HomeMy WebLinkAbout4588 1 / AJ 2 I ~. \~' 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. 4 5 8 8 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 8.08.230, SPECIFICALLY SECTION 8.08.230(H), OF THE AUBURN CITY CODE TO COMPLETE THE NEW SOLID WASTE RATE STRUCTURE APPROVED IN DECEMBER 1991 WHICH INCORPORATED THE JANUARY 1, 1992 KING COUNTY TIPPING FEE INCREASE. WHEREAS, pursuant to Ordinance No. 4537 approved by the Ci ty Council on December 17, 1991, the City Council implemented a new solid waste rate structure to incorporate the King County tipping fee increase effective January 1, 1992 which increased the tipping fee for solid waste at all King County Transfer stations from $47.00 per ton to $66.00 per ton plus applicable taxes; and WHEREAS, the amendment proposed herein reflects an increase in the charges for special and/or unscheduled customer requests for additional collection services for one through eight cubic yard containers which is necessitated by the tipping fee increase; and WHEREAS, on October 19, 1992 the Municipal Services Committee reviewed the impact of the January 1, 1992 tipping fee increase on the solid waste rate structure, specifically Auburn City Code section 8.08.230(H), and recommended approval of the rate increase proposed herein. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: .----------------------------- Ordinance No. 4588 October 7, 1992 Page 1 nil 20 21 22 23 24 25 26 1 2 section 1. section 8.08.230 of the Auburn city Code, 3 4 5 6 specifically subsection 8.08.230(H), is hereby amended as delineated in Exhibit "A" which is attached hereto and incorporated herein. section 2. The Mayor is hereby authorized to implement 7 8 such administrative procedures as may be necessary to carry out the directions of this legislation. 9 section 3. Services and charges herein shall become effective for 5 each account on the first day of the billing period following 6 January 1, 1992. Upon this date, services shall be provided 7 at the one can rate unless the finance department is notified 8 9 10 11 otherwise by the tenant or property owner. Likewise, unless the finance department is otherwise notified, services will automatically revert to the one can rate upon a change in property tenancy or ownership. Low income variable senior citizen rates for 3 can/container services shall be 1/2 of the rate charged for each applicable type of service. senior citizens must show 4 5 6 proof of qualification for this special rate. 7 C. Multi-unit residential accounts must have the same type 8 of service for each occupied unit. Rates charged to multi- 9 unit residential accounts for garbage services will be at the same rate charged to each single family residential account per occupied unit. 10 11 12 13 D. Collections in excess of those included in the current monthly service (as listed on the account) shall be at the rate of $7.50 per container per pickup. 14 15 16 17 E. The residential curbside yard waste 90 gallon tote 18 service rate per month for each occupied unit shall be $4.50 for yearly service and $6.75 for monthly service. For drop box services, tipping fees charged by the King County Division of Solid Waste shall be added to the total service charges. Payment for collection in excess of twice a month pickup 14 for drop box services from ten cubic yards to fifty cubic 15 16 yards shall be at the pickup rate (excludes rental rate) multiplied by the frequency of pickup per week, plus the tipping fee. 17 18 K. The customer shall also pay a minimum service charge per 3 day for each day or fraction thereof the container is in service. This minimum charge shall be $2.60. 4 5 6 M. The customer shall pay the tipping fee for each dump whether disposed of by weight or by the cubic yard. The haul charge shall be as follows: 20 cu. yd. container $42.61 per haul 25 cu. yd. container $42.61 per haul 30 cu. yd. container $42.61 per haul 40 cu. yd. container $47.83 per haul 50 cu. yd. container $66.96 per haul 7 8 9 10 11 12 13 14 15 N. Hourly Charge. Where the contractor provides the service 16 of cleanup, the hourly charge for a truck and driver shall be 17 $50. 00 (with 1/2 hour minimum). The hourly charge for each 18 extra man shall be $20.43. Where hourly charges are made, the 19 customer shall pay the tipping fee. o. Rental rates for dumpsters and drop boxes are required 22 with the proviso that persons, firms, or corporations may 23 furnish their own detachable bulk containers on approval of 24 25 26 the solid waste supervisor. A deposit for all temporary containers 20 cubic yards or 6 larger is required prior to delivery. The charges for these 7 8 9 10 are as follows: 20 cubic yard container 30 cubic yard container $250.00 deposit $400.00 deposit As other temporary containers become available, deposits 11 shall be required for their use based on size.
