The regular meeting of the City Council of the City of Auburn, convened at 8:00 P.M.
in the Council Chambers of the Auburn City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen Present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Nickson, that the minutes of October 20, 1969 be
approved and adopted as mailed.

PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on Final Assessment Roll for L.I.D. No. 223
(water mains, 37th St. S.E., 41st St. S.E. and D St. S.E.)
City Clerk Williams read letter of protest from Karl Keller, 1006 South 49th Avenue,
Yakima, Washington.
City Clerk Williams read letter of protest from George E. Muttart and Wanda J. Muttart.
It was moved by Blakeney, seconded by Kline, that Public Hearing on Final Assessment Roll
for L.I.D. 223 be closed.
MOTION CARRIED
It was moved by Kline, seconded by Bailey, that the Final Assessment Roll for L.I.D. No.
223 be confirmed and the City Attorney be directed to draw up necessary ordinance
approving and confirming the assessments and assessment roll.

Mayor Gaines declared Public Hearing open on Final Assessment Roll for L.I.D. No. 225
(water mains and fire hydrants on Knickerbocker Drive from the West Valley Highway to
Aaby Drive and Aaby Drive from Knickerbocker Drive to the end of Aaby Drive.)
Glen Anderson, from audience, spoke against the L.I.D. and advised that his father, C.G.
Anderson, had advised and instructed him that if they are included in the L.I.D. they
will take legal action.

City Clerk Williams read letter from C.G. Anderson, Blaine, Washington, which was read
at Council Meeting on October 20, 1969.
Mayor Gaines asked City Attorney Smythe to explain the difference between an L.I.D.
petition and a resolution L.I.D.
City Clerk Williams read letter of protest from Ivan E. Durbin against L.I.D. No. 225.
Ivan E. Durbin, in audience, personally protested against the L.I.D. and thanked the
City for participating in the cost of the L.I.D.
Mr. Sig Moe, in audience, asked how many lots were assessed and the amount of interest
being charged.
Warren Gray, Assistant City Engineer, advised there were 25 lots and the interest rate on
the L.I.D. was 6%.
It was moved by Blakeney, seconded by Sonnemann, that the Public Hearing be closed.

It was moved by Sonnemann, seconded by Fitzsimmons, that the Final Assessment Roll for I
L.I.D. No. 225 be confirmed and the City Attorney be directed to draw up necessa~y
ordinance approving and confirming the assessments and assessment roll.
Councilmen Kline and Nickson abstained from voting.

Mayor Gaines declared Public Hearing open on Final Assessment Roll for L.I.D. No. 226
(street and sanitary sewer on 16th St. N.E. from I St. N.E. to M St. N.E.)
City Clerk Williams read letter from John C. Roland with complaint against L.I.D. No.
226 and complaints on the concrete used in the project.
City Clerk Williams read letter from Lawrence Price with regard to costs incurred for

City Clerk Williams read letter of objection to costs of L.I.D. No. 226.
Brief discussion followed with regard to adjustment and repair to be made to the
project and also to contact the construction company that installed the project.
It was moved by Nickson, seconded by Blakeney, that the Public Hearing be closed.

L.I.D. No. 226 be confirmed and the City Attorney be directed to draw up necessary
Ordinance approving and confirming the assessments and assessment roll.

Mayor Gaines declared Public Hearing open on rezone request of John D. Wadkins to
rezone a parcel of land lying on the Northerly side of Howard Road between Auburn
Way South and the proposed extens i on of "R" Street S. E. (Appl i cati on No. 10-69).
The Planning Commission recommend to the City Council that the request of John D.
Wadkins to rezone from C-l to C-3 be granted inasmuch as it conforms to the
Comprehensive Land Use Plan of the City of Auburn.
The Planning Department recommend concurrence with the Planning Commission's
recommendations on this request because it conforms to our Comprehensive Land Use
Plan for highway oriented commercial uses and is consistent with the existing
zoning in the immediate area.
It was moved by Kline, seconded by Blakeney, that rezone request of John D. Wadkins
to rezone a parcel of land lying on the Northerly side of Howard Road between
Auburn Way South and the ¡roposed extension of "R" Street S. E. be approved subject
to the dedication of the right-of-way and relocation of Howard Road and the City
Attorney be instructed to prepare necessary ordinance granting rezone.

CORRESPONDENCE
City Clerk Williams read letter from Mrs. Neil Ramsey, 16141 190th S.E. extending
appreciation for services provided by Elmer Stodd of the Humane Society.
Mayor Gaines requested the letter be filed, with a copy to Elmer Stodd.
City Clerk Williams read letter from F. E. Hammons thanking the Chief of the Fire
Department and Firemen for their response to apartment fire in Rivergreen Estates.
Mayor Gaines requested the letter be filed with copy to the Fire Department.
City Clerk Williams read letter from Water Pollution Control Commission and State
Department of Health, regarding sewer extensions, Lea Hill Village No.2.
Mayor Gaines requested the letters be filed with copies to Engineering Department.
AUDIENCE PARTICIPATION
Mrs. Roberta Morley, from audienee, presented a sealed box of Auburn historical
items to be placed in the vault.
Mayor Gaines thanked Mrs. Morley in behalf of the City and personally thanked and
congratulated her for a tremendous job well done.
RECOMMENDATIONS
The following itesm were presented by Pat Nevins, Director of Public Works, for
Council approval:
Change Order No.1 for Roy L. Houck Sons I Corp. for Auburn Municipal Airport
increase of $356.50 (rebuilding of existing manhole and installation of 12"
and 15" concrete culvert pipe and catch basins).
It was moved by Kline, seconded by Nickson, that Change Order No.1 for Roy L.
Houck Sons· Corp. for $356.50 be approved.

tion of thirty days, provided no liens or claims are filed and clearance is secured from
the State Tax Commission and the Department of Labor and Industries and upon correction
of the deficiencies in the work, that the retained percentage amounting to $13,029.90
including sales tax, be pa d.

It was moved by Blakeney, seconded by Sonnemann, that Pay Estimate No.5 (final) to
Morris Const. Co., for St. Imp. 113 for $2,131.19 be paid, and the city accept the
project as completed and that the retained percentage amounting to $9,769.16,
incluœing sales tax, be paid in thirty days provided no liens or claims are filed and
the clearance is secured from the State Tax Commission and the Department of Labor
and Industries.

project as completed and that the retained percentage amounting to $12,814.48,
including sales tax, be paid in thirty days provided no liens or claims are filed
and clearance is secured from the State Tax Commission and the Department of Labor
and Industries.

PROCLAMATIONS, ANNOUNCEMENTS AND APPOINTMENTS
Mayor Gaines proclaimed Veteran's Day November 11, 1969, and Proclaimed November 10
throug~ November 14, 1969, Legal Secretaries Week.
Mayor Gaines announced that the annual fall cleanup will start November 10, 1969 and
continue through November 24, 1969.
COUNCIL COMMITTEE REPORTS
FINANCE COMMITTEE - KLINE
Councilman Kline, reporting for Finance Committee, stated a committee meeting was
held on November 3, 1969 at 4:30 P.M.
The Committee discussed the replacement of Charles Gault with two part-time meter
maids for the balance of the 1969 year and that uniforms be provided for the new
employees.
It was moved by Kline, seconded by Blakeney, that the Finance Department be authorized
to hire two part-time Meter Maids to replace one full time Meter Man, Charles Gault,
for the balance of 1969.

AIRPORT COMMITTEE - KLINE
Councilman Kline reported the Committee had discussed with Terry Bremer and Jerry
Moyer possible establishment of an Avionics Service (radio shop). A preliminary
figure of $150.00 per month was discussed, based upon their utilization of one
stall of a closed storage hangar and the adjaoent 16 x 16 room for their usage.
Councilman Kline reported the Committee authorized the chairman to inform Auburn
Flight Service in writing that as of November 3, 1969 that the monthly rental rate
for the space and facilities presently being occupied by them and so long as they

base 4 or less aircraft at the field is $300.00 per month payable in advance by November
10, 1969 and thereafter on the first day of the month until such time as a lease is
consdJrháltlèEld.
The Airport Committee discussed contacting the Seattle Office of the FAA concerning the
proposed Terminal Control Area being proposed by the FAA, and if a satisfactory meeting
of the minds can be achieved, the Committee Chairman is to contact our Congressman in
Washington D.C.
The Committee authorized the hiring of part time help in order to give Mr. Chipperfield
a five day work week in accordance with budget allowance.
The Committee decided that line personnel will be outfitted with white coveralls with
an Awbp~n Airport patch over left pocket and it shall be the responsibility of line
personnel to launder their coveralls.
It was the request of the Committee that City Treasurer, John Kelly, attend the next
regularly scheduled meeting of the Airport Committee November 13, 1969 at 8:00 P.M. to
explain the accounting system that has been set up for Airport Revenues.
CODE AND ORDINANCE COMMITTEE - NICKSON
Councilman Nickson, reporting for Code and Ordinance Committee, stated it was the
recommendation of the Committee that Ordinances No. 2401 and 2402 be introduced and
adopted.
BID OPENING
Bids were opened at 11 :00 A.M., October 30,1969, on Airport Service Road (revised) Call
for Bids, with bids submitted as follows:

awarded to Lloyd's of Washington, on their bid of $13,810.50 not including sales tax and
that the Mayor and City Clerk be authorized to sign the contract.

Ordinance No. 2406 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, SPECIFYING
AND ADOPTING A SYSTEM OR PLAN OF ADDITIONS TO AND BETTERMENTS AND EXTENSION OF THE WATER
WORKS UTILITY OF THE CITY, INCLUDING THE SANITARY SEWERAGE SYSTEM AS A PART THEREOF,
DECLARING THE ESTIMATED COST THEREOF, AS NEARLY AS MAY BE, AND AUTHORIZING THE ISSUANCE
AND SALE OF $540,000 PAR VALUE OF WATER AND SEWER REVENUE BONDS TO OBTAIN THE FUNDS WITH
WHICH TO PAY THE COST OF SAID SYSTEM OR PLAN, SUCH BONDS TO BE COMBINED WITH THE NOT TO
EXCEED $1,870,000.00 PAR VALUE OF WATER AND SEWER REVENUE BONDS AUTHORIZED TO BE ISSUED
PURSUANT TO ORDINANCE NO. 2388; PROVIDING FOR THE ISSUANCE OF $1,000,000.00 PAR VALUE OF
"WATER AND SEWER REV ENUE BONDS, 1969" TO OBTAIN THE FUNDS WITH WHICH TO PAY THE COST OF
CARRYING OUT THE SYSTEM OR PLAN HEREIN ADOPTED AND THAT PORTION OF THE SYSTEM OR PLAN
ADOPTED BY ORDINANCE NO. 2388 HEREIN ORDERED TO BE CARRIED OUT; FIXING THE DATE, FORM,
DENOMINATION, MATURITIES, MAXIMUM INTEREST RATE, TERMS AND COVENANTS OF SUCH BONDS: AND
PROVI DING FOR THE CALLING FOR THE PURCHASE THEREOF. II

the sum of $462,226.74 be approved for payment. (Warrants Nos. 1840 through 2059) and
Payroll Warrants in the amount of $109,908.20 (Warrants Nos. 2831 through 3307).
MISCELLANEOUS BUSINESS
City Clerk Williams, read letter from Pat Nevins, Director of Public Works regarding
Change Order No.1 submitted by Wareen R. Pugh, in the amount of $4,622.98 for under-
ground telephone and electrical service and furnishing and installing the 1,000 gallon
storage tank and miscellaneous piping for the maintenance building being constructed by
Leonard Construction Company, and recommending approval of change order.
