NOVEMBER 14, 2001
The regular meeting of the Planning and Community Development Committee was held November 14, 2001 in the
Council Work Area. Those members in attendance were as follows:
MEMBERS PRESENT: Trish Borden, Sue Singer and Fred Poe
STAFF PRESENT: Paul Krauss, Dick Deal, Shirley Aird, Mitzi McMahon, Susan Sagawa, and Patti Zook
OTHERS: Mayor Booth; Paul Bosworth, Arts Commission
The meeting was called to order by Committee Chair Borden at 6:40 p.m.
1. Arts Commission Presentation
Cultural Programs Manager Sagawa presented a slide show and distributed copies of the brochure Public
Art in Auburn, Washington Self-Guided Tour. The slides depicted public art throughout the City. Mr.
Bosworth thanked the Committee for its support. Information was presented about public art at the parking
garage.
2. Resolution No. 3397 - Contract with Patty McDonald Butts
Planning Director Krauss confirmed that the contract is basically the same as last year and the previous
year. Last year there were additional costs because of the Legislature's extra sessions.
Chairman Borden requested that Ms. McDonald Butts come and speak to City Council and Planning
Director Krauss agreed. Councilmember Singer made a motion, seconded by Councilmember Poe, to
recommend approval of the contract. Chairman Borden concurred.
3. Marketing and Gateway Update
Planner McMahon said the draft proposal was reviewed by a variety of stakeholders who expressed
positive comments. Councilmember Singer asked about ongoing participation by stakeholders and Planner
McMahon replied there is one meeting per month. She then thanked staff for their support.
4. ANX01-0002 - Blake
Planner Aird commented that the 10 percent petition was received, but the boundaries need to be consistent
which is why staff is proposing the change.
Councilmember Singer is concerned about citizens' perception of annexing these parcels into the City and
not annexing the rest of Lea Hill and Cobble Creek. Councilmember Poe agrees with staff recommend to
pass to City Council. Councilmember Singer made a motion, seconded by Councilmember Poe, to forward
to Council with the change in boundary. Chairman Borden concurred.
5. Ordinance No. 5599 - Creating Chapter 2.69, City of Auburn Library Board
Parks and Recreation Director Deal explained that the City Code needs to be changed to reflect the library
change. He described the duties of the Library Board. 1-747 will impact library services by possible staff
cuts and reduced hours. Councilmember Singer made a motion, seconded by Councilmember Poe, to
recommend approval. Chairman Borden concurred.

6. Change Order #4 to Contract 00-16
Parks and Recreation Director Deal stated the reasons for the change to the contract. The Senior Center
renovation is $132,000 over budget. Councilmember Singer made a motion, seconded by Councilmember
Poe, to recommend approval. Chairman Borden concurred.
With no further items to come before the Committee, the meeting was adjourned at 7:35 p.m.
