MUNICIPAL SERVICES COMMITTEE MEETING
January 6, 2003
PRESENT: Councilmembers Singer, Barber, and Brothers; Mayor Lewis; City of Auburn Staff:
Jim Kelly and Bob Lee, Police; Bob Johnson, Fire; Paul Krauss, Planning; Shelley Coleman,
Finance; Dan Held, Legal; Brenda Heincman and Mark Ellings0n, Human Resources.
Minutes of the meeting were tape recorded and are available for review for six (6) years from the date of the
meeting. Please submit items for the agenda no later than 5p.m. the Wednesday prior to a meeting so packets can
be assembled _and distributed Thursday afternoon.
CALL TO ORDER
Sue Singer, Chairperson, called the meeting to order at 5:00 PM.
APPROVAL OF MINUTES
The minutes of the previous meetings were approved as written.
CONSENT
Consultation Agreement with W & H Pacific - This item will be brought back to the next
meeting.
Ordinance 5730 - Parking Lots - Paul Krauss brought a display of the downtown area, on
which city parking lots were clearly marked. It is proposed that the parking lots to the east of the
court and police department be dedicated to public parking (three-hour). The lot behind Mel's
lumber will be for permit parking (city employees), as will the lot behind Gustaves Manor. The
gravel/fenced parking lot across the street from the post office will be designated primarily for
city-owned vehicles, with a few permit parking spaces. Moved to pass, seconded, and approved
recommending ordinance be accepted by council.
INFORMATION/DISCUSSION:
Auburn Municipal Airport, Facility Maintenance - Brenda Heineman introduced Mark
Ellingson, who is the Interim Airport Manager. He distributed a handout which listed the items
he has found in disrepair. He also distributed a packet of photographs as further illustration. The
airport fund is essentially empty. Mayor Lewis, Paul Krauss, and Shelley Coleman all discussed
dedicating interest from the insurance fund to making the repairs needed to keep the airport
viable and avoid liability issues. The committee also spoke to developing a comprehensive
maintenance program for the facility. The FAA will contribute 90% of the funds needed to
repair the cracks in the runway; however, at the present time the 10% needed for the city's
contribution is in question.

Paul Krauss discussed the letter written to S. M. Stemper Architects, which addressed their
proposed amendment to their contract with the city. The amendment would have involved
nearly $13K above the initial contract. Krauss countered their reasons for requesting the
amendment. Nothing further has been heard from Stemper as of this date.
Sue Singer asked that the 2003 priorities be addressed. Paul Krauss said that Tu Nguyen is in the
process of completing a map which incorporates projects proposed for 2003. This display will
be brought to a future meeting.
ADJOURNMENT:
Sue Singer adjourned the meeting at 5:50 p.m.
Next regular meeting is Monday, January 20, 2003, at 5:00 p.m. in Meeting Room 3.
