HomeMy WebLinkAbout03-18-2003HEARING EXAMINER MINUTES MARCH 18, 2003 The meeting of the Auburn Hearing Examiner was held on March 18, 2003 at 7:00 p.m. in the Council Chambers of the Auburn City Hall. Those in attendance were as follows: HEARING EXAMINER: Diane L. VanDerbeek STAFF: David Osaki, Sean Martin and Patti Zook Ms. VanDerbeek called the meeting to order at 7:00 p.m. explaining the order of procedures and swore in staff and those in the audience intending on testifying. PUBLIC HEARING: APPLICATION NO. PLT02-0001 Hearing Examiner opened the public hearing. Planner Martin presented the staff report. Lakeland Land Development, LLC, has requested preliminary plat approval of 110 single family lots and 6 tracks, and requested a modification to plat standards. The plat is known as Lakeland Hills Area 5. The plat is located on the west side of Evergreen Way SE extending from 69th Street SE along the top of slope to 64th Street SE (if extended). The subject site is approximately 850-feet off of Evergreen Way SE at its northern terminus. Hearing Examiner commented about the EIS which was completed by Pierce County in 1992. He described the adjacent zoning and described the planning area. He mentioned the cumulative projects approved to date. Planner Martin spoke about the pre -annexation agreement. Staff recommends approval of the preliminary plat with nine conditions. He reviewed conditions 1, 2 and 9. In response to Hearing Examiner questions, Planner Martin explained what is meant by a root deflection device. Randy Forsyth, Polygon, thanked staff for their review. Regarding condition 2, the cul-de-sac will be used as a temporary model complex and will be extended to Elizabeth later. They are fine with condition 9 related to Tract G. They will submit the lot line adjustment sometime next week. Regarding the overall plans for the community, they have been building in the area for several years and are familiar with Lakeland. This is a premier location in Lakeland with view lots and a gated community at the entrance. The project will be a nice finish to what is already there. They will make sure the community has good flow and will have separation between the different market segments. He then showed foam board drawings to Hearing Examiner and described each of them. There was no public testimony and the public hearing was closed. Hearing Examiner will issue the written decision within 10 days.
