HomeMy WebLinkAbout4319 1 ORDINANCE NO. 4 3 1 9 2 AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING AUBURN CITY CODE 3 SECTION 2.06.220 ENTITLED "COMMITTEE ON COMMITTEES" AND RELATING TO THE COMMITTEE MEETING DATES. 4 5 THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: 6 Section 1. Ordinance No. 4268 passed by the City Council on February 1, 7 1988 and purporting to amend Section 19 (C) of Ordinance No. 2401 (November 3, 8 1969) as amended by Ordinance No. 2603 (December 6, 1971) and relating to 9 meeting dates of the Auburn City Council Committee on Committees is hereby 10 repealed in its entirety. 11 Section 2. Subsection B of 2.06.220 of the Auburn City Code entitled 12 "Committee on Committees" as passed by Ordinance No. 2401 (November 3, 1969) 13 as amended by Ordinance No. 2603 (December 6, 1971) and Ordinance No. 3603 14 (February 17, 1981),and relating to the Appointment and Powers of the Council 15 Committee on Committees, is hereby amended as follows : 16 2.06.220 Committee on committees. 17 There is created and established a council committee on com- 18 mittees for the city council , the appointment, duties and 19 functions thereof to be as follows: 20 A. Appointment. Membership in the council committee on 21 committees shall consist of the three council members 22 having the longest tenure on the city council . Longest 23 tenure is to be calculated as the total of consecutive ser- 24 vice as a city councilman. In the event of two or more mem- 25 bers having equal tenure, the chairman and members shall be 26 selected on the basis of the largest number of votes received 27 at the most recent general election. Councilmen whose term 28 of office will expire p prior to or during the first meeting of 29 a new council and have not been reelected or appointed to 30 ------------------------ 31 Ordinance No. 4319 32 Page One 1/9/89 I another term of office extending beyond the first meeting of 2 a new council shall not be allowed to serve on the new 3 council committee on committees or allowed to vote on the 4 approval of membership of the new committees. 5 B. Powers and Functions. The function of the council committee 6 on committees is to supervise the formation and membership of 7 all standing committees of the city council . The council 8 committee on committees shall , subject to the approval of a 9 majority of the entire city council , designate all of the 10 standing committees of the city council . In addition, the 11 council committee on committees shall ((biannual-}y)) bien- 12 nially at the first meeting of a new council , or periodi- 13 cally, submit a list of the proposed members for all standing 14 committees of the city council fora approval b majority PP Y a ma J tY 15 vote of the entire city council . The council committee on 16 committees shall also recommend the chairman for each 17 standing committee of the city council , which recommendation 18 shall also be subject to approval by a majority vote of the 19 entire city council . The membership of all standing commit- 20 tees of the city council shall consist exclusively of council 21 members. Each chairman of any standing committee of the city 22 council shall , in the absence of a quorum at a meeting of his 23 particular standing committee, have the authority to appoint 24 a nonmember of his standing committee, from the city council 25 to that standing committee for that meeting to create a 26 quorum for that meeting, or in the chairman's absence the 27 vice-chairman shall be able to appoint another city coun- 28 cilman to that particular committee in the absence of a 29 quorum. 30 ------------------------ 31 Ordinance No. 4319 Page Two 32 1/9/89 I Section 3. There is hereby added a new Subsection C, to Section 2.06.220 2 of the Auburn City Code to read as follows: 3 C. Meeting Dates. The Auburn City Council Committee on 4 Committees shall meet biennially upon the seating of each 5 new City Council or as needed. 6 Section 4. The Mayor is hereby authorized to implement such administra- 7 tive procedures as may be necessary to carry out the directions of this 8 legislation. 9 Section 5.
