AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR
THE REZONING OF PROPERTY LOCATED ON THE WEST SIDE OF WESTERN
STREET N.W. IN THE 300-400 BLOCKS, WITHIN THE CITY OF AUBURN,
WASHINGTON, CHANGING THE ZONING CLASSIFICATION THEREOF FROM R-
2 (SINGLE FAMILY) TO M-l (LIGHT INDUSTRIAL).
WHEREAS, Application No. REZ0002-92 has been submitted to
the Council of the City of Auburn, Washington, by RODGER
CAMPBELL and CARL ERICKSON, requesting the rezoning of the
real property hereinafter described in section 2 of the
Ordinance; and
WHEREAS, said request above referred to, was referred to
the Hearing Examiner for study and public hearing thereon; and
WHEREAS, the Hearing Examiner, based upon staff review,
held a public hearing to consider said petition in the Council
Chambers of the Auburn City Hall, on June 16,1992, at the
conclusion of which the Hearing Examiner recommended the
approval of the rezoning of said property based upon the
following Findings of Fact and Conclusions of Law:
FINDINGS OF FACT
1.
The applicants, Rodger Campbell and Carl
for a rezone from R-2, Single Family,
Industrial.

2. The subject property is 4 acres in size and is located on
the west side of Western Street. N. W. in the 300-400
blocks.

3 . Al though the subj ect property is currently zones R-2,
Single Family, it is designated for light industrial uses
in the Comprehensive Plan.
4. Surrounding zoning and land uses in the vicinity include
M-1, vacant, to the north; M-1, vacant, to the south; R-
2, residential, to the east; and M-1, vacant, to the
west. Land in all directions is designated for light
industrial uses in the Comprehensive Plan.
5. The evidence establishes that the proposal is in an area
which is in a transition from residential to industrial
uses. There is a 3.7 acre industrial development
consisting of two buildings totalling in excess of 74,000
sq. ft. which has recently been approved. This building
is located on the west side of Western Street, south of
the proposed rezone.
6. The Comprehensive Plan, while recommending that the area
be transitioned to light industrial uses, also encourages
the maintenance of residential uses if desired by
property owners.
7. The infrastructure for industrial uses such as streets
and utilities is not yet developed to city standards
which would be required for industrial uses.
8. There is no site plan nor any proposed development
anticipated at this time.
9. When a development is proposed, the project will have to
be reviewed to determine what improvements will be
required as a result of impacts associated with the
development.
10. There are some wetlands which have been identified on a
portion of the site. Additional wetland analysis may be
required to determine what the impacts may be.
11. The rezone is in compliance with the goals and objectives
of the Comprehensive Plan.

CONCLUSIONS OF LAW
1. The proposed rezone is consistent with the Comprehensive
Plan map. The proposed rezone is also consistent with
zoning and existing and developing uses in the area.
2. Additional studies will be required for each specific
development. The studies will need to determine the
impact to the utilities, wetlands, and surrounding
environments will be required to meet City standards for
industrial development.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
section 1.
The above-cited Hearing Examiner's Findings
of Fact and Conclusions, are herewith incorporated in this
Ordinance.
section 2. A rezone from R-2 Single Family to M-1 Light
Industrial, located on the west side of Western Street N.W. in
the 3-00-400 blocks, situate in the City of Auburn, County of
King, State of Washington, is hereby approved and is legally
described as follows:
Lots 1 through 4, inclusive, Block E, Lunn's
Garden tracts to Auburn, according to the
plat recorded in Vol. 10 of Plats, page 33,
in King County, Washington.
section 3. Upon the passage, approval and pUblication of
this Ordinance as provided by law, the City Clerk of the City
of Auburn shall cause this Ordinance to be recorded in the
office of the King County Auditor, Division of Records and
Elections.

Section 4. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
section 5.
out the directions of this legislation.
This Ordinance shall take effect and be in
force five days from and after its passage, approval and
publication as provided by law.
