AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, CREATING
3 THE AUBURN ARTS COMMISSION, DEFINING THE DUTIES AND FUNCTIONS
OF THE COMMISSION, AND ESTABLISHING THE METHOD OF APPOINTING
4 MEMBERS TO THE COMMISSION.

WHEREAS, there is a need to develop a wider audience and appreciation for
6
the arts; and
7
WHEREAS, there is a need to provide services for a variety of special
8
groups including children, handicapped, minorities and the elderly; and
9
WHEREAS, there is a need to contribute to the quality of cultural and art
10
appreciation in cooperation with local education; and
11
WHEREAS, there is a need to support, nurture, and coordinate local arts
12
and cultural activities.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO
14
ORDAIN AS FOLLOWS THAT:

Section 1 . There is hereby created an arts commission to be known as
16
Auburn Arts Commission.

Section 2. Within funds appropriation, the arts commission may; alone or
18
in cooperation with any other private, civic or public body of any city,
19
county or the State of Washington, initiate, sponsor or conduct programs
20
calculated to further public awareness of and interest in the visual ,
21
cultural , and performing arts.

Section 3. The membership of the arts commission shall be twelve (12)
23
members to be appointed by the Mayor with the approval of the City Council .

Of the first twelve (12) members appointed, four (4) for one (1) year, four
25
26 (4) shall be appointed for two (2) years and four (4) shall be appointed for
27 three (3) years, with the respective terms of each initial appointee to be
28 determined by lot. Subsequent appointments shall be for a period of three (3)
29 years or for the unexpired balance of the term for which appointed, whichever
30 is the lesser period. In addition to the twelve (12) appointed members, one
31 member of the City Council shall be designated by the Mayor to serve as a ex
32 officio member of the arts commission.

1 Section 4. The arts commission shall elect its officers, including a
2 chairman, vice chairman, and such officers as it may deem necessary. Such
3 persons shall occupy their respective offices for a period of one (1) year.
4 The arts commission shall hold regular public meetings at least monthly.
5 Section 5. The arts commission shall adopt rules for transaction of busi-
6 ness and shall keep written minutes of its proceedings, which minutes shall be
7 a public record.
8 Section 6. The arts commission shall not incur any indebtedness on behalf
9 of the City without express approval of the Mayor and the City Council .
10 Section 7 . The Mayor is hereby authorized to implement such administra-
11 tive procedures as may be necessary to carry out the directions of this
12 legislation.
13 Section 8. This ordinance shall take effect and be in force five (5) days
14 from and after its passage, approval and publication, as provided by law.
