ORDINANCE NO.
4793
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, APPROVING AN APPROPRIATION OF GRANT FUNDS IN THE
AMOUNT OF FOUR THOUSAND NINE HUNDRED AND 00/100 DOLLARS,
($4,900.00), AND AUTHORIZING THE MAYOR TO ACCEPT THE GRANT
FROM SOUTH KING COUNTY COMMUNITY NETWORK FOR LATE NIGHT AND
AFTER SCHOOL PROGRAMS.
WHEREAS, the Auburn City Council of the City of Auburn
must adopt and approve all appropriations by Ordinance
pursuant to Chapter 35A.33 RCW; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. Pursuant to Chapter 35A.33 iRCW the City
hereby approves the expenditure and appropriation of a total
amount of FOUR THOUSAND NINE HUNDRED and 00/100 DOLLARS
($4,900.00), which constitutes a grant pursuant to the
Agreement between the City of Auburn and the South King
County Community Network.
Section 2. The Mayor and City Clerk of the City of
Auburn are hereby authorized to execute an Agreement which
will provide grant funding to the City of Auburn for use by
the City to provide late night and after school programs
within the City of Auburn. A copy of said Agreement is
attached hereto and designated Exhibit "A" and is
incorporated by reference in this Ordinance.

Section 3. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.
SectS. on 4. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and
publication, as provided by law.

FUNDING AGREEMENT BETINEEN THE SOUTH KING COUNTY COMMUNITY NETWORK
~ . .~Np.THE CITY OF AUBURN FOR THE PERIOD: JULY 1, 1995 through
DECEMBER 31, 1995
The South King County Community Network has allocated $4,900 to the City of Auburn and
the Auburn Youth 2000 Task Force. In this regard, this contract has been developed to provide
funding for the Auburn Late Night Program and Auburn After School Program. This letter is
intended to set forth the terms of that agreement.
1. The South County Community Network agrees to provide funding to the City of Auburn for
a six-month period, starting July 1, 1995 and lasting through December 31, 1995. Subject to
the various other terms and conditions of this letter of agreement, the South County
Community Network will provide such funds in the form of a one-time payment to your agency
to coincide with the execution of this funding agreement.
2. Based on the response by the City of Aubum to the South King County Community
Network's Request for Proposal, it is expected that 1032 individuals will be served at a cost of
$4.75 per individual.
3. The City of Auburn agrees to establish and maintain a system of accounting and
accompanying internal control that complies with generally accepted accounting principles for
nonprofit agencies. All funds received by your agency under the terms of this agreement shall
be treated as current restricted funds and shall be displayed separately in your agency's
audited financial reports, a copy of which shall be submitted to the South County Community
Network no later than 120 days after the cJose of agency's fiscal year. You will maintain
accounts and records that properly reflect all Network funds expended and your compliance
with this agreement.
4. The City of Auburn agrees to submit client service data to the Network for the period of this
funding agreement. This report can be made on forms that will be mailed to you and will be
due no later than February 15, 1996.
5. Either the City of Auburn or the South County Community Network shall have the dght to
terminate this agreement for any reason on thirty days' written notice. In addition, the Network
may withhold payments and/or terminate all its obligations thereunder immediately if, in the
opinion of the Network, your agency (1) mismanages or makes improper use of any funds
provided thereunder, or (2) fails to comply with any of the terms and conditions of this
agreement.
6. The South County Community Network makes no commitment to future support of your
program activities. Your agency agrees to comply with all applicable state regulations and
directives, including those of the Family Policy Council, the terms of which are incorporated
herein by this reference, and to indemnify and hold the South King County Community
Network harmless from any claims or losses which may result from your agency's provision of
services under the terms of this agreement, oral representation or understandings
notwithstanding, and that any modification in the terms hereof will be ineffective unless
authorized in writing by both you and the South County Community Network.
If the foregoing is acceptable to you, please sign and date the enclosed copy of this letter and
return it, as soon as possible. VVhen this signed funding agreement is received, funds will be
sent to your agency.
The City of Auburn hereby agrees to be bound by the terms of this agreement. This
agreement is effective for the pedod July 1, 1995 through December 31, 1995.
