HomeMy WebLinkAbout6000ORDINANCE NO. 6 0 0 0 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING CHAPTER 2.42 OF THE AUBURN CITY CODE RELATING TO THE MEMBERSHIP, APPOINTMENT AND TERMS, POWERS AND DUTIES OF THE MEMBERS OF THE PARKS AND RECREATION BOARD WHEREAS, the Auburn City Council desires to change the name of the Board of Parks and Recreation Commissioners to reflect the broader focus of the Department of Parks, Art, and Recreation, and to expand the responsibilities of the Board to provide public policy recommendations to the City Council regarding community programs, services, natural resource and land stewardship, cultural diversity, and Parks, Art and Recreation Department - related special events; and WHEREAS, the current provisions of the City Code no longer represent the mandate of the City Council or the structure of the board as it pertains to the manner in which the Board functions; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN as follows: Section 1. AMENDMENT TO CITY CODE. Words, as used in this chapter, shall have the following meanings: A. "Board" means the ~a~d-members of ~!~-the parks and recreation sar~~~+ss~o+~e~s:baard as a whole B. "Park" means an area of land, with or without water, developed and used for public recreational purposes, including landscaped tracts; picnic grounds; playgrounds; athletic fields; recreation centers; camps; foot, bicycle, and bridle paths; motor vehicle drives;1 wildlife sanctuaries; museums; zoological and botanical gardens; facilities for bathing, boating, hunting, and fishing; as well as other recreational facilities owned by the city and utilized for the benefit of the public. There is created a parks and recreation ee~+s~i~~e~board, consisting of seven members1 who shall be appointed by the mayor with the consent of the s+~~-se~~e+E-~~e~~-sF~+z-e~'.~-c~f-~e~e~e~' f'~n~~ #e~~}~e~+~ie~--City Council to serve a three year term~ or mav be assiqned to fill the unexpired term of the person they are replacinq. Exception to this rule mav be Ordinance 6000 February 15, 2006 Page 2 of 6 made, at the discretion of the mayar and the city council in instances where an appointee brinqs a sqecial interest or talent to the board. From and after February 21 2006 when any member of the Board has three unexcused absences in succession, or misses more than 25% of the reqular meetin~s af the baard during any calendar year, the mayor of the city shall have the authoritV ta dismiss the member fram the board without statinq any cause for the dismissal except as otherwise provided bv law (Ord. 5803 § 6, 2003; Ord. 3523 § 2, 1980.) 2.42.050 Organization - Quorum. , ^ nrn it~~.~.#; a-se~~; ,~~~-s~ ~„~a",~h~r ~~.,.ar~~c .Y,~„ ho n~~es~sa~}~:Each year, at the first meefiinc~ of fihe board the members will select a chairperson and a vice-chairperson. It shall be the duty of the ~e~-i~chairperson to preside at all meetings of the board and of the s.,rr~±N ~,, ±4 UooN minN~~o~ ~fvice-chairperson to preside at all meetings a~d-e#~W-pr-oE-e~i~g~ ^~f-~"°~2a-r~in the absence of the chairpersan. A majority of the board shall constitute a quorum for the transaction of business, and #-u~e-affirmative votes from a maiority af the members present and votinq shall be necessary to carry any proposition._ A meeting of the board shall be held at least once a month. The board shall also advise the city council on policies reqardinq park issues such as recreation opportunities for a wide range af interests aqes and abilities; cultural diversity~ community,centers• parks and recreation on department-related special events. That if any provision of this Ordinance or the application thereof to any person or circumstances is held to be invalid, the remainder of such code, ordinance or regulation or the application thereof to other person or circumstances shall not be affected. Section 3. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 4. Effective Date.
