AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AMENDING
SECTIONS 2.03.040, AND 2.03.090 OF THE AUBURN
CITY CODE RELATED TO THE ORGANIZATION OF
CITY ADMINISTRATIVE GOVERNMENT
WHEREAS, the City of Aubum has functioned very well with its organizational
structure and its capable and quai�ed employees; and
WHEREAS, with the election of a new Maybr and the individual prerogatives of
the new Mayor's administration, it is understandable and reasonable that changes
would be made that better suit that administration; and
WHEREAS, in connection with the commencement of the new Mayoral
administration, it is appropnate that changes affecting the administra4ion be reflected'in
the City Code, yet preserying the responsibilities and prerogatives of the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN as follows:
Section 1. AmendmeM to Citv Code. That Section 2.03.040 ofi the Aubum
City Code be and the same hereby is amended to read as follows:
2.03.040 Appointrnent of appointive officers.
A. The �ays�Mavor shall appoint; and at his/her pleasure may
remove, all si�}r—C�appointive officers, subject to the provisions of any
applicable law, rule or regulation pertaining to civil service, state law or city
ordinances. This appointive authority applies to acting, interim and pertnanent
appointive office . : of those departments and
divisions listed in Title 2 of the Citv Code.

�B. The Mavor shall also have the authoritv to make �
temqorarv assignments of positions_, including but not limited to �b4i�Public
safeEy—Safe �Director or �1i�Public sa�e�r—Safe sqie�Chief arid
de�y-De u ' Police sMie#Chief, or equivalent positions.
C. It is provided, however, that appointrnent or termination of the si�y
Ci�a#er�ey—Attornev shall be subject to confirmation by a majority of the
members of the siEy-C�sedasilCouncil. It is further provided that termination of
the_Police Chief shall be subiect io anv applicable statutes or rules regardinq
termination of a police chief for cause..
D. The Mavor shall submit to the Citv Council for review an
orqanizational chart showinct current orqanizational reoortina relationshins and

Section 2. Amendment to Citv Code. That Section 2.03.090 of the Auburn
City Code be and the same hereby is amended to read as follows:
2.03.090 Departmental coordination duties.
A. The aaayeFMavor shall be responsible for the coordination of tHe
activities of the various siEy-Citv �e�a#aaeatsDeoartments, beaFds-Boards and
sea�issiea�Commissions to eliminate waste and duplication of efforts, prevent
the de�ar�eRts-Deoartments ftom working at cross purposes, avoid conflicts'in
authority, and promote effective liaison between all agencies that work for the
�C�•
B. In furtherance of the coordination duties set forth in this Section. the
Mavor is authorized to change the reportinq �equirements of and amonq the
various aaoointed officers, includinct movina said officers to different deaartments
or divisions. Provided, that the Mavor shall not chanqe the reaortina
reauirements of aapointed officers in the Office of the CiN Attornev. Citv Clerk. or
of commissioned officers of the Police Department.
C. If the chanqe in reportinq requirements chanpes the aowers or �
duties of a City Department as set forth in this Code and as specified in state.
statute. the Mavor shall brinq an amendment to the applicable Code sections

before the Citv Council for review and approval as soon as practicable. (1957
code § 1.03:1D0.)
Section 3. Imolementation. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry out the directions of this
legislation.
Section 4. Severabilitv. The provisions of this ordinance are declared
to be separate and severable. The invalidity of any clause, sentence, paragraph,
subdivision, section or portion of this ordinance, or the invalidity of the application
thereof to any person or circumstance shall not affect the validity of the remainder of
this ordinance, or 4he validity of its applicatian to other persons or circumstances.
Section 5. Effective date: This Ordinance shall take effect and be in force
five days ftom and after its passage, approval and publication as provided by law.
