AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AMENDING SECTION 8.08.230, SPECIFICALLY SECTION
8.08.230(H), OF THE AUBURN CITY CODE TO COMPLETE THE NEW SOLID
WASTE RATE STRUCTURE APPROVED IN DECEMBER 1991 WHICH
INCORPORATED THE JANUARY 1, 1992 KING COUNTY TIPPING FEE
INCREASE.
WHEREAS, pursuant to Ordinance No. 4537 approved by the
Ci ty Council on December 17,
1991, the City Council
implemented a new solid waste rate structure to incorporate
the King County tipping fee increase effective January 1, 1992
which increased the tipping fee for solid waste at all King
County Transfer stations from $47.00 per ton to $66.00 per ton
plus applicable taxes; and
WHEREAS, the amendment proposed herein reflects an
increase in the charges for special and/or unscheduled
customer requests for additional collection services for one
through eight cubic yard containers which is necessitated by
the tipping fee increase; and
WHEREAS, on October 19, 1992 the Municipal Services
Committee reviewed the impact of the January 1, 1992 tipping
fee increase on the solid waste rate structure, specifically
Auburn City Code section 8.08.230(H), and recommended approval
of the rate increase proposed herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:

specifically subsection 8.08.230(H), is hereby amended as
delineated in Exhibit "A" which is attached hereto and
incorporated herein.
section 2. The Mayor is hereby authorized to implement

such administrative procedures as may be necessary to carry
out the directions of this legislation.

This Ordinance shall take effect and be in

force five days from and after its passage, approval and
11
publication as provided by law and upon the filing with the
12
City Clerk of one (1) copy thereof.

A.
Services and charges herein shall become effective for

each account on the first day of the billing period following

January 1, 1992.
Upon this date, services shall be provided
7
at the one can rate unless the finance department is notified
8

otherwise by the tenant or property owner.
Likewise, unless
the finance department is otherwise notified, services will
automatically revert to the one can rate upon a change in
property tenancy or ownership.

for yearly service and $6.75 for monthly service. A $1.50 can
pick-up charge shall apply when the monthly service is

The customer shall also pay a minimum service charge per

day for each day or fraction thereof the container is in
service. This minimum charge shall be $2.60.

M. The customer shall pay the tipping fee for each dump
whether disposed of by weight or by the cubic yard.
The haul charge shall be as follows:

Hourly Charge. Where the contractor provides the service

of cleanup, the hourly charge for a truck and driver shall be

The hourly charge for each

extra man shall be $20.43. Where hourly charges are made, the

customer shall pay the tipping fee.

Rental rates for dumpsters and drop boxes are required
22 with the proviso that persons, firms, or corporations may
23 furnish their own detachable bulk containers on approval of

constructed so that they can be readily picked up by the

collector of waste and his equipment.

A deposit for all temporary containers 20 cubic yards or

larger is required prior to delivery.
The charges for these
