MINUTES
Commissioners Present: Herman Ansingh, Ron Carson, Paul

Arts Commission Staff Present: Josie Emmons, Susan Sagawa
City of Auburn Staff Present: Betty Sanders, Jack Locke
Chair Norman called the meeting to order at 4:30pm. She asked
the minutes be approved as mailed. Commissioner Egbert moved
the minutes be approved. Commissioner Gardner seconded the
motion. Discussion followed. Commissioner Dodsworth corrected
the minutes in item number 3: He did not make the Gallery
Report. Commissioner Carson gave the report. The minutes were
approved as amended.
Chair Norman announced the resignations of Commissioners
Seman and Lindbloom. The Commissioners expressed
appreciation of the hard work and efforts put forth by these
commissioners over the past several years. Karla Seman will be
honored with a plaque at the January 20 City Council meeting.
Roma Lindbloom will also be given a plaque of appreciation by the
City Council. Staff will schedule that with her and let the
commissioners know when that honor will take place. Chair
Norman then announced the recommended appointment of Paul
Fouhy to the Arts Commission. Mr. Fouhy is a professional
director of regional theater and has taught drama at Auburn High
School since 1983.
The Commission reviewed its revised Commissioner
Responsibilities policy. Commissioner Ansingh moved the policy
be adopted. Motion seconded by Commissioner Sharrard.
Discussion followed. Several members inquired about the
possibility of limiting the number of terms members have. In
general, it was agreed that the purpose of term limits would be to
expand the interest and knowledge of the arts in the community by
giving more people an opportunity to serve on the Arts
Commission. A question was posed as to what is the natural
attrition on the Arts Commission. Staff will research and report
back to the Commission. Staff explained that the Commission
could make a recommendation to the Mayor that members serve a
limited number of terms but the decision was the Mayor's. To

impose term limits by policy, an Ordinance change would be
required. It was staffs recommendation not to change the
Ordinance. It was desired by the Commissioners to continue this
discussion, weighing its pros and cons. Following the discussion,
the motion was passed to approve the Commissioner
Responsibilities policy.
Jack Locke, City Engineer and Betty (13) Sanders, City Planner gave
a presentation regarding the Downtown Plan, the Metro 13us Hub,
and the RTA rail station. The time line is to open the RTA rail
station in late fall, 1999. A timeline for these three projects is
attached to the minutes. The RTA station and the Metro 13us Hub
are being designed as a Transit Center for Auburn. Planning is
taking place to include both facilities in one location. The goal is to
have businesses and private residences within an easy walking
distance to the station. The Transit Center will become a focal
point for the community; a place that is both a destination point
and a gateway to Auburn. Because of this, it is important to
design a place which is "people friendly." The inclusion of artwork
is one important aspect of this. The Arts Commission was made
aware that it is important to select an artist this spring to begin
working on the design team.
Commissioner Dodsworth moved that the Arts Commission adopt
the following statement:
The Auburn Arts Commission strongly supports
the inclusion of artwork into the infrastructure
of the Auburn Transit Center, including the RTA
Station and the METRO 13us Hub. The Auburn
Arts Commission supports and encourages the
involvement of an artist at the beginning of the
design phase in order to integrate the artwork
into construction. In addition, the Arts
Commission supports the placement of
freestanding works of art within the facility. The
Arts Commission is supportive of the adoption of
a 1% for art allocation for the RTA Station. The
Auburn Arts Commission will, in 1998, be a
partner in the design of the Transit Center and
share in the cost of artist design fees for this
important Auburn gateway.
Commissioner Sprenger seconded motion.
MOTION PASSED UNANIMOUSLY
III.
Due to unfinished business and the need for several
Commissioners to leave the meeting, there will be a special Arts
Commission meeting on Monday, February 2 at 4:30pm. The
regular meeting on February 9 will be canceled. There will be a
meeting either February 17 or February 23; announcement of this
date will be after the February 2 meeting.
The Arts Commission meeting adjourned at 5:45pm.
