2 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, REPEALING AND CREATING
3 SECTIONS 8.08.266, 8.08.260, 8.08.240, 13.04.360,13.20.480, AND
13.20.520 OF THE AUBURN CODIFIED CITY ORDINANCES PERTAINING
4 TO WATER RATES, SEWER RATES, AND GARBAGE RATES FOR THE CITY
OF AUBURN, WASHINGTON.

6 THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO
7 ORDAIN AS FOLLOWS:
8 Section 1.; Auburn Codified City Ordinances 13.04.360 Rates--Generally is
9 hereby repealed in its entirety.
10 Section 2. There is herewith created a new Auburn Codified City
11 Ordinances 13.04.360 Rates--Generally which shall read as follows, to-wit:
3.2 "13.04.360 Rates - Generally.
13 Effective the first billing of July 1985, the monthly rates for water
14 supplied by meter shall be as follows:

26 Provided, however, that thirty-seven percent shall be
27 added to all rates for water delivered outside the city
limits. City of Auburn utility taxes are included in
28 the monthly rate."
29 Section 3. Auburn Codified City Ordinance 13.20.480 Sewage Disposal
30 Service Charge - Residential Occupancies, is hereby repealed in its entirety.

Section 4. There is herewith created a new Auburn Codified City
1 Ordinance 13.20.480 Sewage Disposal Service Charge - Residential Occupancies,
2 which shall read as follows, to-wit:
3 "13.20.480 Sewage disposal service charge - Residential
4 occupancies.
5 Effective the first billing of July 1985, billing rates and charges
6 for sewage disposal services shall be as follows.
7 (A) Residences: Eleven dollars and eighty-nine cents per
8 month, for each single family residence within the
corporate city limits. Thirteen dollars and thirty-
9 eight cents per month for each single family resi-
dence outside the corporate city limits.
10 (g) Non-single family residential: All users other than
11 single family residential shall pay Eleven dollars
and eighty-nine cents per month for the first 900
12 cubic feet and one dollar and twenty-three cents-per
every 100 cubic feet thereafter.
13 Non-single family residential users outside the cor-
14 porate city limits shall pay Thirteen dollars and
thirty-eight cents per month for the first 900
15 cubic feet and one dollar and forty cents per every
100 cubic feet thereafter.
16 (C) Municipality of Metro Sewer Charges: These charges
17 are include in the monthly rates stated above for
residential and non-single family residential rates.
18 Any Metro cost increases charged to the City of
Auburn will be passed along to Auburn customers.
19 (D) City of Auburn utility taxes: These charges are
20 included in the monthly rates state above."
21 Section 5. Auburn Codified Ordinance 13.20.520 Sewage Disposal Service
22 Charge - Service Without City Water, is hereby repealed in its entirety.
23 Section 6. There is herewith created a new Auburn Codified Ordinance
24 13.20.520 Sewage Disposal Service Charge - Service Without City Water, which
25 shall read as follows, to-wit:
26 "13.20.520 Sewage disposal service charge - Service without city
27 water.
28 Effective on the.first billing of July 1985 the monthTy charge rates
29 and charges for sewage disposal services shall be as follows:

(A) In the event that water obtained form other sources
1 than purchased from the city is either discharged
or drained into the sewer system, single-family
2 dwellings and multiple dwelling units shall be
charged by one of two following methods:
3 1. Eleven dollars and eighty-nine cents per
4 dwelling unit or dwelling space occupied or
unoccupied within the corporate city limits and
5 thirteen dollars and thirty-eight cents per
month for each single family residence outside
6 the corporate city limits.
7 2. The property owner of such private water
system, upon explanation to the director of
8 public works, may request a water meter to be
installed into such private water system at no
. 9 cost to the property owner. The method of
billing shall be in compliance with subsection
10 B of Section 13.20.480.
11 (B) Other than single-family and multiple dwellings, the
director of public works shall install a water meter
12 into such private water system at no cost to pro-
perty owners and the method of billing shall be in
13 compliance with Section 13.20.480 (B); or where spe-
cial condition exist in which said alternatives are
14 considered not practical, the director of public
works shall impose a fixed rate of charge to such
15 customers subject to the approval of the city
council."
16 Section 7. Auburn Codified City Ordinance 8.08.240 Collection Charges -
17 Residential or Commercial Collections, is hereby repealed in its entirety.
18 Section 8. There is herewith created a new Auburn Codified City Ordinance
19 8.08.240 Collection Charges - Residential or Commerci,al Collections which
20 shall read as follows, to-wit:

9 (8) Garbage can rental rates shall include spring
cleanup projects, garbage generated from all city
10 buildings and parks, and street refuse disposal con-
tainers. Dump fees for the spring cleanup will be
11 pai d by the ci ty.
12 (C) Additional collections for garbage cans in excess of
once a week pickup, or for additional cans shall be
13 at the rate of two dollars and eighteen cents for
each additional can. Payment for collection in
14 excess of once a week pickup for dumpster services
codes 10, 11, 12, 13 and 14 shall be at the monetary
15 ►^ate multiplied by the frequency of pickup per week.
16 (D) There shall be a minimum residential garbage collec-
tion charge of six dollars and fifteen cents per
17 occupied dwelling."
18 Section 9. Auburn Codified City Ordinance 8.08.260 Non-Owned Detachable
19 Containers - Rental Rates, is hereby repealed in its entirety.
20 Section 10. There is herewith created a new Auburn Codified City
21 Ordinance 8.08.260 Non-Owned Detachable Containers - Rental Rates, which
22 shall read as follows, to-wit:
23 "8.08.260 Nonowned detachable containers rental rates.
2~ Effective the first billing of July 1985, the following
rates shall be charged for provision of nonowned
25 detachable refuse containers for residential or commer-
cial collections.
26 One cubic yard $ 4.64 per month
Two cubic yards 6.96 per month
27 Four cubic yards 10.44 per month
Six cubic yards 12.75 per month
28 Eight cubic yards 15.07 per month

4 Provided, however, that persons, firms or corporations may
furnish their own detachable bulk containers on approval of
5 the sanitation supervisor. These containers shall be
constructed so they can be readily picked up by the collec-
6 tor of refuse.u
7 Section 11. Auburn Codified City Ordinance 8.08.266 Special Services, is
8 hereby repealed in its entirety.
9 Section 12. There is herewith created a new Auburn Codified City
10 Ordinance 8.08.266 Special Services, which shall read as follows, to-wit:

12 (A) Stationary Compactor Service (Customer Owned)
Hauling Charge
13 8 cu. yd through 25 cu. yd $65.22
30 cu, yd. $65.22
14 35 cu. yd through 40 cu, yd. $65.22
The above rates apply if hauling distance is less
15 than six miles measured one way from point of origin
to point of disposal.
16 Mileage charge. The city shall charge one
dollar and fifty-one cents per mile if hauling
17 distance is more than six miles from point of ori-
gin to point of disposal and return to point of ori-
18 gin. On Items 22,31 and 34, as listed in Section
8.08.240, stationary compactor service and temporary
19 services the disposal fee shall be paid by the
customer, billed by the city.
20 (B) Temporary Service(i.e., Demolition Material)
21 When a container or containers, twenty and thirty
cubic yards (drop boxes), are provided for tem-
22 poraty service, the customer shall pay an initial
delivery charge of sixteen dollars and twenty-three
23 cents plus a minimum of two dollars and forty-eight
cents service charge per day for each day or frac-
24 tion thereof, the container is in service.
The material disposed of for temporary service
25 does not ordinarily contain putrescibles and may be
disposed of by weight. The customer shall therefore
26 pay the dump fee for each dump whether disposed of
by weight or by the cubic yard. The haul charge
27 shall be as follows:

(C) Hourly Charge.
1 Where the contractor provides the service of
cleanup, the hourly charge for a truck and driver
2 shall be forty-six dollars and thirty-eight cents
per hour and each extra man shall be at the rate of
3 twenty-three dollars and nineteen cents per hour.
Where hourly charges are made, the customer shall
pay the dump fee.

5 (D) Special Washing and Sanitizing of Containers and
Drop Boxes. Customer request for special steam
6 cleaning and sanitizing shall be at the rate of ten
dollars and sixty-four cents (including pickup and
delivery) on one and two cubic yard containers, and
7 thirty dollars and sixty-nine cents (including
pickup and delivery) on containers (drop boxes) ten
8 through fifty cubic yards.
9 (E) Special and/or Unscheduled Container Dumps of One
10 and Two Cubic Yard Containers. Special and/or
unscheduled customer requests for additional collec-
~1 tions shall be at the rate of eight dollars and
twenty-five cents for one cubic yard containers and
eleven dollars and ninty-two cents for two cubic
12 yard containers. "
13 Section 13. The Mayor is hereby authorized to implenent such administra-
14 tive procedures as may be necessary to carry out the directions of this
15 legislation.
16 Section 14. This Ordinance shall take effect and be in force five (5)
17 days after its passage, approval and publication, as provided by law.
