AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR
THE REZONING OF PROPERTY LOCATED ON THE WEST SIDE OF DOGWOOD
STREET S.E. IN THE 1300-1400 BLOCKS, WITHIN THE CITY OF
AUBURN, WASHINGTON, CHANGING THE ZONING CLASSIFICATION THEREOF
FROM R-1 (SINGLE FAMILY) TO P-1 (PUBLIC USE DISTRICT) AND
COMPREHENSIVE PLAN MAP AMENDMENT FROM SINGLE FAMILY TO PUBLIC
AND QUASI PUBLIC.
WHEREAS, Application No. REZ0003-91CP has been submitted
to the Council of the City of Auburn, Washington, by AUBURN
SCHOOL DISTRICT #408, requesting the rezone and Comprehensive
Plan Map amendment of the real property hereinafter described
in Section 2 of the Ordinance, which application was dated
August 6, 1991; and,
WHEREAS, said request above referred to, was referred to
the Planning Commission for study and public hearing thereon;
and
WHEREAS, the Planning Commission, based upon staff
review, held a public hearing to consider said petition in the
Council Chambers of the Auburn city Hall, on February 4, 1992,
at the conclusion of which the Planning Commission recommended
the approval of the request for rezone and Comprehensive Plan
amendment of said property based upon the following Findings
of Fact and Conclusions, to-wit:

FINDINGS OF FACT
1. The Auburn School District has requested a rezone from R-
1 (Single Family) to P-1 (Public). A Comprehensive Plan
Map amendment from single family to Public Quasi Public
has also been requested. The subject property is located
on the west side of Dogwood Street S.E. in the 1300-1400
blocks.
2. The purpose of the rezone is to allow the Auburn School
District to construct a new junior high school.
3. The junior high school building will be 94,000 square
feet in size with associated athletic fields, and parking
for 250-300 cars and 15-25 buses.
It is estimated that there will be 800 students and 75
employees at the school.

5. The site is approximately 25 acres in size. It is
located adjacent to a single family neighborhood to the
south. Surface mining is to the west, steep
undevelopable slopes are to the west, and across Dogwood
Street to the east are single family homes.
6. In order to reduce the impact to adjacent residents
additional landscaping will be provided. The School
District has also stated that the athletic fields will
not have lights for night use nor will there be an
outdoor amplified sound system provided.
7. On January 24, 1992 the City issued a Final Mitigated
Determination of Non-Significance (MDNS) for the junior
high school.
The MDNS contained conditions concerning wetland
mitigation, vegetation removal mitigation, improvements
to Dogwood Street and construction of sidewalks.

8. Auburn's Comprehensive Plan illustrates a proposed street
to connect Dogwood street to the proposed "R": street
which is also illustrated on the Comprehensive Plan.

the junior high school site.

access to east Auburn. At present Auburn Way South
provides the main access to east Auburn.
Given the m~n~ng activity that is occurring on the
property to the west, the alignment of the street will be
on the northerly portion of the junior high school site
and will intersect the proposed "R" street on the north
side of White Lake.
It is anticipated that most of the traffic that will use
the new street will be generated by the residential
neighborhood to the east.
It is not anticipated that the proposed street will
become a "short cut" for Auburn Way South traffic. The
new route will be slightly longer, have narrower streets,
more stop signs and slower speeds.
11. Related Comprehensive Plan Policies:
Obj ecti ve 6. 1. To preserve and promote those community
facilities and programs that are important to the safety,
health and social needs of families and children.
Goal 26. To provide for the appropriate location and
development of public and quasi-public facilities that
serve the cultural, educational, recreational, religious
and public service needs of the community.
Objective 26.1. To provide for the appropriate
location and development of pUblic and quasi-public
facilities that are regularly visited by those served.
Policy 26.1.1. The location of religious institutions,
private schools, community centers, parks and similar
pUblic or quasi-public facilities shall be related to the

size of the facility and the area served. Small
facilities intended to serve one or two residential
neighborhoods may be located within a neighborhood.
Larger facilities with larger service areas shall be
located along arterials, and may require buffering where
adjacent to residential uses. Unusually large facilities
having service areas that extend substantially beyond the
City limits should be restricted to principal arterials,
and may require extensive buffering from adjacent uses.
CONCLUSIONS OF LAW
It is concluded that the Comprehensive Plan Map amendment
and rezone may be approved based upon the following:
1. Another junior high school is needed to serve the
increased population and school enrollment that is occurring
in the Auburn area.
2. The property has been owned a number of years by the
School District. The site is relatively flat and is served by
adequate streets and utilities.
There are limited sites
within the Auburn School District that are this centrally
located and provide adequate services for a school.
J. The project has been adequately conditioned to
mitigate concerns of being adjacent to a single family
neighborhood.
For each
of the
above
referenced
reasons,
the
recommendation of the Planning Commission to the Auburn City
Council on the requested rezone and Comprehensive Plan Map
amendment is approved.

NOW, THEREFORE, THE CITY COUNC:IL OF THE C:ITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1.
The above cited Planning Commission's
Findings of Fact and Conclusions, are herewith incorporated in
this Ordinance.
Section 2.
The property located on the west side of
Dogwood street S.E. in the 1300-1400 blocks, legally described
as follows, situate in the City of Auburn, County of King,
State of Washington, be and the same is hereby rezoned from R-
1 (Single Family) to P-1 (Public Use District) togetherwith a
Comprehensive Plan Map amendment from Single Family to Public
and Quasi Public:
The southeast quarter of the northeast
quarter of Section 21, Township 21 North,
Range 5 East, W.M. in King County,
Washington, except north 60 feet thereof,
except west 1865 feet thereof, except east
30 feet thereof, and except that portion
thereof platted as Skycrest Terrace,
according to plat recorded in Volume 65 of
Plats, page 92, in King County.
Section 3. The Agreement executed between the City and
the Auburn School District, dated December 12, 1991, shall be
implemented as outlined in the Agreement.
section 4. Upon the passage, approval and publication of
this Ordinance as provided by law, the City Clerk of the city
of Auburn shall cause this Ordinance to be recorded in the
