AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, APPROVING AN APPROPRIATION OF GRANT FUNDS IN THE
AMOUNT OF TWELVE THOUSAND FIVE HUNDRED AND 00/100 DOLLARS,
($12,500.00), AND AUTHORIZING THE MAYOR TO ACCEPT THE GRANT
FROM UNITED WAY OF KING COUNTY FOR LATE NIGHT AND AFTER
SCHOOL PROGRAMS.
WHEREAS, the Auburn City Council of the City of Auburn
must adopt and approve all appropriations by Ordinance
pursuant to Chapter 35A.33 RCW; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Pursuant to Chapter 35A.33 RCW the City
hereby approves the expenditure and appropriation of a total
amount of TWELVE THOUSAND FIVE HUNDRED and 00/100 DOLLARS
($12,500.00), which constitutes a grant pursuant to the
Agreement between the City of Auburn and the United Way of
King County.
Seotion 2. The Mayor and City Clerk of the City of
Auburn are hereby authorized to execute United Way of King
Targeted Support Agreement, which will provide grant funding
to the City of Auburn for use by the City to provide late
night and after school programs within the City of Auburn.
A copy of said Agreement is attached hereto and designated
Exhibit "A" and is incorporated by reference in this
Ordinance.

Section $. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.
Section 4. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and
publication, as provided by law.

TARGETED SUPPORT AGREEMENT BETWEEN UNITED WAY OF KING COUNTY
AND THE CITY OF AUBURN, PARKS AND RECREATION DEPARTMENT FOR 1995-96
The United Way of King County's mission is to increase the organized capacity of people in
King County to care for one another. In this regard, the contract with the City of Auburn, Parks
and Recreation Department has been developed to provide Targeted Support funding for the
Auburn Late Night and After School Pilot Programs. This letter is intended to set forth the
terms of the agreement between your agency and the United Way from July 1, 1995 through
June 30, 1996. The City of Auburn, Parks and Recreation Department agrees to abide by the
responsibilities/obligations outlined for Grantee agencies in the Policy on Agency
Relationships, which are enclosed.
United Way agrees to provide funding to the City of Auburn, Parks and Recreation Deparment
for a 12-month period beginning July 1, 1995 and lasting through June 30, 1996 in an amount
not to exceed $12,500. Subject to the various other terms and conditions of this letter of
agreement, the United Way will provide such funds in the form of prorated monthly
reimbursement to your agency. It is not necessary for you to provide monthly invoices. As a
grantee agency, you agree to submit the required budget forms and client service data for
1995-96 to United Way for programs receiving Targeted Support funds. The forms will be
mailed to you and will be due on September 30, 1996.
The City of Auburn, Parks and Recreation Department agrees to establish and maintain a
system of accounting and accompanying internal control that complies with generally accepted
accounting principles for nonprofit agencies. All funds received by the City of Auburn, Parks
and Recreation Department under the terms of this agreement shall be treated as current
restricted funds and shall be displayed separately in your agency's 1995 and 1996 audited
financial reports, copies which shall be submitted to United Way no later than 120 days after
the close of agency's fiscal year. You will maintain accounts and records that properly reflect
all United Way funds expended and your compliance with this agreement. Your facilities,
accounts and records with respect to all matters covered by our agreement shall be subject to
inspections, review, or audit by United Way during normal business hours, and you agree to
cooperate fully in such respect. Prior to June 30, 1996, your agency agrees to submit the
Agency Evaluation of Outcomes. At the end of the funding period your agency will be
expected to submit a status report indicating number of clients served with funds, including
demographic data, using United Way's Client Service Data form.
Either your agency or the United Way of King County shall have the dght to terminate this
agreement for any reason on thirty days' wdtten notice. In addition, the United Way may
withhold payments and/or terminate all its obligations thereunder immediately if, in the opinion
of United Way, your agency (1) mismanages or makes improper use of any funds provided
thereunder, (2) fails to comply with any of the terms and conditions of this agreement, or (3)
fails to provide quality services.
The United Way makes no commitment to future support of your service activities. Your
agency agrees to comply with all applicable federal and state regulations and directives, the
terms of which are incorporated herein by this reference, and to indemnify and hold United
Way of King County and its employees harmless from any claims or losses which may result
from your agency's provision of services under the terms of this agreement, oral representation
or understandings notwithstanding, and that any modification in the terms hereof will be
ineffective unless authorized in writing by both you and the United Way of King County.
If the foregoing is acceptable to you, please sign and date the enclosed copy of this letter and
return it to Jaime Garcia, Vice President of Planning and Distribution, as soon as possible.
The City of Auburn, Parks and Recreation Department hereby agrees to be bound by the
terms of this agreement. This agreement is effective for the period July 1, 1995 through June
30, 1996.
