AUGUST 13, 2001
The regular meeting of the Planning and Community Development Committee was held August 13, 2001
in the Council Work Area. Those members in attendance were as follows:
MEMBERS PRESENT: Trish Borden, Sue Singer, and Fred Poe
STAFF PRESENT: Lynn Rued, Al HiCks, Shirley Aird, Dick Deal, David Osaki and Patti Zook
ALSO PRESENT: Mayor Booth; Mark Hancock; Mike Sweeney
The meeting was called to order by Committee Chair Borden at 6:30 p.m.
PUBLIC HEARING:
1.
WSC01-0005 - Prium Development
Planner Aird pointed out that the applicant was not present. She explained the reason for this
'second' public hearing. She again explained the request and briefly reviewed the staff
recommendations.
Councilmember Singer asked the reason for requesting Park land dedication versus park impact
fees. Planner Aird commented that the recommendation was from the Parks Department that it
be fee in lieu of or dedication of land. The applicant will work this out with the Parks Department.
Mayor reminded the Committee that park impact fees have not been adopted by City Council.
Chairman Borden opened the public headng and said that the Committee had discussed the
request extensively at a previous meeting.
Roger Lee 16709 76th SE, Sumner, lives in Auburn's Urban Growth Area (uGA) and north of the
subject site. He spoke of concerns about impacts of this project on traffic on Kersey. He
understands how the UGA works, but as resident of the area it is frustrating that Auburn makes
decisions about things affecting his area, but he cannot vote for Council. Councilmember Singer
spoke of constraints of what Aubum can and cannot do regarding the project. If Auburn can
provide services to the project, then they must do it. Chairman Borden commented that the
project is vested with Pieme County and Auburn must provide services.
Mike Sweeney, the applicant's representative showed up at 6:45.
Chairman Borden closed the public hearing. Councilmember Poe made a motion, seconded by
Councilmember Singer, to close the public hearing. Chairman Borden concurred.
Councilmember Singer made a motion, seconded by Councilmember Poe, to recommend
approval. Chairman Borden concurred.
ACTION:
1. Surplus Planninq Department Property
Assistant Planning Director Rued commented that after 23 years the Department is getting new
partitions, carpeting, and ceiling tiles and two workstations. Councilmember Singer made a
motion, seconded by Councilmember Poe to recommend approval. Chairman Borden concurred.
2. Section 108 Loan Guarantee Funds
AH said this is a call for public hearing and then spoke about the process.

Councilmember Singer made a motion, seconded by Councilmember Poe, to recommend
approval. Chairman Borden concurred.

Councilmember Singer made a motion, seconded by Councilmember Poe, to reCOmmend
approval. Chairman Borden concurred.
5. Resolution No. 3380 - Purchase and Sale A.qreement with La Pianta LLC
Mark Hancock, representative for La Pianta was available to answer questions.
Councilmember Singer made a motion, seconded by Councilmember Poe, to recommend
approval. Chairman Borden concurred.

No discussion on this item.
With no further items to come before the Committee, the meeting was adjourned at 6:55 p.m.
