AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR
A CONDITIONAL USE PERMIT TO ALLOW FOR THE CONSTRUCTION OF AN
INDUSTRIAL BUILDING ON PROPERTY ZONED I, INSTITUTIONAL,
LOCATED AT THE AUBURN ADVENTIST ACADEMY, 2800 ACADEMY DRIVE
S.E., WITHIN THE CITY OF AUBURN, WASHINGTON.
WHEREAS, Application No. CUP0007-92 dated September 3,
1992, together with site plans therefore, has been submitted
to the City of Auburn, Washington, by the AUBURN ADVENTIST
ACADEMY requesting a Conditional Use Permit to allow for the
construction of a 20,000 sq. ft. industrial building on
property zoned I, Institutional, within the City of Auburn,
Washington, hereinafter described in Section 2 of the
Ordinance; and
WHEREAS, said request above referred to, was referred to
the Hearing Examiner for study and public hearing thereon; and
WHEREAS, the Hearing Examiner, based upon staff review,
held a public hearing to consider said petition in the Council
Chambers of the Auburn City Hall, on March 16, 1993, at the
conclusion of which the Hearing Examiner recommended the
approval of the issuance of a Conditional Use Permit to allow
for the construction of a 20,000 sq. ft. industrial

FINDINGS OF FACT

The applicant, Auburn Adventist Academy, seeks a
Conditional Use Permit to allow the development of a
manufacturing building.
The proposed building would be approximately 20,000 sq.
ft. in size and is located at what is known as the Auburn
Academy, 2800 Academy Drive S.E.
The existing zoning is that of I, Institutional, and the
Comprehensive Plan designates the subject site for public
or quasi public uses.
The subject site is part of a 255-acre site which
contains a number of uses. These uses include a school,
a church, manufacturing uses, maintenance facilities,
some residential uses, agricultural uses, and an aircraft
landing field. The entire site is owned by the Seventh
Day Adventists.
The city has adopted a special plan for the Academy Area
which was approved in November, 1991. At the time of the
adoption of the plan, the site was zoned I,
Institutional. The purpose of the Institutional zone is
to provide educational, governmental, theological,
recreational, cultural, public, and quasi public uses.
This zone may permit light manufacturing uses if the
manufacturing use is secondary to a permitted use and
subject to the requirements of a Conditional Use Permit.
The Auburn Adventist Academy does support some
manufacturing activity which is secondary to the academic
uses. The existing plan limits the total ]manufacturing
area to 10 acres. A revised site plan shows the location
of the proposed 10 acres for manufacturing uses.

existing manufacturing uses.

square footage together with the proposed new building
will total 100,000 sq. ft. and accordingly the
manufacturing uses will be well under the maximum number
of square feet permitted for institutional uses.
The applicant proposes to replace the building which was
previously used for manufacturing purposes which was
destroyed by fire in 1989. As a result of 'the fact that
manufacturing uses previously existing in this
approximate location, the City of Auburn Public Works
Department determined that existing streets and utilities
were adequate to serve the proposal. Future studies will
need to be done to determine the adequacy of utilities
and streets for future developments.
The staff report, with its recommendation of conditional
approval, is incorporated herein by reference as though
set forth in full.
CONCLUSIONS OF LAN

The Zoning Ordinance sets forth a series of criteria
which must be established before a Conditional Use Permit
may be granted.
The first criteria is that the use will ihave no more
adverse effect on the health, safety or comfort of
persons living or working in the area than would any use
generally permitted in the district. The proposed use is
compatible with the other existing manufacturing uses and
is located within the Academy campus. Accordingly,
adjoining non-Academy properties will not be impacted.
The proposal is in accordance with the goals, policies
and objectives of the Comprehensive Plan and the special
plan which was adopted for the Academy Area
4. The proposal complies with or is capable of complying
with all requirements of the Zoning Ordinance.
5. The proposal can be constructed and maintained so as to
be harmonious and appropriate in design, character, and
appearance with the existing or intended character of the
general vicinity.

There is no evidence to suggest that the ]proposal will
adversely affect the public infrastructure.
For each of the above referenced reasons, the
recommendation of the Hearing Examiner to the Auburn City
Council on this Conditional Use Permit to allow the
construction of a 20,000 sq. ft. industrial building located
on the 2800 block of Academy Drive S.E., is approved.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:

Section 3. The manufacturing use and[ subsequent

aside for manufacturing uses as illustrated March, 1993 site
plan, entitled Industrial Zoning Areas, which shall be adopted
as a portion of this Conditional Use Permit.
Section 4. Upon the passage, approval and publication of
this Ordinance as provided by law, the City Clerk of the City
of Auburn shall cause this Ordinance to be recorded in the
office of the King County Auditor.
Section 5. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.
