LL 5�' � � V .?'.�I�•1 k WASHINGTON MINUTES FINANCE COMMITTEE NOVEMBER 21, 2005 CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall located at 25 West Main Street, Auburn, Washington. Committee members present were: Chair Backus, Vice Chair Lynn Norman, and Member Roger Thordarson. Also present during the meeting were Mayor Peter B. Lewis; Information Services Director Lorrie Rempher; City Attorney Daniel B. Heid; Finance Director Shelley Coleman; Human Resources and Risk Management Director Brenda Heineman, Community Development Administrator David Osaki; Auburn School District Associate Superintendent Michael Newman; Auburn School Board Member Dr. Therald Leonard; and Dieringer School District Superintendent Judy Neumeier-Martinson and City Clerk Danielle Daskam. APPROVAL OF MINUTES A. Minutes of the November 7, 2005 Finance Committee meeting. Vice Chair Norman moved and Member Thordarson seconded to approve the November 7, 2005 minutes. MOTION CARRIED UNANIMOUSLY. 3-0. CONSENT ITEMS A. Vouchers Claims F4.9.5 Claims check numbers 346519 through 346927 in the amount of $2,374,916.09 and dated November 21, 2005. 2. Payroll F4.9.2 Page 1 Finance Committee Minutes November 21, 2005 Payroll check numbers 514120 to 514262 in the amount of $667,743.30 and electronic deposit transmissions in the amount of $979,143.09 for a grand total of $1,646,886.39 for the pay period covering November 3, 2005 to November 16, 2005. Committee members reviewed the consent items and briefly discussed claims vouchers 346610, 346613, 346773, 346826, 346835, and 346846. Vice Chair Norman moved and Member Thordarson seconded to approve the consent items. MOTION CARRIED UNANIMOUSLY. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinance No. 5956 An Ordinance of the City Council of the City of Auburn, Washington, authorizing the levy of regular property taxes by the City of Auburn for collection in 2006 Finance Director Coleman presented Ordinance No. 5956. The ordinance was discussed at the November 7, 2005 Finance Committee meeting and no changes have been made to its content. Vice Chair Norman moved and Member Thordarson seconded to recommend adoption of Ordinance No. 5956. MOTION CARRIED UNANIMOUSLY. 3-0. V. DISCUSSION ITEMS A. School Impact Fees Community Development Administrator David Osaki briefed the Committee members on the status of the school impact review. The proposed Ordinance No. 5950, which was tabled at the last regular Council meeting, is on the Council agenda this evening with a request that it be tabled until the December 5, 2005 Council meeting. The Planning and Community Development Committee will review the proposed ordinance at their meeting on November 28, 2005. Mr. Osaki stated that the proposed ordinance includes proposed school impact fee amounts as requested by the school districts. Page 2 Finance Committee Minutes November 21, 2005 Mr. Osaki noted that the Dieringer School District requests that their impact fees be set the same as the Auburn School District's impact fees. Mr. Osaki noted that the Dieringer School District's Capital Facilities Plan currently under review only supports a multi- family impact fee of $729 per unit. Chair Backus expressed concern with the amount of increase proposed for the Dieringer School District impact fees. Vice Chair Norman expressed concern with Dieringer School District's request to fix Dieringer's impact fees based on Auburn School District's school impact fees. There was a brief discussion among the Committee members and representatives of the school districts in attendance relating to calculation of school impact fees and their use. In response to a question from Member Thordarson, Mr. Osaki stated that he is aware of one developer that would be impacted by the increase in the Dieringer School District impact fees. The developer is constructing approximately 250 to 300 homes within the district. The developer was in attendance during initial Committee discussions to increase the impact fees in a tiered approach. Mr. Newman and Dr. Leonard representing the Auburn School District requested the Committee recommend approval of Auburn School District impact fees as requested by the District: $5,681 for single family and $1,500 for multi family units.
