3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN,
4 WASHINGTON, AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE
SOUTH KING COUNTY COMMUNITY NETWORK AND THE APPROPRIATION OF
5 THIRTY-THREE THOUSAND SEVEN HUNDRED FIFTY DOLLARS ($33,750) TO
IMPLEMENT THE YOUTH PARTICIPATION INITIATIVE FOR THE PURPOSE OF
6 CREATING VOLUNTEER OPPORTUNITIES THAT SUPPORT THE LATE NIGHT
AND AFTER SCHOOL PROGRAMS AND THE NEIGHBORHOOD FAMILY CENTER
7 AT MT. BAKER MIDDLE SCHOOL.

WHEREAS, the Late Night, After School and Neighborhood Family Centers are important
9 programs for the general welfare of Auburn residents-- particularly Auburn youth; and
10 WHEREAS, as the demand for services increase while the source of funding available to pay
11 for those services decrease, the above programs need more volunteerism in order to keep up
with increasing demands and expansion of services; and

WHEREAS, the City of Auburn received a grant from the South King County Community
13 Network for its Youth Participation Initiative which is a collaborative effort among the City
14 of Auburn, Children's Home Society, Auburn Youth Resources and ACAP Child and Family
Services to engage young people and adults in meaningful community service that will
15 support these programs; and
16 WHEREAS, the City Council of the City of Auburn must adopt and approve all
17 appropriations by Ordinance.
18 THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON,
DOES HEREBY ORDAIN THE FOLLOWING:

SECTION 1: Pursuant to Chapter 35A.33 RCW, the City Council accepts the grant from
20 the South King County Community Network and deposits said grant funds into the City of
21 Auburn's general fund.
22 SECTION 2: The City Council approves the expenditure of thirty-three thousand seven
hundred fifty dollars ($33,750) from the above grant funds for the Youth Participation
23 Initiative -- an initiative to recruit, screen, train, place and coordinate youth and adult
24 volunteers into meaningful community service positions that support the continued operation
of the Late Night, After School and Neighborhood Family Center programs.

SECTION 3: The Mayor is hereby authorized to execute the South King County
Community Network Contract for Services attached hereto and marked as Exhibit "A" and
which is by this reference incorporated herein and to implement such administrative
procedures as may be necessary to carry out the directions of this legislation.
SECTION 4: This Ordinance shall take effect and be in force five (5) days from and after its
passage, approval and publication as provided by law.

South King County Community Network
Contract for Services
The parties ("Parties") to this Agreement are the South King County Community
Network ("Network") and Service Provider-- ("Service Provider" or "Acronym--"). This
contractual agreement ("Agreement") is effective upon signing by the authorized
representatives of the Nctwurk told the Service Provider with all provisions for
reimbursement for any and all services provided and expenses incw•red by the Service
Provider contingent upon final ratification of a contract between the Network and the
State of Washington Family Policy Council. If such ratification does not occur within
fourteen (14) days of the signing of this document, the Network shall have no obligation
for such reimbursement and this contract will be terminated.
Whereas the State of Washington has allocated funds for distribution by the Network for
the purpose of improving the well-being of youth and families in South King County
consistent with the Comprehensive Plan ("Plan") prvparcd by tic Network; and
Whereas the Network desires to have the Service Provider perform services which will
- - contribute to achieving the outcomes set forth in the Plan pursuant to the terms of thus
Agreement;
Therefore, the Network and Service Provider agrees to the fullowing terns and
conditions:
1. Services. The Service Provider shall provide those services described in Appendix B
entitled "Scope of Services and Process Measures," attached hcrctu and incorporated
herein by this reference, in compliance with the terms of this Agreement and all
applicable Federal, State, and local statutes, rules, and ordinances.
2. Term. The term of this Agreement shall begin Start Period- acid end Julie 30, 1997
subject to the conditions stated in this Agreement. This Agreement may be terminated or
suspended immediately by the Network prior to End Pcriud-- though written notice to the
Service Provider. If the Nctwork suspends or terminates this Agreement, Service
Provider shall be entitled to reimbursement for allowable services performed in
accordance with this agreement prior to such termination or suspension.
3. Compensation. In consideration of the Service Provider performing the scrviecs
specified in this Agreement, the Network agrees to pay the Service Provider an amount
not to exceed the sum of $Grant Amount- calculated on tlrc actual allowable expenses of
the Service Provider pursuant to this Agreement. The term "allowable expenses" shall
mean those expenses identified in Appendix B entitled "Budget" attached hereto and
incorporated herein by this reference. The Service Provider shall be reimbursed only for
actual allowable expenses in accordance with this Agreement after submitting to the

Network proof of actual expenditures unless otherwise specifically established in this
Agreement. No reallocation or transfer of funds among budget categories shall occur
without the written consent of the Network. Service Provider shall submit an invuicc ill
the format provided by the Network on or about the first day of each calendar month for
expenses incurred the previous calendar mouth, with the exception of the final monthly
Invoice which must be received by the Network on or bcfure Juice 30, 1997.
4. Indemnification. The Service Provider agrees to indeninify and hold harmless the
Network, its Buard mcmbcrs, staff, agents, and representatives, and the Statc of
Washington from any and all claims, demands, losses, actions, and liabilities (including
costs and attorney fees) to or by any and all persons or entities, including without
limitation their respective agents, licensees, or representatives, arising from, resulting
from, or cunnu tcd with this Agreement to the extent caused by the negligent acts, errors,
or omissions of the Service Provider, its partners, shareholders, agents, employees, or by
the Service Provider's breach of this Agreement. The provisions of this section shall
survive the suspension, expiration, or termination of this Agrecinent.
5. Non-Discrimination. (NerworkActivities)-Nu pcrsun shall oil the grounds of race;
religion; color; national origin; guilder; disabled veteran or veteran of the Vietnain cra
status; marital status; age; sexual orientation; the presence of physical, mental, or sensory
handicaps; or any other protected status (under local, state, or federal law) be excluded
from participation in, be denied benefits of, or otherwise be subjected to discrimination
under any activities of the Network. (General Nun-Discriminutiuri) In all of the Service
Provider's services, programs, activities, or hiring and employment there shall be no
discrimination by the Service Provider or the Service Provider's employees, agents,
subcontractors, or mpm-Nuntatives on the basis of gender, veteran's status, age (except
minimum age and retirement provisions established by law), race, color, creed, national
origin, marital status, or the presence of any disability, including sensory, mental, or
physical handicaps, unless based on a bona fide occupatiurial qualification relating to
hiring and employment.
6. Insurance. (Coverage) The Service Provider shall procure and maintain for the
duration of this Agreement insurance against claims fur inj urics to persons or property
which may arise from or in connection with services provided by Service Provider, its
agents, employees, or volunteers under this Agreement. Service Provider agrees to
provide comprehensive general liability insurance acid sliall maintain liability liiuits of
not less than one million dollars ($1,000,000) combined single limit coverage per
occurrence for bodily injury, personal injury, and property damage. Service Provider
shall also provide and maintain professional liability cuvcragc including errors and
omissions coverage in the minimum liability amount of one million dollars ($1,000,000)
combined single limit per occurrence for bodily injury, personal injury, and property
damage. (General Provisions) Any deductibles or self-insured rctcntiuns must be
declared to the Network. At the option of the Network the insurer shall reJucc or
eliminate such deductibles or self insured retentions as respects the Network or Service
Provider shall procure a bond guaranteeing payment of losses and related investigations,

claim administration, and defense expenses. The policies are to contain or be endorsed to
contain the following provisions: the Network, its Board members, employees, agents,
and representatives are to be cuvcrcd as insureds as respects liability arising out of
services or activities performed by or on behalf of Service Provider, its employees,
agents, and volunteers. The coverage shall contain iiu special lirnitatiorrs on lire scupV of
protection afforded to die Network, its Board members, employees, agents, or
rcprescnlntivcs. Service Provider's insurance shall be primary insurance as respects the
Network, its Board members, employees, agents, and representatives. Any insurance or
self insurance maintained by the Network shall be in excess of Service Provider's
insurance and shall not contribute to it. Any failures to comply with reporting provisions
of the policy shall not affect coverage provided to the Nctwurk, its Board members,
employees, agents, or representatives. Coverage shall state that Service Provider's
insurance shall apply separately to each insured against whorrr claim is brought or suit is
brought except with respect to the limits to the insurer's liability. Each policy required by
this clause shall be endorsed to state that cuv--ragc shall not be suspended, voided,
canceled, reduced in coverage, or in limits except after thirty (30) days prior written
notice by certified snail return receipt requested has been provided to the Nctwork.
Service Provider agrees to pruvidc copies of the Certificates of Insurance at the time this
Agreement takes effect. The Network reserves the right to require complete, certified
copies of all required insurance policies at any time.
7. Independent Contractor/Assignment. The Service Provider is an inclc:pendent
contractor and not the agent or employee of the Nctwork and no liability or responsibility
shall attach to the Network by reason of entering into this Agreement except as provided
herein. The services required under this Agreement may not be assigned or subcontracted
by the Service Provider withuut line prior written consent of the Network.
8. Books and Records. The Servicc Pruvidcr agrees to maintain or ensure maintenance
by its fiscal agent of accounts and records in accordance with State; Auditor's prouc lures,
including personnel, property, financial, and programmatic records which sufficiently
reflect direct and indirect costs and services perfurmud urrckr this Agreement. The
Service Provider agrc;es to maintain all books and records relating to this Agreement for a
period of three (3) years following the elate this Agreement expires or is otherwise
terminated. The Servicc Provider agrees that the Network may inspect such ducuments
at any reasonable time within the three (3) year period.
9. Performance and Evaluation. The Service Provider agrees to the terms of Appendix
B, "Scope of Service and Process Measures," and Appendix C, "OuLcornes and OutcorYte
Evaluation," attached hereto and incurpuratul herein by this reference. The Service
Provider agrees to accept a site visit and/or program audit by staff and/or Board inember-s
of the Network when requested to do so.
10. Community Notification. The Service Provider dgrces to include in all published
materials and publicity notice that the project is supported by the South King County
Community Network, ,

11. General Provisions. This Agreement shall be governed by the laws, regulations, and
ordinances of King County and the State of Washington and, where applicable, Federal
law of the United States. This Agreement may be arneiided only by written instrwnent
signed by both the Service Pruvi&r and the Network. Should it become necessary to
enforce any terms or obligations of this Agreement, then all costs of enforcement
including attorney fees and expenses and court cults shall be paid to the substantially
prevailing parry. Service Provider abuees to comply witli all local, state, and federal laws
applicable to its performance. under this Agreement.

Appendix B
Scope of `York and Process Measures
Summary
The City of Auburn, through the Auburn Youth Participation Initiative (AYPI), will provide
late night and after school programs for youth; respite care for youth with special needs;
community outreach, neighborhood organization, and education to decrease the availability
of drugs and reduce substance abuse.
Staff and Services:
(a) AYPI will provide personnel, both paid and volunteer, -along with program materials
for six Late Night Programs directed at youth ranging from ages 12 to 17 years.
Each event will serve approximately 200 youths for an anticipated total of 1,200
youths over the grant period.
.(b) AYPI will provide personnel and program materials for an After School Program at
two sites for pre-teen youth for the duration of the grant period. Each site will serve
approximately 20 youth.
(c) AYPI will contract with the Children's Home Society for a 0.47 FTE community
organizer. This community organizer will, in addition to other duties and
responsibilities, survey and assess needs in south Auburn neighborhoods, recruit and
train community leaders and volunteers, and implement community-driven services
at the Mt. Baker Neighborhood Family Center.
(d) AYPI will contract with Auburn Youth Resources to facilitate a minimum of one
workshop at the information fair for Riverside High School; develop a "peers
educating peers" program that includes training for paid staff and volunteers who are
engaged in youth programs and activities; increase awareness of substance abuse-
related issues; and deliver a "drug-free neighborhood" workshop at the Mt. Baker
Neighborhood Family Center.
(e) AYPI will contract with ACAP Child and Family Services for 80 hours of respite
care per week for parents with children who have behavioral problems. Respite care
will include counseling and supportive services to help the child and parents become
or remain active members of the community.

AYPI commits to the following process benchmarks and will provide a report to the
Network on each benchmark within ten (10) days of the target date:
First thirly (30) days of grant period
Staff hired.
Contracts established.
After school program and respite care services begin.
First sixty (60) days of grant period
Late Night Events scheduled.
Peers Educating Peers curriculum developed.

Appendix C:
Outcomes and Outcome Evaluation
The following outcomes are anticipated: increased neighborhood attachment among
participating youth and parents; increased family management/support skills for
participating parents; increased positive youth bonding for participating youth.
In cooperation with the Network, AYPI will report the following measurements of
outcome-related indicators. The format and content of written instrument.9 and reports
shall be approved by the Network.
An analysis of the impact of the Late Night Program on juvenile arrest rates within the
program period.
Pre- and post- program data including information about attendance and performance in
school, the incidence of problem behavior, and the ability to reduce or avoid problem
behavior for youth and families panieipating the Amer School Program.
13aseline and end-of-period data concerning the number of families and volunteers
participating in events at the Mt. Baker Neighborhood Family Center.
Pre- and post-program data concerning the impact of respite care on youth behavior for
yuutli and families receiving respite care.
Pre- and post-program attitudinal surveys of participants in substance abuse workshops.
