HomeMy WebLinkAbout4729 1 ORDINANCE NO. 4 7 2 9 ~~ 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, KING COUNTY, WASHINGTON, CREATING A PLANNING AND COMMUNITY 4 DEVELOPMENT DEPARTMENT, SETTING FORTH THE DUTIES OF THE 5 DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT, AND ESTABLISHING DUTIES OF THE PLANNING AND COMMUNITY DEVELOPMENT 6 DEPARTMENT. 7 8 WHEREAS, the City of Auburn is organized under the 9 Optional Municipal Code, Title 35A RCW; and 10 WHEREAS, the City currently has in existence a planning 11 and community development department which is supervised by a 12 planning and community' development director; and 13 14 WHEREAS, the planning and community development 15 department has not yet been established by ordinance; and 16 WHEREAS, for effective administration of the City it is 17 in the public interests to establish by ordinance a department 18 setting forth the duties of its director and the duties of the 19 20 department. 21 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, 22 WASHINGTON, DO ORDAIN AS FOLLOWS: 23 24 25 26 Ordinance No. 4729 April 12, 1996 Page 1 1 Section 1. PT.~NNTNG DRPARTM~NT CR~ATRD: 2 There is created a planning department of the City, which 3 shall be under the supervision of the director of planning and 4 5 community development. The director of planning and community 6 development shall be appointed by the mayor. 7 Section ~. DUTTRS OF TH~ DTRRCTOR OF PT.ANNTNG ~ND 8 COPm~UNTTY D~VRT.OPMRNT: 9 The director of planning and community development will 10 1] have the following duties: 12 A. Supervise and administer the planning and ]3 community development department, municipal 14 airport, long range and current planning, land 15 use code administration, environmental 17 management, intergovernmental affairs, housing ]8 and human services programs. 19 Section 3. DUTTRS OF P;.ANNTNG ~ND CO~e4UNTTY 20 D~V~T.OPM~NT D~PARTM~NT: 21 The planning and community development department shall 23 supervise and control the following:. 24 25 26 Ordinance No. 4729 April 12, 1996 Page 2 1 A. Preparation and implementation of the budget 2 for the department. B. Formulate and recommend comprehensive goals on 4 5 planning. 8 C. Ensure compliance with statutory requirements 7 relative to environmental issues. 8 D. Direct preparation and review of environmental 9 10 impact statements and technical reports and ]] determine final action on environmental issues. 12 E. City's responsible official for SEPA 13 compliance. 14 F. Develop and implement block grant fund 15 18 projects. 17 G. Develop and implement community economic ]8 development and social service programs. 19 H. Provide staff to planning commission, human 20 resources committee, airport advisory board, 2] 22 hearing examiner and planning and community 23 development committees. 24 25 28 Ordinance No. 4729 April 12, 1996 Page 3 1 I. Coordinate with public works and parks and 2 recreation department to ensure departmental plans are compatible with the comprehensive 4 5 plan. 6 J. Coordinate with police, fire, public works and 7 parks' and recreation department regarding 8 developer plans to ensure department ability to 9 provide required services to developing areas. 10 K. Represent City on regional issues. ]1 ]2 L. Coordinate with other jurisdictions and ]3 agencies to resolve issues with neighboring 14 jurisdictions. 15 M. Develop and maintain the comprehensive plan and 17 special purpose plans. ]8 N. Provide lead in annexation issues. 19 O. Develop and maintain zoning ordinance. 20 P. Act as liaison to Auburn Chamber of Commerce 21 and Auburn Downtown Association. 22 23 Q. Ensure compliance with the Growth Management 24 Act. 25 26 Ordinance No. 4729 April 12, 1996 Page 4 1 R. Oversee process for new developments. 2 S. Oversee variance requests. T. Provide support to Hearing Examiner. 4 5 U. Manage daily operations and long range 6 development of the Auburn Airport. 7 Sect.ion 4. If any provision of this ordinance is 8 determined to be invalid or unenforceable for any reason the 9 remaining provisions will remain in force and effect. 10 11 Sect.ion 5. This Ordinance shall take effect and be in 12 force five (5) days from and after its passage, approval and 13 publication, as provided by law. 14 INTRODUCED: PASSED: ]7 19 20 22 CHARLES A.
