HomeMy WebLinkAbout5067 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 ORDINANCE NO. 5 0 6 7 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTONt ~LMENDING ORDINANCE NUMBER 4845, WHICH ORDINANCE APPROVED THE 1996-1997 APPROPRIATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN 1996, TO REALLOCATE AND REAPPROPRIATE CERTAIN UNUSED CDBG FUNDS IN THE AMOUNT OF FIFTY THOUSAND AND NINETY-SIX DOLLARS ($50,096) TO BE USED FOR THE 1996-97 CDBG PROGRAM YEAR BUDGET. WHEREAS, WHEREAS, WHEREAS, certain 1996-97 Community Development Block Grant funds appropriated to Community Health Centers of King County remain unused; and the Auburn Food Bank, which was originally granted the sum of Forty Thousand Dollars ($40,000) for its expansion project in ]996 is in need of additional funds; and it is in the best interest of the City of Auburn and its citizens to amend Ordinance number 4845 to release and reallocate certain specified unused funds appropriated therein and to reallocate and reappropriate those funds in order to address current needs; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY' OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Amendment to Ordinance No. 4845, to reallocate and reappropriate Fifty Thousand and Ninety-Six Dollars ($50,096) from Sidewalk Repair to Food Bank Facility Expansion in the 1996-97 CDBG program year budget. Ordinance No. 5067 January 15, 1998 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 Ordinance No. 4845 on April 15, 1996, and published April 24 amended by Ordinance No. 4913 on October 2, amended to reallocate and reappropriate 1996-19!)7 approved by the Auburn City Council , 1996, and as 1996, is hereby Community Development Block Grant Funds in the amount of Fifty Thousand and Ninety-Six Dollars ($50,096) allocated to "City of Auburn: Sidewalk Repair Program" as provided in }Exhibit "A," to "Food Bank: Facility Expansion and Improvements," which is incorporated herein by this reference. Section 2. The project funds may be used only to complete parking lot improvements and landscaping requirements as part of the overall expansion of the Auburn Food Bank. Section 3. The project funds must be used to the benefit of iow and moderate income people. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 5. Severabilit~. The provisions of this Ordinance are declared to be separate and severable. YWCA Homeless/Transitional Housing Programs: Operational support for emergency shelters and transitional housing units for homeless people. ACAP Child Care: Subsidize child care services for the working parents of low and moderate income families residing within the city limits of Auburn. Catholic Community Services: Emergency Services: Operational support of the Emergency Assistance Program that provides assistance to the residents of Auburn toward meeting basic, emergent needs such as rent/shelter, food, clothing, utilities, gas, medicines, households goods, furniture and retbrral to other social service agencies and community provider. $ 35,000 $12,000 $ 9,667 $ 5,000 Budget Priority 14 Budget Priority NEIGHBORHOOD REVITALIZATION: City of Auburn: Housing Repair Program: Grants of less than $3,000 and/or loans of less than $10,000 for necessary repairs and renovation of single family homes owned and occupied by low and moderate income residents of Auburn. City of Auburn: Sidewalk Repair Program: Pay the special assessments of low and moderate income households in improvement districts established for sidewalk repairs and/or the removal of pedestrian hazards along City sidewalks. PUBLIC FACILITIES: $100,000 $14,904 Ordinance No. 5067 Exhibit "A" January 15, 1998 Page 5 4 8 9 10 11 5 6 YWCA: Permanent Housing for Homeless Families: Make necessary repairs to the transitional housing units operated by the YWCA in Auburn to include, but not limited to, electrical repairs and the installation of insulated windows. Auburn Community Health Center: Roof Replacement' Rebuild and/or replace the roof of the Auburn Community Health Center located at 105 "A" Street S.E., Auburn. ACAP Kitchen Exoansion: Renovate the current kitchen facility and make the improvements necessary to feed approximately 100 children two meals per day. Food Bank: Facility Expansion and Improvements: Renovations at the Auburn Food Bank that include expanding the waiting room, improving the distribution ama, construction of a meeting room, and a walk-in refrigerator/freezer, and adding the required additional parking and landscaping as part of the facility expansion. Valley Cities: Handicap Accessibility: Install fixtures and make the building modifications necessary to provide accessibility to handicapped individuals. AYR: Various Building Improvements: Building improvements that include: installation of an air conditioning system at AYR's central office; baseboard heaters and structural reinforcement of the dining room at the Severson House; installation of new carpet, interior and exterior paint, and remodeling at the AYR Annex. Mental Health Housing Foundation: Roof Replacement' Repair and/or replace the roof on two housing units currently occupied by very low income mentally ill adults. United Cerebral Palsy: Communit~ Living Program: Provide local match to grants and loans necessary to purchase land and construct a single-family house for very low income, developmentally disabled adults in Auburn.
