HomeMy WebLinkAbout5335 ORDINANCE NO.5 3 3 5 AN ORDINANCE OF THE CITY COUNCil OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE OF A GRANT FROM U.S. DEPARTMENT OF JUSTICE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES FOR GRANT NUMBER 96UMWX0728 SUPPLEMENT NO.1 TO HIRE lAW ENFORCEMENT OFFICERS. WHEREAS, the City Council of the City of Auburn must adopt and approve all appropriations by Ordinance pursuant to Chapter 35A.33 RCW; and WHEREAS, the funding under this project is for the payment of salaries and approved fringe benefits for three years for sworn entry level career law enforcement officers, lateral transfers, or rehired officers; and WHEREAS, the COPS Universal Hiring grant funds must be used to hire one or more new additional career law enforcement officers, beyond the number of officers that would be hired or employed by the grantee in the absence of the grant; and WHEREAS, Ordinance No. 4890 was passed on July 15, 1996, which authorized the acceptance of the original grant; and WHEREAS, additional grant funding is available to the City. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOllOWS: Section 1. Purpose. Pursuant to Chapter 35A.33 RCW, the City Council hereby accepts the appropriation of a grant funds in the amount of Ordinance No. 5335 January 3, 1999 Page No. 1 $600,000 or from the U.S. Department of Justice Office of Community Oriented Policing Services according to Grant Number 96UMWX0728 Supplement NO.1 and authorizes the Mayor to execute the Universal Hiring Award contract, a copy of which is attached hereto as Exhibit "A" and is incorporated herein by reference. Section 2. The 2000 budget is amended to authorize the receipt and expenditure of grant funds in the amount of $600,000 in accordance with Grant No. 96UMWX0728 Supplement No. 1 of the United States Department of Justice Office of Community Oriented Policing Services for the purposes of hiring law enforcement officers. Section 3. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the direction of this legislation. Section 4. Constitutionality or Invalidity. If any section, subsection, clause or phrase of this Ordinance is for any reason held to be invalid or unconstitutional such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this Ordinance, as it is being hereby expressly declared that this Ordinance and each section, subsection, sentence, clause and phrase hereof would have been prepared, proposed adopted and approved and ratified irrespective of the fact that anyone or more Ordinance No. 5335 January 3, 1999 Page NO.2 section, subsection, sentence, clause or phrase be declared invalid or unconstitutional. Section 5. Effective Date. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and publication, as provided by law.
