. Professional offices. 8. Nonresidential multi-tenant buildings which were constructed prior to June 15, 1987, the adoption date of Zoning Ordinance No. 4229, and were zoned C- 1, to occupy any tenant space within the building with a use that is permitted outright within the C-1 Chapter of Zoning Ordinance No. 4229. 9. One detached single family dwelling not to exceed one single family dwelling per lot; 10. Accessory uses to permitted residential uses to include residential garage, guest cottage, recreation room, tool shed, noncommercial greenhouse, and swimming pool; 11. Keeping of not more than four (4) household pets. This limit shall not include birds, fish, or suckling young of pets. 3 4 5 6 7 8 9 10 11 B. Permitted uses in RO-H designation: 1. Day-care limited to home based or a mini day-care center; 2. Funeral homes; 3. Hospitals (excluding animal); 4. Medical and dental clinics; 5. Nursing homes; 6. Personal service shops; 7. Pharmacies; 8. Professional offices; 9. Conditionally permitted uses in the RO designation: 1. Civic, social and fraternal clubs; 2. Day-care limi ted to mini day-care center, day-care center, preschools or nursery schools; 3. Government facilities; 4. Nursing homes; 5. Personal service shops; 6. Religious institutions; 7. Restaurants, excluding drive-in facilities. B. Conditionally permitted uses in RO-H designation: 1. Day-care, limi ted to day-care center, pre-schools or nursery schools; 2. Government facilities; 3. MUlti-family dwellings, provided 1200 square feet of lot area is provided for each dwelling unit; 4. Restaurants, excluding drive-in facilities; 5. No on-site hazardous substance processing and handling, or hazardous waste treatment and storage facilities shall be permitted, unless clearly incidental and secondary to a permitted use.
