HomeMy WebLinkAbout46714 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. 4 6 7 i AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, APPROVING THE APPROPRIATION OF THE SUM OF THREE HUNDRED SEVENTY-SIX THOUSAND DOLLARS ($376,000) IN 1994-1995 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Council of the City of Auburn must adopt and approve all appropriations by ordinance pursuant to Chapter 35A RCW; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Pursuant to Chapter 35A.33 RCW, the City Council of the City of Auburn hereby approves the expenditure and appropriation of Three Hundred Seventy-Six Thousand Dollars ($376,000) in 1994-1995 Community Development Block Grant funds, as approved and recommended by the Planning & Community Development Committee of the City of Auburn. The specific expenditures are itemized in Exhibit "A", which is attached hereto and incorporated by reference herein. Section 2. The project funds must be used to the benefit of low and moderate income residents. Section 3. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. This Ordinance shall be in force and take effect five (5) days from and after its passage, approval and publication, as provided by law. Auburn Youth Resources $100,000 Purchase of a facility to be used to provide counseling services and activities to low income at risk youth and families. Facility to be located within the City of Auburn. (eligible under 24 CFR 570.201(c)). SOCIAL SERVICE PROGRAMS 2. ACAP Day Care Child care $ 12,400 CDBG funds to be used to subsidize in part the cost of child care for low and moderate income Auburn residents. Facility located at 1102 "J" St. Southeast, Auburn. (eligible under 24 CFR 570.201(e)). 3. ACTAP Case Manager $ 6,000 CDBG funds to be used to subsidize in part the cost of a case manager for low/moderate income Auburn teen parents using day care services provided through the Auburn Coalition on Teenage Pregnancy Prevention. Project to be located at 4th & M NE, Auburn(eligible under 570.201(e)). 4. Auburn Community Fund $ 3,000 CDBG funds to be used to subside in part the cost of food to be provided to low and moderate income Auburn residents. Program located at (eligible under 570.201(e)). 5. CCS Emergency Services $ 2,000 CDBG funds to be used to subside emergency include, rent and utility assistance to low income Auburn residents. Program located Smith St., Kent(eligible under 570.20~(e)). services to and moderate at 1229 W. Facility located at 105 "A" St. Southwest, Auburn. (eligible under 570.201(e)). 7. WWEE $ 6,000 CDBG funds to be used to enhance the self sufficiency of low income, single Auburn parents by providing job readiness training. Program located city wide. WWEE offices located at 841 N.. Central, Kent, WA. (eligible under 24 CFR 570.201(e)) YWCA Homeless/Transitional Housing $ 10,000 CDBG funds to be used in operating transitional and emergency shelters for homeless people. Facility to be located at 640 "L" St. Southeast, Auburn. (eligible under 24 CFR 570.201(e)) NEIGHBORHOOD REVITALIZATION Sidewalk Repair $ 64,000 Rehabilitation of sidewalks for low/moderate income residents within the City of Auburn and removal of architectural barriers inhibiting pedestrian access by the physically challenged. Project locations to include 4th St. SE between F St. SE and M St. SE, R St. NE and 8th St. NE, 6th St. NE between O St. NE and R St. NE, East between R St. NE and U St. SE, Pike St. NE between 8th and 10th NE, 10th St. NE between Auburn Way N and K St. NE, I St. NE between 9th and 10th NE, 12th NE between Harvey Rd. and K St. NE, 22nd St NE between 1st NE and M St. NE. (eligible under 24 CFR 570.201(c)) 10. City of Auburn Homeless Family Subsistence Program $ 36,877 CDBG funds to be used to help provide a match for County funds in the purchase and placement of a handicapped accessible facility used for long term transitional housing for homeless persons participating in the YWCA shelter program. City of Auburn Housing Repair Program $ 89,723 CDBG funds to be used to provide grants of up to $2,500 each (Up to $3,500 under severe circumstances,) and/or loans of up to $10,000 each, for necessary repairs and renovation of single family homes owned and occupied by low and moderate income residents of Auburn. (eligible under 24 CFR 570.202) 12. Program Administration $ 29,000 CDBG funds will be used to pay salary and benefits for City of Auburn personnel engaged in eligible CDBG program administrative activities (eligible under 24 CFR 570.206) Ordinance No. 4671, Exhibit "A" April 12, 1994 Page 3
