4728
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, KING
COUNTY, WASHINGTON, CREATING A PERSONNEL DEPARTMENT,
ESTABLISHING DUTIES OF PERSONNEL DIRECTOR AND SETTING FORTH
THE DUTIES OF THE PERSONNEL DEPARTMENT.
WHEREAS, the City of Auburn is
Optional Municipal Code, Title 35A RCW;
WHEREAS, the City currently has in
organized under the
and
existence a personnel
department which is supervised by a personnel director; and
WHEREAS, the personnel department has not yet been
established by ordinance; and
WHEREAS, for effective administration of the City it is
in the public interests to establish by ordinance a department
setting forth the duties of its director and the duties of the
department.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. PERSONNEL DEPARTMENT CREATED:
There is created a personnel department of the City,
which shall be under the supervision of a personnel director.
The personnel director shall be appointed by the mayor.
Section 2. DUTIES OF PERSONNEL DIRECTOR:
The personnel director shall oversee and supervise the
personnel department. The personnel director shall report
directly to the mayor. The personnel director shall

participate in the mayor's management team, be responsible for
setting and administering policies including administrative
work in the operation of city personnel, labor relations and
safety functions including planning, research, design and
management programs, projects and general activities. The
personnel director shall be responsible for the municipal
court functions and personnel.
Section 3. DUTIES OF PERSONNEL DEPARTMENT:
The personnel department shall have the following duties:
A. Preparation and implementation of the budget
for the department.
B. Research and prepare data, recommendations and
presentations for labor contract negotiations.
c. Write and administer labor contracts.
D. Participate in grievance procedures and
grievance arbitration.
E. Direct recruitment selection process for all
non-uniformed positions.
F. Assist Civil Service Chief Examiner/Secretary
in recruitment and selection process and
promotional examinations for uniformed
positions.

Direct and perform

Section 4. If any provision of this ordinance is
determined to be invalid or unenforceable for any reason the
remaining provisions will remain in force and effect.
Section 5. This Ordinance shall take effect and be in
force five (5) days from and after its passage, approval and
publication, as provided by law.
