HomeMy WebLinkAbout4618 1 2 3 4 5 6 ? 8 9 lO 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 ORDINANCE NO. 4618 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, APPROVING THE APPROPRIATION OF THE SUM OF THREE HUNDRED FORTY-FIVE THOUSAND DOLLARS ($345,000) IN 1993-1994 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Council of the City of Auburn must adopt and approve all appropriations by ordinance pursuant to Chapter 35A RCW; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Pursuant to Chapter 35A.33 RCW, the City Council of the City of Auburn hereby approves the expenditure and appropriation of Three Hundred Forty-Five Thousand Dollars ($345,000) in 1993-1994 Community Development Block Grant funds, as approved and recommended by the Planning & Community Development Committee of the City of Auburn. The specific expenditures are itemized in Exhibit "A", which is attached hereto and incorporated by reference herein. Section 2. The project funds must be used to the benefit of low and moderate income residents. Section 3. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. This Ordinance shall be in force and take effect five (5) days from and after its passage, approval and publication, as provided by law. (eligible under 24 CFR 570.201(c)). 2. Auburn Youth Resources $50,000 Purchase of facility providing counseling services and activities to low income at risk youth and families. Facility to be located within the City of Auburn. (eligible under 24 CFR 570.201(c)). 3. Mental Health Housing Foundation $17,989 Purchase and rehab of a facility to provide housing to persons participating in the Chartley House Hope program. Facility to be located within the boundaries of the City of Auburn. (eligible under 24 CFR 570.201(c)). 4. St. Vincent DePaul $25,000 Partial construction of a facility emergency assistance to low income people. located at 926 Auburn Way North, Auburn. under 24 CFR 570.201(c)). providing Facility (eligible SERVICE PROGRItlIS 5. ACAP Day Care Child Care $10,000 CDBG funds to be used to subsidize the cost of child care for low and moderate income Auburn residents. Facility located at 1102 "J" St. Southeast, Auburn. Catholic Community Services Counseling $ 1,912 CDBG funds to be used to provide needs assessment and services to low income Auburn residents seeking help with utilities, clothing, food, medical expenses, rent, shelter and transportation. Offices located at 1229 W. Smith Street, Kent, WA (eligible under 570.201(e)). Community Health Centers $14,000 CDBG funds used to provide health care to iow and moderate income people. Facility located at 105 "A" St. Southwest, Auburn. (eligible under 570.201(e)). St. Vincent DePaul $ 2,000 CDBG funds used to provide low income Auburn residents with insufficient funds assistance with utility bills. Facility to be located at 926 Auburn Way North, Auburn. (eligible under 570.201(e)). WWEE $ 3,000 CDBG funds to be used to enhance the self sufficiency of low income, single Auburn parents by providing job readiness training. Program located city wide. WWEE offices located at 841 N. Central, Kent, WA. (eligible under 24 CFR 570.201(e)). YMCA $ 4,000 CDBG funds to be used to provide before and after school care and summer care for low income Auburn children. Program located in Terminal Park and Dick Scobee Elementary Schools, Auburn. YMCA offices located at 1005 12th ST. SE, Auburn. (eligible under 24 CFR 570.201(e)). 11. YWCA Homeless/Transitional Housing $10,000 CDBG funds to be used in operating transitional and emergency shelters for homeless people. Facility to be located at 640 "L" St. Southeast, Auburn. City of Auburn Rental Rehabilitation Program $18,738 CDBG funds to be used to pay salary for staff to operate a Rental Rehabilitation Program within the City of Auburn. City-wide. (eligible under 24 CFR 570.202(b)). 14. City of Auburn Housing Repair Program $86,361 CDBG funds to be used to provide grants of up to $3,500 each (up to $4,500 under severe circumstances,) and/or loans of up to $10,000 each, for necessary repairs and renovation of single family homes owned and occupied by low and moderate income residents of Auburn. (eligible under 24 CFR 570.202). 15.
