AUBURN, WASHINGTON MONDAY NOVEMBER 6, 1967 �ZD
The regular meeting of the City Council of the City of Auburn convened at 8:00 p.m. in
the Council Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Councilmen present: Hoyt, Blakeney, Kline, Fitzsimmons, Nickson, Sonnemann and Aaby.
It was moved by Kline, seconded by Blakeney, that the Minutes of the October 16, 1967
Council Meeting be approved as mailed with the following correction to Ordinance No. 2139,
entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF
CERTAIN PROPERTY IN THE CITY OF AUBURN, CHANGING THE ZONING CLASSIFICATION THEREOF FROM
UNCLASSIFIED TO R-5" be introduced.

PUBLIC HEARINGS
Mayor Gaines declared the public hearing open on the Assessment Roll of L.I.D. No. 184
for a sanitary sewer line on 9th N. E. between K and I Streets, IOth N. E. between I and
K Streets and I Street N. E. James Cooper from the audience asked how it was going to
be paid for. City Treasurer Kelly replied that an assessment has been adopted for a
10—year period; one —tenth of the assessment will be paid each year for the next 10 years
at 6 per cent interest and could be paid off at any time. It was moved by Blakeney,
seconded by Fitzsimmons, that the public hearing be closed.

It was moved by Hoyt and seconded by Blakeney that the City Attorney be instructed to
draw up the necessary ordinance on the final assessment roll of L.I.D. 184.

Mayor Gaines declared the public hearing open on the request of Rudolph Burgener to re—
zone from Unclassified to M-1 (Light Industrial) a parcel of land in the 1400 block of
the West Valley Highway. (Rezone Request No. 50-67) Jack Hawkins from the audience
stated that the M-1 zone would be a natural buffer between industrial and residential
zones and will be used industrially; the owner plans to move a small business employing
approximately 40 people to the location. It was moved by Hoyt, seconded by Blakeney,
that the public hearing be closed.
MOTION CARRIED
The Auburn Planning Commission recommended that this request be granted as it will
conform to the comprehensive development plan for the area. Consideration should be
given to dedication of the Easterly 5 feet for the future widening of West Valley
Highway and the Northerly 30 feet for the future development of 15th Street.
It was moved by Blakeney, seconded by Fitzsimmons, that we concur with the Planning
Commission's recommendation granting Rezone Request No. 50-67 and instruct the City
Attorney to draw up the necessary ordinance to provide for this rezoning.

CORRESPONDENCE
Letter from City Engineer Fred Poe requesting the review of the possiblility of revoking
the side sewer contractor's license issued to Glen Rockey Construction Company was read
by City Clerk Williams. Mayor Gaines referred the matter to the License Committee and
recommended that it be considered at a later date in the meeting.
Letter dated October 25, 1967 from Chief R. K. Calkins of the Fire Department requesting
permission for Mr. Ed Henderson to attend Fire Engineering Conference to be held in Van—
couver, Washington, on December 4th to the 8th, 1967, was read by City Clerk Williams.
He also read a letter dated October 24, 1967 from Fire Chief R. K. Calkins requesting
permission for Fire Chief Calkins to attend Mid Winter Conference in Yakima, Washington,
December I and 2, 1967. It was moved by Aaby and seconded by Sonnemann that permission
be granted.

A letter from the Housing Authority of the County of King requesting a passenger loading
zone at the front entrance of the Wayland Arms Apartments located at 307 South Division
was read by City Clerk Williams. Mayor Gaines requested that it be turned over to the
Street Committee.
A letter from Mr. Joe P. Hebert, Secretary of the Auburn Eagles, Aerie No. 2298, regis—
tered a complaint on the behavior of destructive juveniles going and coming from the
nearby poolhall was read by City Clerk Williams. Mayor Gaines requested that it be

turned over to the License Committee with a copy to the Police Department.
A letter from City Engineer Fred Poe requesting two additional positions in the Engineer—
ing Department (Assistant Building Inspector or Engineering Aide and Chief Draftsman) was
read by City Clerk Williams. It was recommended that the present employee be made a
permanent employee and Bill Zimmerman, who has been working part—time as draftsman con—
tinue on the job. Mayor Gaines referred the matter to the Finance Committee.
Announcement of Dinner Meeting of the Association of Washington Cities (District Meeting)
to be held November 14, 1967 in Renton at the Renton Inn at 6:30 p.m., was made by City
Clerk Williams. Reservations to indicate acceptance were passed to the Councilmen.
Written request by the Board of Directors of the Chamber of Commerce for a study of the
possibility of multiple level parking in downtown Auburn was read by City Clerk Williams..
Mayor Gaines referred the matter to the Planning Department and Street Committee.
The Auburn Planning Commission recommends that Rezone Request No. 52-67 be granted.
(Request of Martin C. Yang to rezone from R-2 to C-1 Parcel A)
It was moved by Blakeney, seconded by Kline, that the City Clerk be instructed to call
for a public hearing to be held at 8 p.m. on November 20, 1967, on Rezone Request No.
52T67.

Memo from Director of Finance Kelly stating that the City of Auburn Code (1.32.010)
stipulates that the City Clerk shall annually on or before the 5th day of December call
for sealed bids for City of Auburn advertising and printing for the ensuing year.
It was moved by Fitzsimmons, seconded by Hoyt, that bids be called for.
ROLL CALL VOTE: All Councilmen voting YES.
MOTION CARRIED
Recommendation from the Police Committee that we call for bids for replacement of four
(4) police vehicles and the purchase of one (1) additional patrol car.
It was moved by Sonnemann, seconded by Hoyt, that we advertise for bids on the replace—
ment of four police vehicles and the purchase of one additional patrol car, and that
bids be opened November 16, 1967, at 10:00 a.m.

Certification by City Engineer Poe of work performed under Project Water Imp. No. 57,
installation of water main and street repair, Div. S.W. and 3rd (Frank Coluccio).
It was moved by Kline, seconded by Nickson, that the work be accepted as performed on
Water Imp. No. 57, and if no liens or claims are filed within 30 days after acceptance,
the contractor will be paid the retained percentage, if any.

A petition was submitted for the formation of Local Improvement District No. 209 for
grading, graveling, curb & gutter, storm drainage and asphaltic concrete paving on "I"
St. N.E. between 28th & 30th N.E., and 28th St. N.E. between Auburn Avenue and "I" St. N.E.
Engineer's certification stated estimate of cost to be $32,800.00 and that signatures
on petition constituted 88.04% total frontage and 88.04% total area in proposed district.
It was moved by Sonnemann, seconded by Kline, that the city attorney be instructed to
draw up the necessary ordinance to create L.I.D. No, 209.

That payment to Lewis —Redford Engineers for the 17th and Pal Street Traffic Study in the
amount of $900.00 be made; moved by Sonnemann, seconded by Nickson.

2. Progress Payment No. 3, Morris Construction Co., on L.I.D. No. 187, in
the amount of $5,638.82.
3. Progress Payment No. 3, on L.I.D. No. 197, to Cascade Asphalt Paving Co.,
in the amount of $38,243.00.
4. Progress Payment No. 2 and final, on L.I.D. No. 199, General Pipeline
Construction Co., in the amount of $108.16.

It was moved by Fitzsimmons, seconded by Nickson, that the City Engineer's request
for approval of agreement between the City and Val Bain for furnishing water to her
properties in the Lake Holm area, and authorizing of Mayor and City Clerk to sign
same be granted. The cost would be $160,000 for 3� miles of line. The property owner
would furnish the principal and interest on this. The money for City would come out
of the Water Department funds. Owner's share would be $90,000.

City Engineer Fred Poe submitted the Final Assessment Roll for L.I.D. No. 196 in the
amount of $4,500 30 for consideration and public hearing.

Mayor Gaines proclaimed November 5th to November Ilth, 1967 as American Education Week.
Mayor Gaines proclaimed November Ilth of each year to be a legal holiday designated as
Veteran's Day.

COUNCIL COMMITTEE REPORTS
Street Committee
Councilman Blakeney made a report on the 6 year Comprehensive Street Program of the City.
It was moved by Blakeney, seconded by Nickson, that we call for a public hearing to be
held December 4, 1967, at 8 p.m, on the updating of the 6 year Comprehensive Street
Program.

Councilman Blakeney reported that the Street Committee recommended that "No Parking"
,signs be put up on F Street S.E. on the east side between 19th and 251h Streets.
It was moved by Blakeney, seconded by Nickson, that the City Attorney be instructed to
draw up the necessary ordinance to implement "No Parking" on F Street S.E. on the east
side between 19th and 25th Streets.

License Committee
Councilman Sonnemann reported that the license Committee recommends that the side sewer
contractor's license issued to Glen Rockey Construction Company be suspended for 60 days.
It was moved by Sonnemann, seconded by Blakeney, that the side sewer contractor's

DEPARTMENT HEAD REPORTS
Bruce Bille of the Recreation Department reported schedules for adult and youth use of
facilities. He expressed hope that teams from Auburn could enter Seattle competition.
A program for Senior Citizens is also being planned.
OLD BUSINESS
A letter was read by City Clerk Williams from George Schuler, Planning Director, regarding
Main Street Auburn Associates rezone request, which was tabled by the City Council November
21, 1966. It was moved by Sonnemann, seconded by Blakeney, that the rezone'be brought off
the table.
MOTION CARRIED
Kline made a motion, seconded by Blakeney, that the rezoning be approved. Mr. Reed,
Engineering Consultant from Seattle, stated we do not have anyone utilizing the locale
at the present time due to the long delay in granting the rezone. It was moved by
Kline, seconded by Fitzsimmons, that the plan be modified. The amendment would read
"That the rezone be granted subject to final site development plans by the Auburn
Public ."forks Department." Mr. Reed asked why this property carried this restriction.
Kline replied that it was due to the fact that it was not known at this time what the
State Highway Department was going to do.

Northrup, King & Company filed their bid deposit September 5, 1967 in the amount of 50
of the bid to cover the bid on grass seed for the golf course. The matter was tabled
September 5, 1967.
It was moved by Kline, seconded by Fitzsimmons, that the Bid Bond be refunded to North—
rup, King & Co. Aaby asked if they had requested the return of the Bid Bond. City
Engineer Fred Poe replied that they had contacted his office twice by phone asking for
refund of the Bid Bond. Kline,made motion, seconded by Aaby, that the matter be tabled.
Kline then moved, seconded by Sonnemann, that City Engineer Fred Poe be instructed to
direct a letter to all companies which had bid on golf course and request whether or
not they want to extend their bid bonds for 60 days.

Contract for Urban Planning Assistance Program, tabled October 16, 1967 — no action was
taken at this time. The PAayor invited all the members of the City Council and Planning
Commission to attend a meeting in the Planning Consultant's office Monday, November 13,
1967.
A letter was read by City Clerk 4illiams from the State Highway Commission regarding the
traffic signal at Peasley Canyon and the West Valley Highway, suggesting that the City
participate on a 50-50 basis with the State for the signal installation. This was re—
ferred to the Street Committee.

ST. PAUL AND PACIFIC RAILROAD COMPANY, A WISCONSIN CORPORATION, AND OREGON--VIASHINGTON
RAILROAD AND NAVIGATION COMPANY, AN OREGON CORPORATION, AND ITS LESSEE, UNION PACIFIC
RAILROAD COMPANY, A UTAH CORPORATION, RELATING TO AN EXISTING RAILROAD CROSSING AT BOYED

It was moved by Sonnemann, seconded by Blakeney, that Resolution No. 291 entitled "A
RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, RELATING TO THE PROPOSED VACATION OF A
CERTAIN STREET SITUATE WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN." be adopted.

It was moved by Sonnemann, seconded by Fitzsimmons, that a contract with Roy Curley
Construction Company be signed for construction of a transmitter building on Ceme—
tery Hill for approximately $2,800.00.

It was moved by Sonnemann, seconded by Nickson, that City Attorney Smythe be auth—
orized to record deeds and easements.(3 quit claims: Brunette, Shaughnessy & Puget

It was moved by Blakeney, seconded by Sonnemann, that the City Attorney be instructed
to draw up an ordinance implementing bi—weekly pay checks for city employees;
employees will be paid every other Friday.

It was moved by Kline, seconded by Sonnemann, that the claims as approved by the
Audit Committee be paid.
