HomeMy WebLinkAbout4845 1 2 11 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. 4 8 4 5 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING ORDINANCES NUMBERED 4618, 4671, 4699 AND 4738 WHICH APPROPRIATED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN PRIOR YEARS SO THAT CERTAIN UNUSED APPROPRIATED CDBG FUNDS ARE RELEASED IN ORDER TO REAPPROPRIATE SUCH UNUSED CDBG GRANT FUNDS FOR USE DURING THE 1996-97 CDBG PROGR3MM YEAR THUS ADDING A TOTAL OF TWO HUNDRED THREE THOUSAND NINE HUNDRED NINETY- SEVEN DOLLARS ($203,997) TO THE CDBG GR/LNT FUNDS APPROPRIATED FOR THE 1996-97 PROGRAM YEAR FOR A TOTAL APPROPRIATION OF SIX HUNDRED THIRTY-NINE THOUSAND SIX HUNDRED DOLLARS ($639,600) FOR THE 1996-97 CDBG PROGRAM YEAR AND AUTHORIZING THE MAYOR TO IMPLEMENT THE APPROVED PROGP3LMS AND PROJECTS AS PROVIDED HEREIN. City of Auburn Homeless Family Subsistence Program $36,877 CDBG funds to be used to help provide a match for County funds in the purchase and placement of a handicapped accessible facility used for long term transitional housing for homeless persons participating in the YWCA shelter program. Project to be located at 126 llth St., SE, Auburn (eligible under 24 CFR 570.202). because the purpose of such funding has been accomplished without necessity of reappropriation and to reallocate the sum of $100,000 from Paragraph Numbered 1 and the balance of $11,497 remaining from the $36,877 allocation from Paragraph Numbered 10 for use in the 1996-97 CDBG program year. The City Council of the City of Auburn hereby approves the reappropriation of the amounts provided in Sections 1 through 4 above and combines these aforementioned amounts with the City of Auburn's 1996-97 CDBG entitlement to create a total 1996-97 CDBG program budget of Six Hundred Thirty-Nine Thousand Six Hundred Dollars ($639,600) for programs, projects and administrative costs as recommended by the Human Service Committee and approved by the Planning and Community Development Committee for the 1996-97 CDBG program year. Specific expenditures are itemized in Exhibit "A" which is attached hereto and incorporated by reference herein. Appropriations for each capital project shall be released only when actual revenues are sufficient to fully fund the appropriation unless both the recipient Agency and the City mutually agree to a partial funding of the Agency's original appropriation. Budget Priority NEIGHBORItOOD REVITALIZATION: City of Auburn: Housing Repair Program; Grants of less than $3,000 and/or loans of less than $10,000 for necessary repairs and renovation of single family homes owned and occupied by low and moderate income residents of Auburn at various locations through Auburn. City of Auburn: Sidewalk Repair Program: Pay the special assessments of low and moderate income households in improvement districts established for sidewalk repairs and/or remove pedestrian hazards at various locations throughout Auburn. Budget Priority 4 5 6 PUBLIC FACILITIES: YWCA: Permanent Housing for Homeless Families; Provide the local match necessary to buy down lease payments to make eight (8) apartment units located at 2740 "H" Street, Auburn, affordable to homeless families participating in the YWCA's homeless prevention program. Auburn Communi _ty Health Center: Roof Replacement: Rebuild and/or replace the roof of the Auburn Community Health Center located at 105 "A" Street S.E., Auburn. ACAP Kitchen Expansion: Renovate the kitchen facility at the ACAP Child and Family Services Center located at 1102 "J" Street S.E., Auburn, with the improvements necessary to feed approximately 100 children two meals per day. Food Bank: Facility Expansion and Improvements: Renovate the Auburn Food Bank located at 930 18th Place N.E., Auburn, to include expanding the waiting room, improving the distribution area, construction of a meeting room, and a walk-in refrigerator/freezer. ACAP: Playground Renovations for Disabled Children: Purchase and install playground equipment specifically designed to accommodate disabled children at ACAP Child and Family Services located at 1102 "J" Street S.E., Auburn. King County. Housing Authority.: NIKE Rehab; Provide local match to grants and loans for the rehabilitation of the NIKE Residential Community located at 23960 South 239th Place, Kent; a non-profit residential community that provides emergency shelters and transitional housing units to approximately 900 people per year out of which 5% are Auburn residents.
