FINDINGS OF FACT
1. The applicant, Ngon Wong, et aI, applies for a
Conditional Use Permit to allow the construction of 4
four-plexes and 1 triplex.
2. The subject property is located on the south side of 21st
street S.E. between the 200-300 blocks and is currently
zoned R-3, Two-Family Duplex Residential District.
3. Surrounding zoning and land uses in the vicinity include
R-3, duplexes, to the north; R-3, outdoor use, to the
south; R-3, commercial, to the east; and C-3, single
family home, to the west. Land to the west of the
subject site, although still developed with a single
family home, is zoned and designated for heavy commercial
uses in the City's Comprehensive Plan.
4. The Zoning Ordinance requires 3600 square feet of land
per each unit and the ordinance further limits the number
of units per structure to a maximum of four. Currently,
the site is divided into 2 parcels. The smaller parcel
which is 11,522 square feet in size contains a single
family home which the applicant proposes to demolish.
The larger parcel which is 57,933 square feet in size has
received preliminary approval for a 4 lot short plat.
5. The site plan illustrates the construction of 4 four-
plexes and 1 triplex. This development is therefore
subject to the requirements of a conditional use permit.
6. The short plat will be provided with access from a 95
foot long private cUl-de-sac. Each lot within the short
plat together with the existing lot will be provided with
access via the cul-de-sac.
7. The staff report, with its recommendation of conditional
approval is incorporated herein by reference as though
set forth in full.
