WHEREAS, Application No. CUP0010-92 dated December ~, 1992, together with site plans therefore, has been submit~d m to the City of Auburn, Washington, by the City of Auburn Fi~e Department requesting a Conditional Use Permit; to allow=a 1,560 square foot addition onto the north fire station ~n property zoned C-1 (Light Commercial) within the City of Auburn, Washington, hereinafter described in Section 2 of the Ordinance; and WHEREAS, said request above referred to, was referred to the Hearing Examiner for study and public hearing thereon; and WHEREAS, the Hearing Examiner, based upon :staff review, held a public hearing to consider said petition in the Council Chambers of the Auburn City Hall, on January 19, 1993, at the conclusion of which the Hearing Examiner recommended the approval of the issuance of a Conditional Use Permit to allow a 1,560 square foot addition onto the north fire station to be located 1101 "D" Street N.E., in a C-1 (Light CoMmercial) zone based upon the following Findings of Fact and Conclusions, to- wit: Ordinance No. 4610 February 19, 1993 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 FINDINGS OF FACT e The applicant, the City of Auburn, through its Fire Chief, Bob Johnson, applies for a Conditional Use Permit to allow a 1,560 square foot addition to the north fire station. The subject property is located at 1101 "D" Street N.E. and is currently zoned C-1. The fire station is already developed on the site and the Comprehensive Plan designates the site for light commercial uses. Surrounding zoning and land uses in the vicinity include C-I, vacant property to the north, south, .and west, and M-i, Light Industrial (warehouse), to the east. The land to the east is designated for light industrial uses, however, land in all other directions is designed for General Commercial uses in the Comprehensive Plan. The proposed addition will be two floors with 780 square feet on each floor. The purpose of the addition is to create additional living space for nine recently hired firefighters who will staff an aid vehicle. The addition will also create a needed storage area and will provide for a disinfecting and cleaning station which is required by the Washington Administrative Code. The fire station was constructed in 1985 and is approximately 10,000 square feet in area. In addition to housing the firefighters, the building als() houses fire administration staff. At any one time, there may be up to 25 firefighters and administrative staff on the premises. Currently there is a 36-space parking lot on the north side of the building. Also, there are an additional seven spaces available on the south side of the building. The property was zoned C-1 in 1992. A special land use plan was adopted and the proposal is consistent with the policies of the North Auburn Central Business District Plan. The staff report, with its recommendation of approval, is incorporated herein by reference as though set forth in full. Ordinance No. 4610 February 19, 1993 Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 CONCLUSIONS OF LAW 3e Se The Zoning Ordinance sets forth a series of criteria before a conditional use permit can be granted. The first of these criteria is that the proposed use will not have an adverse effect on the health, safety, or comfort of the persons working or living in the area. The existing fire station has not been an adverse impact on the area and as a result of the small size of the addition, adding the addition will not provide for adverse impacts either. The proposal is consistent with the North Auburn Central Business District Plan adopted in March, 1992. The proposal meets the requirements of the Zoning Ordinance and the addition which will be located on the west side of the fire station will match the existing roof line of the building making it compatible with existing and planned uses in the area. The proposal will not adversely affect the Dublic infrastructure and in fact will enhance the public infrastructure in that it will provide for needed space and additional comfort for the firefighters who serve the citizens of the City of Auburn. For each of the above referenced reasons, the recommendation of the Hearing Examiner to the Auburn City Council on this Conditional Use Permit to allow a 1,560 square foot addition onto the north fire station located at 1101 "D" Street N.E., is approved. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Ordinance No. 4610 February 19, 1993 Page 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 Section 1. The above cited Hearing Examiner's Findings of Fact and Conclusions, are herewith incorporated in this Ordinance. Section 2.. A Conditional Use Permit is hereby approved to allow a 1,560 square foot addition onto the north fire station located at 1101 "D" Street N.E., in a C-1 (Light Commercial) zone, situate in the City of Auburn, County of King, State of Washington, and is legally as follows: Lot 1 RPM - Auburn as recorded in Vol. 126 pages 84/85 records of King County Washington. Situated in Section 7, TWP 21, N R5 EWM City of Auburn, County of King, State of Washington. Section 3. Upon the passage, approval and publication of this Ordinance as provided by law, the City Clerk of the City of Auburn shall cause this Ordinance to be recorded in the office of the King County Auditor. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section 5.
